HEALING – INNOVATING – TOGETHER: Since its creation in 2009, ALIMA has reached more than 18 million beneficiaries in 15 countries, primarily in Africa. In 2024, we developed 59 humanitarian medical response projects to address the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through healthcare facilities (including hospitals and health centers). Our work stems from a constant adaptation to the realities on the ground and advances in medicine. In 2024, ALIMA reached 5.9 million beneficiaries. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise wherever it is found, whether in their own country or elsewhere in the world. Furthermore, to improve the humanitarian response, we are conducting operational and clinical research projects, particularly in the area of ​​combating malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI, INSERM, and INRB; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, surgery, pediatric care, deadly diseases such as Malaria, ARI, Diarrhea, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).

OUR COUNTRIES OF INTERVENTION: Mali, Burkina Faso, Central African Republic, Ethiopia, Haiti, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Senegal, Mauritania and Sudan.

NIGERIAN ARMY:

CONTEXT :

Since 2018, Niger has faced a progressive deterioration in its security situation, marked by the expansion of non-state armed groups from the border areas with Mali and Burkina Faso into the Liptako-Gourma region, the tri-border area, and, more recently, the regions near W National Park and the Gulf of Guinea. This insecurity, exacerbated by cross-border dynamics and porous borders, continues to particularly affect the regions of Tillabéry, Diffa, Tahoua, and Maradi. Since the coup d’état of July 2023, travel restrictions and security measures have further limited humanitarian access, while the prolonged closure of the border with Benin has also disrupted trade, population movements, and market supplies.

In this context, humanitarian needs remain significant, with massive population displacements, persistent food insecurity, and severe strain on already fragile health infrastructure. Conflicts and climate shocks, particularly floods, have exacerbated the vulnerability of populations and their needs for health, nutrition, food security, and protection. The epidemiological situation also remains concerning, with recurring epidemics and insufficient vaccination coverage, despite catch-up campaigns and strategies aimed at reaching “zero-dose” children.

Present in Niger since 2009, ALIMA works in partnership with the national NGO BEFEN to respond to health, nutrition, and epidemiological emergencies and to sustainably strengthen the health system. In 2026, the ALIMA-BEFEN consortium implemented seven projects in four regions of the country—Zinder, Maradi, Tahoua, and Tillabéry—with national coordination based in Niamey. Interventions included the management of severe acute malnutrition through the OptiMA and ComPAS approaches, multi-sectoral projects for displaced populations affected by security, health, and climate shocks, three rapid response projects (RRMs) in health and nutrition in emergency zones, a community health project, and a project aimed at reducing the climate and environmental impact of humanitarian operations. Through these interventions, ALIMA-BEFEN contributes to improving access to essential care and services for vulnerable populations, including children under five, pregnant and breastfeeding women, as well as displaced populations and host communities.

MISSION LOCATION: NIAMEY with frequent field travel.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: As part of their duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good conduct will be required. In situations where it is impossible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

He/She reports to the Financial Coordinator (hierarchical and functional manager).

He/She supports the Accounting Manager, project administrators and field assistants.

He/She works in close collaboration with the coordinators (medical, logistics and field).

MISSION AND MAIN ACTIVITIES

JOB TYPE

The Assistant Financial Coordinator assists the Financial Coordinator in processing accounting and financial operations as well as in other tasks.

In collaboration with the Financial Coordinator, he/she sets up and monitors administrative and financial management procedures at the various bases of the mission.

In conjunction with the Financial Coordinator, he/she supervises the administrative teams.

In collaboration with the Financial Coordinator, he/she is in charge of cash management (money transfers, donor payments, etc.) at the mission level.

He/she replaces the Financial Coordinator during his/her absence.

Budget management

May be requested by Cofin a:

  • To support the Financial Coordinator during budgeting work, Mission financing plan.
  • Supervise the budget forecasts and cash requests of the Finance Coordination.
  • Consolidation of the TA in collaboration with the Financial Coordinator.
  • Prepare and carry out the import of budget parameters into SAGA after validation by the Financial Coordinator.
  • Prepare the budget monitoring document according to the format established at ALIMA.
  • Check the monthly budget tracking
  • Prepare the financial reports requested by the authorities (government, supervisory ministries, etc.) for validation by the Financial Coordinator and/or the Head of Mission before submission.
  • Prepare for and support any audits or inspections.

Accounting

  • Support the accounting manager in ensuring the application of financial resource management rules and accounting rules in the field.
  • Supporting the accounting manager in verifying the accounting documents for the mission
  • Supervise the verification of the accounting records (description, accounting codes, budget allocations, reconciliation, exchange rates, etc.)
  • To manage and supervise a team and an accounting system ensuring the security of money, compliance with procedures and transparency of expenses.

Team Management and Leadership:

  • Supporting and training the Administrators
  • Travel regularly to the bases
  • Supervise the Coordination’s finance team
  • Organize the schedules of the Coordination finance team to cover any potential absences.
  • Participate in the implementation of staff promotion
  • Participate in the implementation of career plans and staff mobility management

Reporting/Communication

  • Assist the Finance Coordinator in preparing intervention proposals and financial reports.
  • Establish and maintain relationships with administrative authorities at the national level.
  • Establish relationships with other NGOs & ISOs, authorities or other partners (as appropriate)
  • Participate in meetings (donors, authorities, NGO forums, etc.) and workshops related to your field of activity and write reports for the Coordination (where applicable)

EXPERIENCES

Required qualities:

  • Diplomatic and a good communicator, autonomous, independent, proactive.

SKILLS

  • Bac + 5 level, diploma in the field of finance, accounting expertise, auditing, accounting and management control.
  • Minimum professional experience of 5 years in a similar position.
  • Knowledge of the humanitarian field.
  • Solid knowledge of Alima Admin/End procedures and donor guidelines.
  • Good organizational skills, rigor and methodology, versatility, autonomy.
  • Proficient with Microsoft Office Suite (primarily Word and advanced Excel, including formulas and pivot tables)
  • Knowledge of SAGA software is required
  • Ability to manage a team
  • Good writing skills and ability to summarize
  • Experience in negotiation, coordination and communication
  • Proficient in basic software (Word, Excel, Outlook, PowerPoint, etc.). Office.

LANGUAGES

  • Oral and written proficiency in French is essential.
  • Proficiency in spoken English would be an asset.

CONDITIONS

Duration and type of contract : Fixed-term contract under French law for 6 months, renewable.

Start date : ASAP.

Salary : According to ALIMA salary scale + recognition of experience + per diem
