Job Synopsis
The Asia RHRC will provide guidance and support to the MCC programs in the region. The Asia RHRC ensures MCC policies, national labor laws are adhered to, working in close cooperation with the IP Associate HR Director, MCC Canada and MCC U.S. HR Teams including the respective Directors, the MCC Area Directors, and the Global HR Network.
The Asia RHRC provides general human resource oversight to MCC Asia’s human resource areas in all Asia country programs, as well as in the regional office. The Asia RHRC will guide hiring managers (including Representatives and Area Directors), and other HR personnel to ensure MCC’s procedures and policies for hiring and managing National Staff are efficiently carried out. This position requires knowledge of and/or capacity to access the human resources laws and customs in the Area’s countries where MCC’s programs are located.
The main objective of the Asia RHRC role is to advise MCC Asia’s Area program leadership on relevant HR issues, and to work as a key strategic partner to the ADs to implement HR strategic priorities, policies, and procedures in the countries in the region, ensuring these items are adapted appropriately to the local context and in line with applicable local legislation.
Responsibilities include areas such as policy development and interpretation, incident reporting, HR-related trainings, and workplace investigations.
Locations: This position is available for domestic/national hires in Bangladesh, India, Nepal, South Korea (ROK), Cambodia, and Laos.
It is also available for someone to be based internationally outside of their home country in Bangladesh, India, Thailand, South Korea (ROK), Cambodia, or Laos with a strong preference for Thailand, Cambodia.

· University degree in human resources or equivalent experience required
· Minimum 3 years of human resources (or similar) work experience required, preferably in the international development sector
· Excellent English language communication and negotiation skills; ability to interact clearly and effectively orally and in writing; regional language expertise is an added advantage
· Excellent relational skills with a strong customer service orientation; ability to collaborate in a diverse team environment where leadership is most effective through collegial influence rather than formal authority
· Strong self-starter, willing to take both direction and initiative
· Well organized with a strong aptitude for human resources matters
· Ability to attend to many important details simultaneously
· Demonstrated ability to maintain professional confidentiality
· Ability to travel throughout the region for one week every-other month, or as needs arise

Preferred Qualifications
- Proficiency in Microsoft Word and willingness to learn the MCC human resources information system; proficiency in Microsoft Outlook and Excel preferred

Key Responsibilities
Provide Support for MCC Staff in the Area
· Develop methods for accessing and tracking country labor laws and customs for all 8 country program offices
· Resource MCC Reps and ADs with the information necessary for developing national staff compensation packages that meet local legal requirements and are consistent with MCC policies.
· Obtain country-level salary/benefits information for similar international and local organizations and assist MCC Reps and ADs with periodic compensation reviews.
· Lead the recruiting and hiring process for all NS positions in the Area
· Provide HR expertise in giving guidance and support to Reps and ADs in areas of performance management and staff issues.
· Provide guidance and one-on-one coaching to staff facing workplace challenges, ensuring the application of HR best practices while remaining responsive to diverse local contexts and individual needs.
· Leverage cross-country insights across the country programs to assess and strengthen HR policies and practices. Collaborate with Reps and ADs to identify gaps and implement effective, contextually appropriate solutions.
· Serves as the PSEA Focal Point for staff care and safeguarding, ensuring survivors receive timely support and contributing to safe, respectful workplace cultures.
· Work collaboratively with the Reps on periodic modifications and ongoing development of the National Staff Handbook (NSH), as necessitated by changes in local labor laws, MCC policies, or operational needs.
· Work collaboratively with ADs on periodic modifications and ongoing development of the Regional Staff Handbook (RSH), as necessitated by changes in MCC policies, or operational needs.
Provide Support for General HR Services
· In consultation with International Worker Care Specialists and HR Directors, guide the HR policy interpretation in the region.
· Serve as a primary first contact for sexual violence reporting and other incident reporting, consulting with MCC Canada and U.S. HR Directors and IP Associate HR Directors for additional steps in the case management process and for care for individuals involved.
· Manage workplace investigations, as requested by MCC Canada and MCC US HR Directors.
· Lead trainings on HR-related matter for all countries in Asia
· Receive and lead grievance processes as required by HR Directors
· Participate in various Working Groups and Standing Committees, as part of the wider MCC system.
· Maintain a current reference guide for available mental health and survivor support services for each country in the Area.
· Participate in workplace investigations Case Management Teams, as requested by the Case Management Supervisor.
· Identify training needs, plan for and provide trainings on HR-related matters for all countries in the Area.
Other
· Provide training to MCC Area staff on relevant HR issues.
· Lead or support MCC orientation, re-entry and similar gatherings held in Asia.
· Participates in the MCC Global HR Network.
· Other duties as assigned.

- Travel to and from assignment is covered by MCC
- Stipend: This is in addition to the salary with the idea to cover a variety of costs typically incurred by staff which are outside of MCC’s other benefits. The stipend is $350 USD/month for International Staff. National Staff (those working in their home country) will receive a stipend amount which is country specific.

- End of Employment Benefits: MCC provides 1 month of salary per year of service when National Staff leave, up to a maximum of 6 months. International Staff who fulfill the length of time stated in their invitations to employment or employment contracts will receive one month of transitional support of $2,400 USD to be provided for each full year of service, up to a maximum of 6 months, to be paid out at the end of employment.
