CALL FOR EXPRESSIONS OF INTEREST: Consultancy mission to support the design and development of a multi-chapter DG ECHO 2027 Proposal in Ukraine At Médecins du Monde

1_BACKGROUND

BRIEF PRESENTATION OF THE PROJECT

Médecins du Monde (MdM) is an international humanitarian movement working to secure access to health care for the most vulnerable populations affected by crises, conflict and exclusion. In Ukraine, the full-scale war continues to generate large-scale humanitarian needs. At its core this remains a protection crisis, with older people, people with disabilities, single-parent households, children and adolescents, people with chronic illnesses and displaced people among the first affected and the last to recover.

MdM France, MdM Spain and MdM Germany chapters, all present in Ukraine and implementing activities across most of the frontline oblasts, intend to submit a joint consortium proposal, together with Ukrainian partner organisations, in response to the forthcoming 2027 DG ECHO Humanitarian Implementation Plan (HIP) for Ukraine. Building a single, coherent proposal across three MdM chapter and national partners, across frontline oblasts, from a shared needs assessment through to a compliant Single Form requires dedicated, end-to-end technical capacity within a tight timeframe.

The consortium therefore seeks an all-in-one consultant to lead the process from strategy and facilitation, through the stakeholders analysis, joint needs assessment, drafting of the Single Form, Logframe and budget.

2_DEFINITION OF THE CONSULTANCY MISSION

OBJECTIVE

In the context of this proposal development, MdM-F is looking for a consultant to carry out a Proposal development mission, the objective of which is to lead the consortium end-to-end from strategy and joint needs assessment to a high-quality, competitive and fully compliant Single Form (with LogFrame, budget and annexes) for submission by the MdM consortium in response to the forthcoming DG ECHO HIP for Ukraine.

The specific objectives are to:

  • Facilitate consortium alignment on protection scope, geographic focus, target groups, sectors, modalities, division of roles and responsibilities.
  • Contribute to the design and the consortium coordination of a joint multi-sector needs assessment producing a robust, disaggregated evidence base. Note that the needs assessment design and analysis will be done by a separate team of experts.
  • Translate the evidence into a shared theory of change, intervention logic, LogFrame and consolidated budget.
  • Draft a compliant, persuasive Single Form and all compulsory annexes.

More detailed priorities and timeline will be provided in the Terms of Reference shared with the shortlisted candidates.

BUDGET

The total budget available for this mission is 20 000 Euros (including VAT) maximum, inclusive of all costs including contingency costs (maximum 5%).

3_PROFILE SOUGHT

The skills required for the mission are:

Essential

  • Proven track record of developing successful DG ECHO Single Form proposals (evidence of funded proposals required).
  • Demonstrated experience leading Health and protection project planning, development and proposals.
  • At least 7 years’ experience in humanitarian project design and proposal development, including consortium / multi-partner settings with national partners.
  • Strong command of the DG ECHO framework: Single Form, LogFrame, KRIs/KOIs, budget rules and localisation guidance.
  • Excellent written English and strong facilitation skills.

Desirable

  • Knowledge of the Ukraine humanitarian context and coordination architecture.
  • Sector expertise in PHC, MHPSS, SRH and/or protection (including GBV).
  • Working knowledge of Ukrainian, French, Spanish and/or German.

4_INDICATIVE TIMETABLE

Deadline for an expression of interest: 03/08/2026 at 12 noon (Paris time/CET)

Deadline for filing a complete proposal: 12/08/2026 at 12 noon (Paris time/CET)

Preferred mission launch date: 17/08/2025

Preferred date for the “field” phase: End of August – to be confirmed

Preferred final report delivery date: Mid December

This timetable is for information only and subject to modification. It will be confirmed at inception. Note that the engagement is intermittent between August 2026 and end of January 2027 (approximately 55-70 working days).

The consultant must confirm availability for the end-of-summer workshops so that the workshop timelines are not compromised.

Service providers wishing to express their interest are invited to submit the following 2 elements:

  • Up-to-date curriculum vitae (CV) of a maximum of 3 pages for each member of the proposed team and stating as applicable the consultancy firm to which each team member belongs.
  • letter of interest of a maximum of three (3) pages, indicating: experience of comparable missions, at least two (2) credentials concerning the performance of comparable contracts, dates of availability for the consultancy process, etc.

The expression of interest will be considered complete if it includes the following 2 elements. Expressions of interest submitted in any other manner will not be taken into consideration.

The deadline for submitting an expression of interest is 03/08/2026 at 12 noon (Paris time/CET).

A maximum of six (6) candidates will be shortlisted and invited to submit a complete technical and budget proposal in response to the terms of reference to be provided to them.
