The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians, in Colombian cities such as Riohacha, Barranquilla, and Bogotá. It is also currently expanding its activities to Nariño and Norte de Santander.
Job Description:
Under the supervision of the Partnerships and Agreements Manager, the Partnerships Management Officer will contribute to the preparation of reports, project proposals and other relevant documents in accordance with DRC’s global and multi-country program strategy, and will ensure proper management of partnerships, including compliance with donor requirements, training of program teams and field support, and supporting the Partnerships and Agreements Manager in project management from the partnerships area.
Responsibilities :
Program development
- Reporting:Â Coordinate and support the development and submission of timely, high-quality reports to donors, partners, and coordination platforms on program progress, ensuring that all donor reporting requirements are met, strategically positioning DRC as a leader in programming in the context of Colombia and multi-country operations, in coordination with all relevant areas of DRC and local partners.
- Donor compliance:Â Support the Agreement Management Coordinator in providing timely and comprehensive responses to requests for information from internal and external sources to ensure compliance with donor requirements, including local partners.
- Training:Â Support the Agreement Management Coordinator in training program and field support teams, including local partners, on donor compliance, report and project proposal writing, and standard project management procedures from the agreements area.
- Development of project proposals and amendments : Support the Agreement Management Coordinator in the development and submission of high-quality concept notes, proposals and amendments, including drafting, production and coordination with all relevant DRC areas, and ensuring compliance with relevant information, presentation, format and annex requirements.
- Project Management:Â Support the Agreement Management Coordinator in facilitating project follow-up meetings throughout the project cycle, ensuring the necessary documentation and preparing key project information for the teams.
- Conduct field visits and/or missions in the intervention areas as needed (participate in training, meetings, etc.).
- Support in the preparation of internal and external meetings, ensuring presentations and minutes.
- Work closely with the Monitoring, Evaluation and Learning (MEAL) program staff to ensure follow-up on best practices and reporting on program activities.
- Translation of documents when necessary from English to Spanish and vice versa.
- The correct use of the DRC Enterprise Resource Planning System (Dynamics) in the functionalities of agreement management administration.
- Manage any other ad hoc tasks related to the management of programs and grants as required by the Agreement Management Coordinator or the Program Manager.
Occupational Safety and Health
- To ensure comprehensive care for your health.
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities carried out by them.
- Comply with the rules, regulations and instructions of the SG SST.
- Report in a timely manner the dangers and latent risks associated with your workplace.
- Attend the OSH training sessions defined by the SG-SST training program.
- Ensure the maintenance of order and cleanliness in your work area and position.
- Provide clear, truthful and complete information about your health status.
- Immediately report to the OSH area and your immediate supervisor any work accidents, incidents (near misses) and illnesses diagnosed as work-related.
- Report to the immediate supervisor the need to take corrective or preventive actions, as appropriate, in the face of actual or potential nonconformities of the process to which it belongs.
- Participate in training activities, drills, and those scheduled by occupational safety and health.
- Participate and contribute to the fulfillment of the SG-SST policy and objectives.
Experience and Technical Skills:
Required experience:
- Minimum 2 years of experience in managing agreements, grants or projects with humanitarian or international development organizations, international NGOs, UN system agencies or institutional donors
- Experience in writing and coordinating narrative and financial reports for institutional donors (ECHO, USAID/BHA, Germany, Norway or other bilateral or multilateral donors)
- Experience in supporting the development of project proposals and concept notes, including coordination with program, finance, and MEAL teams
- Experience in project lifecycle tracking — from initiation to closure — including document management, meeting minutes, and milestone tracking
- Experience working with multidisciplinary and interdepartmental teams in humanitarian or development settings
- Experience in training or providing technical support to local partners or field teams on donor compliance and report writing (desirable)
- Experience with project information management systems (desirable: DRC Dynamics, GMS or other ERPs)
Required technical skills:
- Knowledge of the compliance requirements and standards of institutional humanitarian and development donors (ECHO, USAID/BHA, FCDO, European bilateral donors)
- Ability to write and edit high-quality narrative reports in Spanish and English, with attention to detail and compliance with formats and deadlines established by donors
- Ability to manage multiple deadlines and priorities simultaneously with a high level of organization and autonomy
- Knowledge of the project and grant management cycle: proposal, approval, implementation, monitoring, reporting and closure
- Proficiency in office automation tools (Microsoft Office — Word, Excel, PowerPoint) and information management systems
- Analytical skills to review budgets, identify variances, and support the financial monitoring of agreements
- Effective oral and written communication skills in Spanish and English (required) and French (desirable)
- Results-oriented, with integrity and a commitment to the humanitarian principles of humanity, neutrality, impartiality and independence
Education
- Undergraduate/Postgraduate degree in International Politics, Social Sciences or other relevant field, with specializations in Monitoring and Evaluation; Project Management.
