CONTEXT:
HI has been present in Chad intermittently since the 1990s and permanently since 2014. HI currently operates in N’Djamena as well as in the provinces of Borkou in the North, OuaddaĂ¯ and Wadi Fira in the East, Mandoul and Langone Oriental in the South, and Kanem, Lac, and Barh-El-Gazel in the West. Our main areas of intervention are Health, Education, Inclusive Humanitarian Action, and Conflict Transformation.
HI Chad currently has over one hundred employees spread across several bases throughout the country and manages its operations from its coordination office in N’Djamena. Its projected annual budget for 2025 exceeds €10 million, with funding coming primarily from the EU, AFD, ECHO, and UNPBF.
HI has been working in the East since April 2023, where we are implementing several emergency and resilience projects contributing to the humanitarian response to the Sudanese crisis for vulnerable refugee, internally displaced, returnee, and host populations. Our coordination base for this area is located in AdrĂ© (OuaddaĂ¯), with sub-bases soon to be established in GuĂ©rĂ©da (Wadi Fira) and AbĂ©chĂ© (OuaddaĂ¯). Thanks to new funding, HI will soon launch new projects in the East to meet the growing needs.
Note that the HI Chad program will integrate, from September 2025, the new Regional Directorate “Sahel West Africa (SAO)” which has just been created.
YOUR MISSION:
As Area Manager East, you are based in Adré (Ouaddai) and you are under the direct supervision of the Program Director based in the capital.
Regular travel to the provinces of OuaddaĂ¯ and Wadi Fira is planned to monitor and support the expansion of our activities in these provinces. Very occasional trips to the coordination offices in the capital are also expected.
Working with the service managers based at the coordination office, your responsibilities will include:
Mission 1 : Management
- Being able to support members of the operational, technical and support teams in one’s area in their progression: developing the autonomy of one’s employees.
- Knowing how to position oneself to move things forward.
- Knowing how to simplify and prioritize.
Mission 2: Strategy and Management
- Contribute to the development of the program’s operational strategy, its implementation and its annual monitoring in its area.
- Contribute to organizational transformation, particularly through the evolution of managerial practices, continuous improvement and the optimization of work processes.
Mission 3 : Standards et expertise
- Ensure the deployment and compliance with global rules and frameworks (HI and donors) and in particular the project quality policy (PQP)
- Ensure the deployment and compliance with HI’s institutional standards and policies (PSEAH, Code of Conduct, Fraud and Corruption…)
Mission 4: Operational Implementation
- To ensure the proper management and monitoring of projects under their responsibility.
- Contribute to the monitoring and analysis of potential opportunities and risks and propose mitigation measures, where appropriate.
- Develop HI’s external reach (forums, operational and strategic alliances, etc.) and the organization’s external representation (partnerships, consortium, events, media) in its area.
Mission 5: Collaboration with the Sudan program
- Promote collaboration with HI-Sudan, from an HR and logistical point of view, but also in terms of contextual and security analysis as well as, where appropriate, operational and donor relations.
Mission 5: Other
- To act as HI’s legal representative internally and externally with local authorities, and to promote an excellent reputation and a positive image of HI in its area.
- Coordinate, through functional links, the Support teams (HR, Logistics, Finance) to guarantee the quality and suitability of resources to the needs in your area
- Support the program director and the HASM in monitoring the security of HI assets and personnel in their area and ensure that resources are adequate for the context.
- Ensuring good collaboration and complementarity with the HI Sudan program
YOUR PROFILE:
- You have solid experience as a Program Coordinator, Field Coordinator,
- You have already had to manage several bases and multiple intervention zones, in a volatile context,
- You have a good understanding of security management,
- You have good experience as a manager, sometimes with remote teams.

- International contract of 6 months (renewable) ideally starting from December 1, 2025;
- The international contract allows for social security coverage tailored to individual needs:
- Unemployment insurance is only levied for EU nationals;
- Retirement insurance;
- Health coverage, repatriation, and insurance are provided by HI and the employee;
- Salary : starting from €2869 gross/month depending on professional experience.
- Per diem : €817 net/month – paid in local currency on the ground;
- Hardship: €500 net/month
- Paid leave : 25 days per year;
- R&RÂ : 5 days every 3 months
- Unaccompanied position
- Accommodation: Shared, and taken care of by HI;
- If you are a resident of the country: local package.
