SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
SOLIDARITÉS INTERNATIONAL activities are implemented in Bamyan, Herat, Helmand, Nimroz and Farah provinces, with emergency activities that can be deployed all over the country. Operational bases are in Zaranj (capital of Nimroz Province), Farah, Herat and Bamyan city.
The team is now made of 125 national and 9 international employees with an annual budget of around 5.5 M EUR. SI currently implements WASH and Disaster Risk Reduction (DRR)/Natural Resource Management (NRM) programs.
There are currently 5 grants under implementation:
– CDCS (French MoFA): in Bamyan, focusing on DRR/NRM and disability inclusion; this project is in consortium with Handicap International (HI).
– ECHO standalone: implemented currently in Nimroz and Farah, classic WASH in community project (water access, latrine, HP, HK, etc.).
– ECHO consortium: In consortium with SCI (lead), INTERSOS and HI, the project responds to the returnees crisis at informal settlements and areas of return. SI response focuses on WASH, MPCA and winterization.
– AHF (OCHA CBFP) WASH: in Farah, focusing on WASH (in both community and schools).
– AHF (OCHA CBPF) DRR: in Bamyan, focusing on DRR/NRM and disability inclusion; this project is in consortium with two national partners.
It is important to note that SI is part of several consortia, either as a lead or as sub, with both INGOs and NNGOs.
About the job
GENERAL OBJECTIVES
-Lead the implementation of a strategic assessment and programme quality initiative aimed at strengthening the meaningful inclusion of women in WASH programming, ensuring delivery of agreed objectives, workplans and budgets.
-Oversee technical assessments, evidence generation, data analysis and production of operational recommendations to strengthen gender-responsive WASH programme design and service delivery.
-Coordinate technical engagement with implementing partners and relevant stakeholders throughout implementation.
-Build and maintain effective working relationships with women organisations, implementing partners, technical institutions and other relevant stakeholders to support project implementation and technical collaboration.
-Represent SI in technical meetings, workshops and coordination forums related to gender-responsive WASH programming, ensuring consistent communication and follow-up with external stakeholders.
-Support the development of practical tools, technical guidance and organisational learning to improve the integration of women’s priorities into WASH programmes.
-Ensure activities are delivered in compliance with SI procedures, donor requirements and the evolving operational context, while maintaining appropriate communication and risk management.
ISSUES AND SPECIFIC CHALLENGES
-Working in a highly sensitive and changing operational environment affecting programming related to women and gender inclusion.
-Coordinating assessment activities across several provinces and with multiple partners.
-Managing large amounts of qualitative and quantitative data and translating findings into practical recommendations for gender-responsive WASH programming.
-Balancing operational realities with the objective of strengthening the meaningful participation and inclusion of women in WASH programmes.
-Ensuring effective coordination between programme, MEAL, grants and support departments.
-Frequent travel to project locations is required to support field activities, partner coordination and quality assurance in line with the security context and organizational procedures.
PRIORITIES ON THE 2-3 FIRST MONTHS
-Complete the ongoing assessment, including supervision of data collection, quality assurance and analysis.
-Finalize the assessment report and related technical products.
-Coordinate review and validation of findings with SI teams and external partners.
-Develop practical guidance and tools to strengthen the integration of women’s priorities into WASH programme design and implementation.
-Support the integration of assessment recommendations into ongoing and future WASH programmes.
-Strengthen collaboration with women’s organizations, technical partners and other stakeholders supporting the initiative.
-Ensure effective planning, reporting, external coordination and overall project management throughout implementation.

Your profile
DIPLOMAS AND EXPERIENCE
Bachelor’s degree in a relevant field, such as Social Sciences, Public Health, Engineering, Development Studies, International Relations, Political Science, Management or another related discipline.
- Experience in the humanitarian sector : 3-4 years
- Experience on a similar position : 0-2 years
SKILLS
TECHNICAL SKILLS
1. Project management: Experience planning, coordinating and monitoring projects, assessments or research activities.
2. Analysis and reporting: Ability to analyse information and produce clear reports, recommendations and other technical documents.
3. Digital and data management: Good computer skills (Microsoft Office); experience with Kobo or other digital data collection tools is an asset.
TRANSVERSAL SKILLS
1. Communication and stakeholder engagement: Strong interpersonal skills and ability to build effective relationships with partners and stakeholders.
2. Organisation and problem-solving: Ability to manage multiple priorities, work independently and adapt to changing circumstances.
3. Leadership and teamwork: Ability to coordinate teams, facilitate collaboration and support capacity building.
LANGUAGES
1. Proficiency in English is mandatory
2. Proficiency in Dari and/or Pashto is mandatory (written and spoken)
SI will offer you
A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 600.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Guest House conditions: Well furnished Guest House is vailaible with the needed services. Electricity is limited but the guesthouse will be supported by the solar system and as well as generator. A small GYM is also available in the Guest House for maintaining routine excercises
Internet and telephone network: The staff will have dedicated SIM & Mobile for his/her communication 24/7
Restaurant & social life: Social life is limited to contact with other INGO staff, with a curfew.
