SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for over 40 years, has been providing assistance to populations affected by armed conflict and natural disasters by addressing their vital needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people including expatriates, national staff, headquarters staff, and a few volunteers—operate with professionalism and dedication, respecting local cultures.
As part of strengthening its operations, SI has established a mobile support team (OSS Operations Support Staff). OSS team members are expected to be deployed on missions of 2 weeks to 3 months to SI country offices, according to the following priorities:
- Strategic gap coverage and technical support for existing country offices (1 to 3 months)
- Support for diagnostics and the opening of bases and programs in existing country offices (2 weeks to 1.5 months)
- Diagnosis and opening of new country offices (2 weeks to 1.5 months)
As headquarters delegates, they represent the latter during their deployments, and are in particular key players in the implementation of the mandate and IT procedures in the country offices of assignment.
OSS members address the support needs of country offices through the geographic IT Desks. The deployment of the Finance and HR OSS is under the hierarchical supervision of the Director of Operations. When deployed, they work under the responsibility of the Head of Mission or the relevant desk.
Job description
The Finance/HR Coordinator manages and coordinates the Finance and Human Resources services of the country office.
They are responsible for the financial stability of the mission and ensure compliance with Solidarités International procedures, donor requirements, and local legislation.
As the country office’s point of contact, they act as the liaison between headquarters and the mission on all matters related to financial management, accounting, budget monitoring, and human resources.
Under the supervision of the Country Director and in functional liaison with the Management Controller at headquarters and with the support of the Technical HR department, the Administrative Coordinator performs the following tasks:
– Analysis of the socio-economic context
– Management of expatriate and national human resources
– Monthly payroll management
– Team management
– Financial, accounting and budgetary management
– Administrative management of the mission
– Cash management
– Reporting / Communication to headquarters and donors
The Finance/HR OSS supervises all administrative staff of the coordination, and exercises functional authority over the administrators of the bases.
Your profile
TRAINING
Diploma in Financial Management, Business School, Accounting, Bioforce Admin
EXPERIENCE
- Significant professional experience as a Finance and HR Coordinator (more than 1 year) with Solidarités International or another NGO
- Experience in team management and in training / capacity building.
SKILLS & QUALITIES
- In-depth knowledge of the humanitarian sector and donors;
- Proficiency in SAGA and HOMERE software
- Excellent command of Excel
- Ability to work in emergencies, to manage stress in crisis situations;
- Responsiveness, adaptability, rigor, analytical and organizational skills, ability to manage priorities;
- Working in multidisciplinary and international teams;
- Fluent in French and English (very good reading, writing and speaking skills). Proficiency in other languages (Arabic, Spanish in particular) is a plus.
SI will offer you the following conditions
- Permanent expatriate contract – Executive status
- Salary calculated based on the expatriate salary scale (gross salary starting from 2600 euros/month)
- Per diem and accommodation provided during deployments
- One day off in lieu for each weekend spent in the field – 25 days of paid leave. No additional days off.
- Health/life insurance and repatriation (100% covered)
- Free location (France or abroad) outside of deployment periods
