Opportunities and Challenges of Including Accountability for Crimes Committed Against Journalists and Media Professionals within Transitional Justice Processes in Syria
SCM is seeking a lead researcher based on the following technical requirements:
- Develop the theoretical framework and research methodology.
- Develop research tools (interviews, surveys, and focus group discussions, where applicable).
- Conduct a literature review and comparative analysis of international experiences in transitional justice and impunity for crimes against journalists and assess their relevance to the Syrian context.
- Supervise the work of the field researcher and monitor the implementation of the data collection plan.
- Analyze qualitative and quantitative data collected through interviews and surveys.
- Develop an analytical framework addressing:
- Media professionals as an independent victim group.
- Accountability and impunity.
- Reparations.
- Memorialization.
- Guarantees of non-recurrence.
- Prepare the final research report and its revisions.
- Develop recommendations, policy proposals, and a practical action plan for relevant stakeholders.
- Participation in the three consultative meetings and the launch event of the study.
Expected Deliverables:
- Research Methodology and Tools.
- First draft of the study.
- Final research report in both Arabic and English.
- Recommendations and proposed policies.
- Review of translated versions and coordination with the team until publication.
Required Documents:
- Proof of experience in similar projects, including:
- Master’s degree in Law, Human Rights, Political Science, Media, or a related field.
- A minimum of 5 years of experience in human rights or public policy research.
- Strong knowledge of transitional justice, human rights, and media freedom.
- Proven experience in preparing studies and research papers.
- Excellent analytical and writing skills in both Arabic and English.
- Submission of at least two samples of relevant previous research or studies.

SCM is looking for a Principal Researcher based on the following technical requirements:
- Developing the theoretical framework and research methodology.
- Preparing research tools (interviews, questionnaires, focus groups when needed).
- Conducting a literature review and analysis of comparative international experiences in the field of transitional justice and accountability for crimes committed against journalists, and assessing their suitability to the Syrian context.
- Supervising the work of the field researcher and monitoring the implementation of the data collection plan.
- Analysis of data (qualitative and quantitative) extracted from interviews and questionnaires.
- Developing an analytical framework around:
- Journalists as an independent category of victims.
- Accountability and impunity.
- Compensation for the damage.
- Commemorating the memory.
- Guarantees of non-repetition.
- Preparing and reviewing the final research report.
- Preparing recommendations, proposed policies, and a practical action plan for stakeholders.
- Participation in the three consultative meetings and the effective launch of the study
Expected outputs:
- Research methodology and tools.
- First draft of the study.
- Final research report in both Arabic and English.
- Recommendations and proposed policies.
- Reviewing the translated versions and coordinating with the project team until publication.
Required documents:
