Organizational Context
The Americas region is frequently affected by emergencies requiring public health interventions by National Societies (NS). National Response Teams (NRTs) are a well-established mechanism for building NS-led response capacity: standardized volunteer rosters with recognized training curricula, a certification system, and a regional trainer registry, generally managed through the IFRC CREPD Reference Center. This regional tradition provides a strong institutional foundation for expanding health NRT capacity, promoting the localization agenda in the Americas.
Based on the success of the global-level Public Health in Emergencies (PHiE) B-level training, the global IFRC Health Surge Technical Working Group has recently also made strong progress working on a PHiE A-level training — a foundations-focused, competency-based package designed specifically to support NS in building health NRT capacity. Existing PHiE-B materials in Spanish and PHiE-A pilot materials in English provide a solid basis for regional adaptation in the Americas region. The Americas Region also has a natural pool of future NRT facilitators, including a 2024 cohort of previous PHiE-B trainees, as well as IFRC and PNS staff typically involved in strengthening NS health capacity, and experienced NS health focal points.
The PHiE-A approach is designed to be demand-centered and adaptable. A pre-training assessment mechanism — for which a methodology and tool already exist — will be integrated into the training flow, enabling facilitator teams and host National Societies to identify actual training needs and tailor the training agenda accordingly. The package will be structured in a modular format, allowing individual sessions, exercises, and components to be flexibly configured based on assessment results and NS priorities.
The current Health in Emergencies project, funded and technically supported by Norwegian Red Cross, brings these elements together. The purpose of this consultancy is to support the consolidation of available PHiE-A materials into a NS-validated (and therefore regionally adapted) training package in both Spanish and English; the certification of a regional facilitator roster; and accompaniment of the in-country piloting. The result will be a NS-led health NRT training system ready for sustained, use across the Americas, as well as a foundational input to the global PHiE-A training agenda.
Alignment to IFRC’s Objectives and Strategy
This consultancy contributes directly to IFRC Strategy 2030 priorities on emergency response in health, specifically the objective of ensuring that National Societies are well-equipped to deliver quality, people-centered health services during crises. It also supports the IFRC commitment to localization and NS strengthening, by building NS-led health response capacity.
The consultancy aligns with the IFRC’s global PHiE framework and the work of the Health Surge Technical Working Group on PHiE-A competency-based training, ensuring that regional adaptation builds on — rather than duplicates — global investment.
Project Objectives:
The consultancy has three interconnected objectives:
· Training package adaptation
Consolidate, adapt and translate available PHiE-A materials into a complete, bilingual (Spanish/English) training package that is contextually relevant, competency-based, active learning methodology-based, modular and locally adaptable, and incorporates a pre-training assessment mechanism to enable demand-centered customization. Facilitation guidance including sessions plans, and exercise guides will also be developed to enable more accessible use of the training package. The consultant will provide subject-matter leadership throughout the adaptation process, including co-facilitating the Regional Review Group workshop (in close collaboration with the IFRC CREPD Reference Center, which will provide methodological guidance). The consultant will be responsible for translating the Review Group’s priorities into a coherent set of training package documents.
· Facilitator certification program
Provide subject-matter input and accompaniment to the virtual regional facilitator certification program, led by the IFRC CREPD Reference Center, to establish a regional roster of accredited PHiE-A facilitators.
· Pilot training accompaniment
Accompany at least one of the two country-level PHiE-A NRT pilot trainings in a facilitator/course organizer role, working alongside certified NS facilitators, under supervision of the IFRC ARO Health Lead and in close consultation with Norwegian Red Cross
Job Duties and Responsibilities
Desired Outcomes
• A finalized, regionally adapted and NS-validated PHiE-A training package in Spanish and English in line with the IFRC response system and surge system, hosted on the regional web repository and ready for independent NS-led delivery
• A regional roster of certified PHiE-A NRT facilitators
• NS staff and volunteers trained in two country level PHiE-A pilot trainings
• Documented learnings and recommendations to inform future rollout
• Strengthened regional ownership of the PHiE-A approach and training package, enabling sustained, locally-led resource mobilization and delivery
Consultancy Outputs
· Output 1 – Mapping and plan with adaptation options: Compiled and reviewed inventory of available PHiE source materials (PHiE-A pilot/review materials in English; PHiE-B in Spanish); mapping of gaps and resources; and a proposed plan outlining options for adaptation, based on consultations with regional and global stakeholders (a “training package vision” will be provided for guidance).
· Output 2 – Regional Review Group workshop: Co-organization and co-facilitation of the in-person Regional Review Group workshop with representatives from a core group of NS from the region, providing subject-matter leadership, guiding the workflow, organizing results and documenting conclusions. The Regional Review Group will agree on the framework for fixed and flexible elements of the training package, and do practical adaptation work of key materials.
· Output 3 – Preliminary training package: Develop the preliminary version PHiE-A training package incorporating Regional Review Group guidance and IFRC CREPD Reference Center methodological standards, including e.g. pre-training assessment tool, modular session structure and facilitator and course organizer guidance; session plans and in-session skills exercises; participant materials; evaluation tools; and scenario components for an optional final field simulation exercise. The package should be delivered in in Spanish and English, with complete layout and in an editable format.
· Output 4 – Facilitators certification and roster: Technical subject-matter inputs and co-facilitation of the virtual facilitator certification program, in collaboration with the IFRC CREPD Reference Center.
· Output 5 – Pilot training: Training workshop co-organization, co-facilitation and coaching for newly certified NS facilitators in at least one of the two planned country-level, in-person PHiE-A pilot trainings
· Output 6 – Adjusted training package: Feedback and learnings from pilot incorporated into PHiE-A training package and facilitator certification materials. Final version of PHIE-A and facilitator certification materials available
· Output 7 – Consultancy report and follow-up plan: Final consultancy report, including a summary of learnings and recommendations, and a draft follow-up and sustainability plan for NS capacity development in Public Health in Emergencies (with inputs from CREPD, IFRC Health Lead and facilitators and other key stakeholders).
Method of Delivery
The consultancy will be conducted primarily remotely, under direct supervision by the IFRC Americas Strategic Lead Health & Wellbeing, and with active coordination with the Regional Review Group, Norwegian Red Cross, and the IFRC CREPD Reference Center.
Work will be organized in three phases:
• Phase 1 – Review and planning (O1) Stocktaking of existing PHiE materials; consultations with regional and global stakeholders (ARO Health Lead, Norwegian Red Cross, IFRC global TWG representatives, CREPD, others as required); kick-off coordination with the Regional Review Group and IFRC CREPD Reference Center (including methodological briefing); review and mapping of available training resources and gaps; draft plan with adaptation options.
• Phase 2a – Implementation: Package development (O2 – 3) Facilitation of the in-person Regional Review Group workshop (joint review and work session with NS representatives); post-workshop follow up and completion of remaining work based on Regional Review Group guidance and IFRC CREPD Reference Center methodological standards to develop the package; iterative review with the IFRC ARO Health Lead, Norwegian Red Cross and IFRC CREPD Reference Center; translation and layout.
Phase 2b – Implementation: Virtual facilitator certification program – curriculum, materials and roster establishment (O4) Preparation, co-organization and support of the virtual facilitator certification program, and co-training of the first cohort of accredited facilitators (in close collaboration with IFRC CREPD Reference Center).
• Phase 3 – Validation: Pilot training (O5) Co-organization and co-facilitation of at least one in-person pilot training.
• Phase 4 – Final adjustments and reporting (O6-7) Final adaptation of PHiE A training package and facilitator certification program based on feedback of participants and other key stakeholders, documentation of learnings, drafting of the follow-up/sustainability plan, and final reporting.
In-person participation is required at three key events:
• Regional Review Group workshop (location TBD, estimated June 2026)
• One or two pilot trainings (estimated October -November 2026
Support to be Provided to the Consultant:
The IFRC ARO will provide the consultant with:
• All available PHiE-A pilot and review materials (English) and PHiE-B materials (Spanish), including the existing pre-training assessment approach
• Access to the IFRC CREPD Reference Center for methodological guidance, templates, and active learning standards
• Access to the Regional Review Group (selected NS from the Americas Region) for technical content guidance and priority-setting
• Coordination support for the Regional Review Group workshop and pilot trainings, including logistics, participant selection, and host NS liaison
• Regular check-in meetings with the IFRC ARO Health Lead • Hosting of the final package on the regional NRT web repository (managed by the IFRC CREPD Reference Center)
• Coverage of travel costs for required in-person events, in accordance with IFRC’s relevant regulations
Education
Required:
• Postgraduate qualification in public health
Experience
Required:
•Demonstrated experience supporting NS public health in emergencies response
• Experience in training package design, adaptation, and capacity building
• Skilled in adult learning principles and active learning methodologies (e.g. skills-based exercises, simulation design)
• Experience facilitating technical workshops or training events, including in multi-stakeholder settings.
Desirable:
• Work experience in the Americas
• Prior experience with the PHiE or NRT training package, as participant or facilitator
• Experience in multi-country or multi-context capacity building
• Experience working with volunteer-based organizations and/or supporting NS capacity building
• Experience working in cross-cultural and geographically dispersed teams
Knowledge, Skills and Languages
Required:
•Full professional fluency in Spanish and English (written and spoken).
•Excellent knowledge of the International Red Cross and Red Crescent Movement and its ways of working.
•Knowledge of Red Cross/Red Crescent tools and methodologies
• Ability to work independently, manage multiple concurrent workstreams, and deliver to deadlines
• Availability for in-person travel within the Americas region for three events between Q2 and Q4 2026
