HEALING – INNOVATING – TOGETHER: Since its creation in 2009, ALIMA has reached more than 18 million beneficiaries in 15 countries, primarily in Africa. In 2024, we developed 59 humanitarian medical response projects to address the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through healthcare facilities (including hospitals and health centers). Our work stems from a constant adaptation to the realities on the ground and advances in medicine. In 2024, ALIMA reached 5.9 million beneficiaries. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise wherever it is found, whether in their own country or elsewhere in the world. Furthermore, to improve the humanitarian response, we are conducting operational and clinical research projects, particularly in the area of ​​combating malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI, INSERM, and INRB; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, surgery, pediatric care, deadly diseases such as Malaria, ARI, Diarrhea, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).

OUR COUNTRIES OF INTERVENTION: Mali, Burkina Faso, Central African Republic, Ethiopia, Haiti, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Senegal, Mauritania and Sudan.

ALIMA IN CHAD:

Chad is experiencing a severe food and nutrition crisis, exacerbated by large population influxes but also by its vulnerability to natural disasters and epidemics.

ALIMA began its activities in Chad in 2012 in partnership with the Chadian medical NGO Alerte Santé.

In 2012, the project, located in the Ngouri health district of the Lac health province, was implemented with support from ECHO, OFDA, UNICEF, and WFP. This project focused on improving the quality of care, a major challenge in Chad given the difficulties in mobilizing qualified medical professionals. Since 2021, Alerte Santé & ALIMA have been conducting the OptiMA study project in the Ngouri, Dibinitchi, and Isserom health districts, thanks to financial support from Givewell, as well as the CRESH resilient hospital project, with support from several foundations.

Starting in April 2013, ALIMA and Alerte Santé also supported the management of severe acute malnutrition (SAM) in N’Djamena. Before the implementation of this ALIMA & AS project, only the Notre Dame des Apôtres dispensary in the southern district offered free treatment for malnutrition in the capital. After two years of activity, the project has demonstrated the extent of the malnutrition problem in urban areas (in N’Djamena, where the SAM rate reaches 2.8%).

Since 2021, an OptiMA study project has been underway within the UNT of the HATC in N’Djamena.

ALIMA has also been running a community project in the 9th district of N’Djamena since 2022 in partnership with the French Development Agency for the treatment and prevention of malnutrition.

In the Lake Chad Basin, the humanitarian situation has deteriorated as a result of the resurgence of attacks by armed groups and the effects of climate change.

Since 2019, ALIMA/AS has been providing free, high-quality medical and nutritional care to children under five and free preventive and curative healthcare to displaced and host populations in the Liwa health district affected by the Lake Chad crisis. ALIMA/AS’s approach enables the delivery of medical and nutritional care in areas far from health centers, thus facilitating access to healthcare for displaced populations.

In response to the Sudanese crisis and the influx of Sudanese refugees into Chad, ALIMA intervened in 2023 to carry out health and nutrition activities for refugees and host communities in the eastern part of the country. ALIMA is currently working in the Sila province, supporting medical care for patients in refugee camps and at a health center.

Thanks to its extensive coverage and the recognized quality of its intervention, ALIMA has established itself in Chad as a major player in health.

Between January and September 2024, ALIMA treated more than 35,000 cases of acute malnutrition in children under 6 years old, representing nearly 9% of the total number of cases treated in the country.

Over the same period, 140669 outpatient consultations, 1146 hospitalizations and 13000 home care visits were carried out by our teams across all of our operational areas.

MISSION LOCATION: N’DJAMENA /CHAD

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: As part of their duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good conduct will be required. In situations where it is impossible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

He/She reports to the Financial Coordinator (line manager),

He/She manages administrators, supervisors and field assistants.

He/She works in close collaboration with the coordinators (medical, logistics and field).

MISSION AND MAIN ACTIVITIES

JOB TYPE

The Assistant Financial Coordinator assists the Financial Coordinator in processing accounting and financial operations as well as in other tasks.

In collaboration with the Financial Coordinator, he/she sets up and monitors administrative and financial management procedures at the various bases of the mission.

In conjunction with the Financial Coordinator, he/she supervises the administrative teams.

In collaboration with the Financial Coordinator, he/she is in charge of cash management (money transfers, donor payments, etc.) at the mission level.

He/she replaces the Financial Coordinator during his/her absence.

Budget management

May be requested by Cofin a:

  • Oversee the Finance Coordinator’s budget forecasts and cash requests
  • Consolidation of the TA in collaboration with the Financial Coordinator
  • Prepare and perform the import of budget parameters into SAGA after validation by the Financial Coordinator
  • Prepare the budget monitoring document according to the format established at ALIMA
  • Check the monthly budget tracking
  • Prepare the financial reports requested by the authorities (government, supervisory ministries, etc.) for validation by the Financial Coordinator and/or the Head of Mission before submission
  • Prepare for and support any audits or inspections.

Accounting (Responsible for maintaining accurate accounting records)

  • Support the accounting manager in ensuring the application of financial resource management rules and accounting rules in the field.
  • Supporting the accounting manager in verifying the accounting documents for the mission
  • Supervise the verification of the accounting records (description, accounting codes, budget allocations, reconciliation, exchange rates, etc.)
  • To manage and supervise a team and an accounting system ensuring the security of money, compliance with procedures and transparency of expenses.

Team Management and Leadership:

  • Supporting and training the Administrators
  • Travel regularly to the bases
  • Supervise the Finance Coordination team
  • Organize the schedules of the Coordination finance team to cover any potential absences.
  • Participate in the implementation of staff promotion
  • Participate in the implementation of career plans and staff mobility management

Reporting/Communication

  • Assist the Finance Coordinator in preparing intervention proposals and financial reports
  • Establish and maintain relationships with administrative authorities at the national level
  • Establish relationships with other NGOs & ISOs, authorities or other partners (as appropriate)
  • Participate in meetings (donors, authorities, NGO forums, etc.) and workshops related to your field of activity and write reports for the Coordination (where applicable)

EXPERIENCES

REQUIRED QUALITIES:

  • Diplomatic and a good communicator, autonomous, independent, proactive.

SKILLS

  • Master’s degree (Bac + 5) in finance, accounting and management control
  • Minimum of 3 years’ professional experience in a similar position
  • Knowledge of the humanitarian field
  • Solid knowledge of Alima Admin/End procedures and donor guidelines
  • Good organizational skills, rigor and methodology, versatility, autonomy
  • Proficient with Microsoft Office Suite (primarily Word and Excel, including formulas and pivot tables)
  • Knowledge of SAGA software is required
  • Ability to manage a team
  • Good writing skills and ability to summarize
  • Experience in negotiation, coordination and communication
  • Proficient in basic software (Word, Excel, Outlook, PowerPoint, etc.).

LANGUAGES

  • Fluency in spoken and written French is essential.

CONDITIONS

Duration and type of contract : Fixed-term contract under French law for 6 months, renewable .

Start date : As soon as possible

Salary : According to ALIMA salary scale + recognition of experience + per diem

ALIMA takes care of:

  • Travel expenses between the expatriate’s country of origin and the mission location
  • Accommodation costs
  • Medical coverage from the first day of the contract until one month after the departure date from the country of assignment for the employee and their dependents
  • The evacuation for the employee
