- Background and Context
CPCD is a global firm specializing in monitoring, evaluation, research, and consultancy. Established in 2018, we aim to create sustainable and long-lasting development for our clients, partners, and communities through evidence-based and data-driven solutions. By providing accountable programming, we strive to enhance transparency and accountability for our clients and their donors. We provide high-quality Assessments, Evaluations, Capacity Building, Third-Party Monitoring (TPM), research, and training services performed by seasoned and knowledgeable teams who specialize in complex and conflict-affected environments. CPCD is currently engaged in multiple projects in Türkiye to provide external evaluation, monitoring, research, and data collection services across targeted locations throughout the country. We are therefore seeking experienced, motivated, and culturally sensitive candidates to join our field teams.
2. Overall Objective of the Assignment
The primary objective is to supervise, coordinate, and collect high-quality, reliable, and verifiable data from targeted households, key informants, and focus group discussion participants in assigned locations within Türkiye, while strictly adhering to ethical guidelines, data protection standards, and project protocols.
3. Positions Available
A) Supervisor
Duty Station: Field-based – Türkiye only, with travel within assigned locations as required.
Key Responsibilities
- Supervise field implementation and ensure that all data collection activities are conducted according to the approved methodology and work plan.
- Provide direct supervision and guidance to Field Coordinators and Field Researchers.
- Ensure strict compliance with ethical standards, including PSEA, Do No Harm, confidentiality, and informed consent procedures.
- Monitor field team performance and data quality through spot-checks, back-checks, daily reviews, and field observations.
- Review collected data for completeness, consistency, and accuracy before submission.
- Coordinate closely with the project management team and M&E team on field progress, challenges, and corrective actions.
- Support the organization of training sessions, pilot testing, daily briefings, and debriefings.
- Ensure that field teams follow CPCD’s security, safeguarding, and operational procedures at all times.
- Immediately report any safety/security incidents, access constraints, complaints, or ethical concerns.
- Support referral pathways for urgent protection or humanitarian cases according to established procedures.
- Submit regular progress updates, including achievements, challenges, risks, and recommendations.
B) Field Coordinator
Duty Station: Field-based – Türkiye only, with travel within assigned locations as required.
Key Responsibilities
- Serve as the main focal point for field coordination in assigned locations within Türkiye.
- Coordinate daily movement plans and implementation schedules for field teams.
- Liaise with community leaders, local stakeholders, and relevant actors when appropriate and approved.
- Support operational and logistics arrangements, including team mobilization, access facilitation, and field problem-solving.
- Ensure smooth coverage of assigned areas, including provinces, districts, neighborhoods, camps, displacement sites, or community locations.
- Support the Supervisor in monitoring field activities and ensuring compliance with methodology and ethical standards.
- Follow up with Field Researchers to ensure that daily targets are achieved without compromising data quality.
- Monitor field progress and submit daily updates to the Supervisor or project team.
- Report access limitations, operational constraints, community concerns, and any incidents immediately.
- Support the implementation of referral pathways when urgent protection or humanitarian cases are identified.
- Conduct daily debriefings with field teams and document field challenges and lessons learned.
C) Field Researcher
Duty Station: Field-based – Türkiye only, with travel within assigned locations as required.
Key Responsibilities
Pre-Assignment Preparation
- Participate fully in all mandatory training sessions on data collection tools, methodology, ethical guidelines, including PSEA and Do No Harm, and the use of digital data collection devices such as Kobo Collect and ODK.
- Thoroughly study and understand the questionnaires, consent forms, referral pathways, and field procedures.
- Conduct pilot testing of tools and provide feedback to improve clarity, flow, and field applicability.
Field Data Collection
- Travel to assigned areas within Türkiye, including provinces, districts, neighborhoods, camps, displacement sites, or community locations, as per the daily work plan.
- Identify and approach respondents respectfully and professionally.
- Obtain informed consent from every respondent or participant before commencing any interview or discussion, clearly explaining the purpose, confidentiality, voluntary participation, and the right to refuse or withdraw.
- Conduct high-quality data collection activities, including structured interviews, Key Informant Interviews (KIIs), and Focus Group Discussions (FGDs), according to approved protocols.
- Conduct interviews in the language the respondent is comfortable with, such as Arabic, Turkish, or other relevant local languages or dialects depending on the area.
- Ensure neutrality in questioning, avoid leading respondents, and probe appropriately for clarity where needed.
- Accurately record responses using digital devices or paper forms if assigned.
- Maintain daily productivity targets while ensuring data quality and respondent safety.
Data Quality, Ethics, and Reporting
- Perform daily checks of collected data and notes for completeness and consistency before submission.
- Submit data and field notes daily to the Field Coordinator, Supervisor, or project team for review and upload.
- Safeguard all devices, documents, consent forms, and any personally identifiable information.
- Maintain strict confidentiality and never discuss respondent details outside the authorized project team.
- Uphold the highest ethical standards, including Core Humanitarian Standards (CHS), with zero tolerance for Sexual Exploitation and Abuse (SEA).
- Immediately report any incidents, complaints, protection concerns, or safety issues.
- Refer urgent cases using the established referral system, where applicable.
- Participate in daily debriefings with the Field Coordinator or Supervisor on progress and challenges.
4. Qualifications, Skills, and Experience
Essential
- To be a Turkish citizen
- Currently residing in Türkiye.
- Legally eligible to work or provide services in Türkiye.
- Strong knowledge of the local culture, customs, and community dynamics of the assigned duty station(s) within Türkiye.
- Minimum of a Diploma, institute degree, or equivalent qualification in Social Sciences, Statistics, Agriculture, Economics, Development Studies, Public Health, Education, or a related field.
- Proven experience in quantitative and/or qualitative data collection in humanitarian, development, research, monitoring, or evaluation contexts.
Previous experience in field supervision is required for the Supervisor position. - Previous experience in field coordination is required for the Field Coordinator position.
- At least 1 year of relevant field data collection experience is required for the Field Researcher position.
- Fluency in Turkish is required depending on the assigned location and target communities.
- English language skills are considered a strong advantage.
- Excellent interpersonal and communication skills, with the ability to interact with vulnerable communities with empathy, respect, and professionalism.
- Proficiency in using smartphones or tablets for digital data collection.
Experience with Kobo Toolbox, Kobo Collect, ODK, or similar platforms is a strong advantage. - Ability to work long field days, travel within assigned locations in Türkiye, and adhere to tight schedules.
- Strong team player with high integrity and commitment to humanitarian principles, confidentiality, neutrality, and ethical data collection.
Desirable
- Prior experience working with CPCD, Crest Point, or other recognized companies, NGOs, research firms, or international organizations in the M&E field.
- Located in or near the target provinces, districts, or field locations in Türkiye as specified by the project.
- Experience collecting data in relevant sectors such as Food Security and Livelihoods, WASH, Protection, Nutrition, Education, Health, Shelter, Cash Assistance, or Social Cohion.
- Understanding of basic sampling methodologies.
- Experience facilitating Focus Group Discussions and Key Informant Interviews.
- Strong organizational, coordination, and reporting skills, especially for Supervisor and Field Coordinator roles.
5. Working Conditions
- Field-based positions requiring travel within assigned locations in Türkiye only.
- Field staff may be required to work in different provinces, districts, neighborhoods, camps, displacement sites, or community locations.
The work may involve travel to remote or hard-to-reach areas with basic working conditions. - The work may involve exposure to stressful situations and interaction with vulnerable individuals.
