CALL FOR EXPRESSIONS OF INTEREST: Capitalization – lessons and promotion of the MdM Unaccompanied Minors program in Nantes At Doctors of the World

1.CONTEXT

Médecins du Monde France (MdM-F) is an independent organization of active activists who provide care, bear witness, and support social change in France and internationally. For 40 years, we have been working with the most vulnerable people and their communities to eliminate the barriers they face in accessing healthcare.

Since 2016, MdM-F has been working in Nantes with Accompanied Minors (UMs) with the aim of promoting access to health, rights and care for unaccompanied minors not recognized as such (UMs NR) by Child Welfare Services (ASE) present in the Nantes area, within the framework of common law and with a view to strengthening their capacity to act.

To achieve this goal, the program develops 3 types of activities: collective health promotion workshops, individual interviews by appointment and physical accompaniment towards care. We do not offer somatic health care but prioritize access to care within the framework of common law by offering comprehensive and multidisciplinary health support. In a transversal manner, we rely on a health mediation approach and posture to promote, on the one hand, the autonomy of the public in their access to the health system and, on the other hand, the quality of care and support offered by health professionals.

Over the years, through our field activities, data collection, and partnerships, several advocacy results targeted by the program have been achieved at various levels: conditions of access to child protection, meeting basic needs, and care pathways. These advocacy results have contributed to the gradual evolution of the MNA program.

Building on its successes and experience, the program is currently in the process of fully transferring its activities. Following the transfer of our initial reception and home placement support activities to a local agency in April 2025, we are currently working on transferring our health mediation activities, with the aim of closing the program by the end of the first quarter of 2026.

2. DESCRIPTION OF THE CONSULTANCY MISSION

OBJECTIVE

As part of this program, MdM-F is seeking a consulting team to lead a capitalization mission for its MNA program in Nantes. The objective is to draw lessons and leverage the experience acquired by the program in providing medical, psychosocial support to NR unaccompanied minors using a health mediation approach. The formalization of the experiential knowledge acquired by the program is part of the perspective that all or part of it will be taken up and/or duplicated by stakeholders internal or external to MdM.

A “project” (micro) section will aim to produce a snapshot of MdM’s MNA program in Nantes by presenting it in its entirety and in detail of its various components and sections in order to provide the reader with a practical guide allowing for reproducibility of the action. This “micro” section will also include a retrospective reviewing the program’s developments in relation to the successes achieved locally in terms of advocacy.

A section on “MNA public and care pathway” (meso) will aim to present the specificities and health determinants of the MNA NR public and how these elements have been taken into account by the program team in the experience acquired in its practice of supporting this public. This “meso” section will also present the continuum of the young people’s pathway (in which the MNA program is integrated) from the assessment of their minority to the installation of users in a care pathway via the MdM MNA program.

  • Interim report drawn up at the end of the field phase
  • Final report incorporating discussions with MdM
  • Summary of the final report
  • Summary video of a few minutes in the form of graphic facilitation (without capturing real images)

BUDGET

The total budget available for this mission is 15,000 euros including tax maximum , all costs included including unforeseen expenses (maximum 5%).

3. RESEARCH PROFILE

The capitalization team will be responsible for formalizing an appropriate approach and methodology, supporting and leading the capitalization process, collecting and analyzing the necessary data, and producing and delivering the expected deliverables.

The skills required for the mission are as follows:

  • Experience in the medical-social sector and/or expertise in public health,
  • Knowledge of audiences in precarious situations and migration (with a desired focus on unaccompanied minors)
  • Solid experience in capitalizing on medical-social programs
  • Experience working with the non-profit sector for similar services
  • Strong mastery of qualitative data collection methods
  • Proven professional experience in solidarity and medico-social project management
  • Writing and synthesis skills
  • Skills in graphic facilitation and video editing
  • Important interpersonal skills, particularly in contact with users and partners
  • The ability to adapt to unforeseen circumstances and the availability of people involved in field work

As part of this capitalization activity, the team members could witness the difficult situations in which the program’s users find themselves and, as a result, be exposed to psychosocial risks that need to be taken into account.

The confidentiality of the information to which the service provider may have access must be respected at all stages of the capitalization mission.

Members of the capitalization team will have to provide criminal record extract No. 3.

In order to reduce transport and accommodation costs, a service provider in the Nantes region may be preferred.

4. INDICATIVE CALENDAR

Deadline for expressions of interest: 08/31/2025 at 12:00 p.m. (HDP/CET)

Deadline for a full proposal: 09/28/2025 at 6:00 p.m. (HDP/CET)

Desired start date for the mission: 10/13/2025

Desired date for the “field” phase: 10/17/2025

Desired date for submission of the final report: 12/12/2025

5. APPLICATION PROCEDURES

Providers wishing to express their interest are invited to provide the following 2 elements:

  1. Up-to-date curriculum vitae (CV) of up to 3 pages of the members of the proposed team, specifying, where applicable, the consulting firm to which each member of the team is attached.
  2. letter of interest of maximum three (3) pages indicating: experience of similar missions, at least two (2) references concerning the execution of similar contracts, dates of availability to carry out the consultancy, etc.

The expression of interest will be considered complete only if it includes these two elements. A maximum of six (6) candidates will be pre-selected and invited to submit a complete technical and budgetary proposal in response to the terms of reference which will be communicated to them.
