SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

Mission

Solidarités International (SI) was registered in Ethiopia in December 2022, having previously implemented a WASH in Health intervention in Jijiga, Somali Region, in 2017. In November 2023, SI became the first humanitarian actor to operate in Mao Komo Special woreda (Benishangul-Gumuz) by rehabilitating water points in areas that had been inaccessible for three years. Currently, SI is operational in two regions of the country (In Tigray Region and Amhara Region).

In Tigray, bordering Eritrea, focusing on hard-to-reach areas in partnership with Mums for Mums (MfM) SI is implementing an emergency multisectoral humanitarian programme in Ahsea, Chila and Rama Woredas of central zone, to support communities affected by drought, conflict, and displacement. Running from September 2024 to December 2025 (which is now to be extended until end of June 2027), the project aims to improve access to safe water, health services, and nutrition support, while addressing gender-based violence and mental health needs. Key activities include rehabilitating water systems and health facilities, community-based malnutrition screening, cash assistance for vulnerable households, and capacity-building for local actors.

SI has been granted cost extension (the donor contract is extended until end of June 2027 with additional fund allocation) of existing project in Tigray and is looking for a Logistics/Admin Manager to continue to support the office during the project activities in the area.

Job description

GENERAL OBJECTIVES

Under the supervision of the Field Coordinator and in close collaboration with the Coordination support departments, the Logistics and Administration Manager ensures the efficient management of logistics, procurement, fleet, assets, facilities, administration, finance and HR functions at the Adwa base. The position guarantees compliance with SI procedures and donor requirements while providing timely and quality support to program implementation. The Log/Admin Manager contributes to operational continuity through effective planning, sound resource management, risk mitigation, and the supervision and development of the support team in a complex operational environment.

ISSUES AND SPECIFIC CHALLENGES

The Log/Admin Manager will operate in a complex and evolving environment characterized by significant operational and support challenges. The position requires strong anticipation, problem-solving, and coordination skills to ensure uninterrupted support to program implementation.

Key challenges include:

• Managing logistics and administrative operations in a context affected by recurrent fuel shortages, cash constraints, and market volatility.

• Ensuring compliance with SI procedures and donor requirements while supporting a growing operational portfolio and base expansion.

• Supervising procurement processes, contract management, fleet management, stock management, and facility management in accordance with SI standards.

• Supporting the continued operationalization and consolidation of the Adwa base, including administrative, HR, and logistical systems.

• Managing security-related support aspects, including contingency preparedness, communication systems, vehicle management, and support to security procedures.

• Ensuring proper HR administration, recruitment follow-up, payroll processes, archiving, and staff support in coordination with Addis Ababa support departments.

• Building and maintaining the capacities of support staff while promoting compliance, accountability, and teamwork.

PRIORITIES ON THE 2-3 FIRST MONTHS

• Ensure a smooth handover and acquire a comprehensive understanding of ongoing logistics, administrative, HR, and financial processes at base level.
• Consolidate the Adwa base support systems, including procurement planning, stock management, fleet management, asset tracking, and contract follow-up.
• Strengthen monitoring and mitigation measures related to fuel shortages, cash availability, and supply chain constraints.
• Review and update key support tools, trackers, filing systems, and reporting mechanisms to ensure full compliance with SI procedures.
• Support the implementation of ongoing GFFO activities and upcoming project developments through timely procurement and logistical support.
• Contribute to budget follow-up, forecast monitoring, and cost-control measures in close coordination with the Field Coordinator and Coordination team.

Your profil

DIPLOMAS AND EXPERIENCE

A master’s degree (or equivalent field experience) in Humanitarian Action, International Development, Social Sciences, Project Management, or a related field is required.

  • Experience in the humanitarian sector : 3-4 years
  • Experience on a similar position : 0-2 years

SKILLS

TECHNICAL SKILLS

Strong knowledge of logistics (SI procedures), procurement, fleet, facilities, and administrative management in humanitarian contexts.

TRANSVERSAL SKILLS

Ability to work under pressure in a challenging and sometimes insecure environment; cultural sensitivity, adaptability, and a strong commitment to humanitarian principles and safeguarding policies (PSEA, Child Protection).

LANGUAGES

Fluency in written and spoken English is essential. Knowledge of the local language(s) (e.g., Amharic, Tigrigna) is a strong asset.

SI will offer you

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 400.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Guest House conditions :- There will be shared guesthouse both at the base and coordination during the visit.
Internet and telephone network :- Available both in Addis and Adwa
Restaurant & social life:- Restaurants are available in Addis and also Adwa :- Social life in Adwa is very limited. All the basics food items and other are available but there is strict limitations and taxation to importation of food. Food in your luggage however is allowed and you can stock up on specials from home. Good quality chocolate, cereals and dried meat products can be hard to find and/or very expensive.

SECURITY CONSTRAINTS

Evolving security environment with high political tensions between regional authorities of Tigray and the Federal Gov, but no active conflict now

Access and movement constraints in some operational areas due to insecurity, road conditions, and communication gaps.

Fuel and cash shortages impacting operational continuity and contingency planning.

Limited network coverage in certain field locations requiring enhanced communication and tracking measures.

Need to maintain preparedness for relocation, and other security incidents in accordance with SI procedures.
