CONTEXT:
The DRC has suffered from chronic instability since the late 1990s, linked to internal governance problems and its proximity to countries that have experienced major crises. Due to the fragility of its institutions, access to quality social services remains a major challenge for the entire Congolese population, estimated at between 100 and 120 million inhabitants.

The DRC faces a major challenge in resource governance, which has a significant impact on disaster risk management. As a result, when a disaster occurs, the government’s response often fails to meet all the needs, and this remains a major challenge for the population.

Eastern DRC has been the scene of a chronic crisis for over 20 years. Instability is constant, and armed groups are numerous. Humanitarian actors have been working in the area for many years, combining emergency, transition/resilience approaches and attempting to ensure some degree of development/stabilization.

Since October 2022, the security situation has deteriorated significantly with the resumption of fighting between M23 elements and those of the Armed Forces of the Democratic Republic of Congo (FARDC) with the capture of Goma by the M23 in January 2025.

Humanitarian access to these populations in emergency situations is a permanent challenge, both because of chronic insecurity and because of logistical access constraints (very degraded tracks and roads, regular landslides, flooded areas).

In response to needs and within the framework of its technical expertise, HI has been operating in the DRC since 1995 in many sectors and is a recognized player in humanitarian assistance and logistics.

  • In Kinshasa, multi-year development projects are being implemented on the themes of Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education and Inclusive Governance;
  • In Kasai and Kasai Central, initially engaged in development activities, HI has intervened since the 2016 crisis on Food Security projects (Cash modality then support for agricultural production) and is currently involved in two economic inclusion and inclusive education projects;
  • In North Kivu, to date, the Goma base is implementing the following projects:
    • A mobile mental health clinic project (ECHO) in Little North Kivu (Goma) and South Kivu (Minova);
    • An emergency response project (CDCS) for primary health where HI intervenes through the mental health component integrated with stimulation therapy for children with severe acute malnutrition (SAM) and their families in Little North Kivu;
    • An integrated rehabilitation project with stimulation therapy and mental health (RIMSCASSA-GFFO) in North Kivu. (Mweso, Kitchanga and Goma);
    • A project to prevent multiple risks and violations faced by vulnerable populations and to provide a multisectoral response to their protection and assistance needs in the face of shocks, with a mental health component related to gender-based violence (PREVENIR-DGD-H). This project is currently complete, with a third phase planned for the end of 2025.

YOUR MISSION:
The position is based in Goma, with travel to intervention areas in North Kivu, to the sub-base of Mweso and that of Beni.

Reporting to the Program Director, you will be responsible for the development and implementation of projects within the program’s operational strategy. You will deploy all appropriate tools to enable project monitoring, financial control, and compliance with HI policies and frameworks, as well as adherence to contractual commitments to donors. You will actively monitor and analyze developments in the geographic area to identify risks and opportunities and propose actions to your line manager. You will also contribute to the program’s organizational transformation.

Mission 1: Management
1.1: You will directly manage at least 4 project managers, and a team of about fifteen people in total:

  • You establish a team spirit and team functioning that guarantees synergies and the exchange of good practices between project managers / component managers;
  • You recruit and contribute to the development, autonomy and professional well-being of your employees;
  • You give signs of individual and collective recognition;
  • You embody and transmit the values, ensure respect for the code of conduct and institutional policies, the mindset and individual and collective behaviors.

1.2: You lead the organizational transformation, in particular through changes in continuous improvement management practices and contribute to the improvement of work processes.

1.3: You ensure the functional management of the teams in your area.

  • Facilitates coordination meetings between his direct team and support services when necessary;
  • Ensures good collaboration between project/component managers and support teams (shared and technical services, functional link), in order to facilitate the implementation of the project within its area of ​​intervention.

Mission 2: Strategy and Management

  • You develop regular contacts with current (DGD Humanitarian, MAE Lux, FCDO, ECHO, CDCS, GFFO, etc.) and potential donors to ensure consistency with the programming and fundraising strategy;
  • You identify and transform funding opportunities, you design and write new projects and contribute to the design, writing and fundraising of projects;
  • In conjunction with the technical team, you will identify and develop local partnerships and/or consortia with NGOs, institutions, and businesses, focusing on technical priorities or important themes in the area.

Mission 3: Standards and Expertise

  • You ensure the deployment of and compliance with HI’s global frameworks, institutional policies and standards. This includes: reference frameworks, all HI institutional policies (Security/Code of Conduct and Protection/Fraud Prevention/PSE and Project Quality Framework/Age-Gender-Disability), all institutional guidelines and processes.

Mission 4: Operational Implementation

  • In conjunction with the technical teams and the MEAL unit, you ensure that technical quality standards are applied in projects;
  • You ensure compliance with the project’s donor rules and adherence to contractual commitments;
  • You facilitate internal audits (operational, financial and organizational) and ensure the deployment of their recommendations in your area of ​​responsibility.

Mission 5 : Influence

  • Mapping of the main partners operating in Goma and the Province in HI’s areas of intervention;
  • Representation vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies; as well as international organizations and humanitarian mechanisms and coordination;
  • Relaying HI’s global advocacy messages to all relevant external parties.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

Living conditions are good in Goma, with a large humanitarian community and many opportunities for extracurricular activities. Security conditions in the city are currently good, although minor urban crime persists.

North Kivu province, excluding the city of Goma, has been plagued by numerous conflicts for over 20 years. Security incidents, including those targeting humanitarian actors, are frequent and hinder the effective deployment of humanitarian activities. North Kivu province is currently tense, with areas of conflict that can shift depending on the evolving situation. HI’s field operations are subject to strict security protocols, and an internal curfew is in place.

YOUR PROFILE:

  • Minimum 4 years of professional experience in project management in a similar position at HI or another NGO (Field Coordinator);
  • Expert in diagnosis, intervention strategy and planning, monitoring and project coordination;
  • Proven managerial experience and good representational skills;
  • Ability to work in a multidisciplinary team.
