Background:
Venezuela has faced a protracted humanitarian crisis since 2016, characterized by economic contraction, deteriorating basic services, food insecurity, and escalating protection risks. The earthquakes of June 24, 2016, exacerbated these needs, prompting Plan International to deploy an emergency team and expand its response to reach up to 200,000 affected people, with a particular focus on children and gender equality. Interventions encompass water, sanitation, and hygiene; child protection; education in emergencies; mental health and psychosocial support; and emergency assistance. Since 2019, Plan International has implemented its response in Venezuela through national and international partner organizations, promoting local leadership, complementarity, and shared decision-making. This model is complemented by consultants on the ground and regional and global technical assistance. Plan International coordinates the response and ensures program quality, accountability, and humanitarian coordination. Expanding the interventions makes it necessary to strengthen grant management, donor reporting processes, and monitoring and support for implementing partners.

In this context, Plan International needs to strengthen its strategic and operational capacity for grant management, business development, and the management of partner organizations in Venezuela. The consultancy’s immediate priority will be to coordinate and execute the processes of the current portfolio, including donor reporting, FAD (Fund for Development and Assistance), agreements, and partner follow-up. It will also contribute to building relationships with institutional donors and to the design and drafting of proposals in collaboration with the Programs team. Furthermore, it will allow for the gradual transfer of processes currently managed by the regional team, ensuring continuity, quality, and timely fulfillment of commitments.

Purpose of the consultancy:
To provide operational and administrative support to the management of grants and partner organizations in Venezuela, contributing to the continuity of the portfolio and the timely fulfillment of commitments to donors and partners. The consultancy will include the preparation and updating of grant management plans and records, the collection and organization of inputs for reports and proposals, the processing of agreements and addenda, the organization of files, and the monitoring of deadlines, deliverables, procedures, and pending documentation, in accordance with the guidelines and priorities validated by Plan International. Technical review and validation, approvals, strategic donor relations, and decision-making will be the responsibility of Plan International and the designated senior representative. The consultant will maintain traceability of processes and promptly communicate delays, inconsistencies, and other issues requiring attention.
