Organisation Background

Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.

INSO Syria

The Syria program supports more than 290 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a program covering all Syrian governorates, with a Country Office in Damascus. The Syria conflict is unique and complex: you will find that every day is different and there is always more to learn.

Job Summary

International NGO Safety Organisation Syria is currently recruiting an Assistant Safety Advisor (ASA) to support multiple operational teams across Syria, including positions based in Raqqa and within Mobile Team locations. Under the direct supervision of the Safety Advisor, you will be involved in information collection, verification, and data input into CHDC. Assist the SA and the Deputy SA with the development and management of a local information network and provide liaison with NGOs using INSO services in the region.

Main Responsibilities

  • Develop a diversified and consistent network of contacts at the communal and regional levels.
  • Develop, verify, and summarise safety and security information in a concise and actionable format. Enter the information into CHDC.
  • Proactively ensure daily liaison with field monitors and submit requests for information to deadlines.
  • Assist the SA and the Deputy SA in the preparation of relevant reports, area assessments, and other INSO products.
  • Assist the SA and the Deputy in visualising and analysing data by using charts and mapping tools.
  • Help to enhance INSO information collection capacity in the region.
  • Act at short notice with due regard to developing events.
  • Ensure strict compliance with INSO HR, financial and logistics procedures.

Knowledge, Skills, and Experience

  • Minimum 2 years of relevant professional experience in security analysis, humanitarian coordination, or information management.
  • Strong analytical and report-writing skills.
  • Ability to produce clear, concise written products in English.
  • Proficiency in Microsoft Office (Excel required).
  • Strong Arabic and English language skills (spoken and written).
  • Prior field assessment experience is an asset.
  • Bachelor’s degree in Political Science, Security Studies, or a related field.

Nice to Have:

  • Experience with databases or incident tracking systems.

Duty Station & Mobility Requirements

Assistant Safety Advisor – Raqqa Team
Duty station: Raqqa, Syria. The position supports INSO’s operations across North-East Syria, with a primary focus on Raqqa and the surrounding areas. Regular field travel within the region may be required depending on operational priorities.

Assistant Safety Advisor – Mobile Team
Duty station: Damascus, Aleppo, Qamishli, or Raqqa, depending on operational needs and candidate preference. The role provides country-wide operational support across all INSO regions in Syria and requires frequent travel, including short-notice deployments to support assessments, regional teams, and evolving operational priorities.

Terms & Conditions

12-month renewable fixed-term contract, 1.75 working days annual leave per month, private health insurance coverage or allowance.
