An overview of the International Rescue Committee:

The International Rescue Committee (IRC) has been working in Syria since 2012, delivering programs in protection, health, economic recovery, and early childhood development in Idlib, Aleppo, Raqqa, Hasakah, and Deir ez-Zor, with programs recently expanding to Hama, Rural Damascus, and Homs. With a team of over 700 staff, the IRC has successfully built strong trust and relationships with local communities, ensuring easy access and effective service delivery. The IRC plays a pivotal role among NGOs and donors, working with coordination committees in Syria, where it occupies influential positions and continuously adapts to the evolving context.

In response to recent developments and the arrival of the new government, the International Rescue Committee (IRC) deployed a team to Damascus in December 2024 to establish operations and actively participate in coordination committees for newly accessible areas across Syria—including parts of northeast and northwest Syria, as well as previously inaccessible areas in the south and center of the country. The organization is currently adapting its operations to expand service coverage and improve efficiency.

The International Rescue Committee (IRC) has been implementing protection programs in northwest Syria since 2013 and in northeast Syria since 2014. These programs include Protection and Rule of Law (PRoL), Women’s Protection and Empowerment (WPE), and Child Protection (CP). Efforts encompass specialized case management, psychosocial support, protection monitoring, service mapping, and advocacy. Through partnerships with various actors, the IRC works to improve access to protection services, raise community awareness, and strengthen referral mechanisms. Since 2017, mobile protection teams have provided rapid response, capacity building, and community outreach in underserved areas.

Job information:

The International Rescue Committee is currently expanding its case management services to support individuals and communities in Raqqa Governorate. Protection case staff will provide case management services to individuals who need support to access appropriate services, as well as providing direct psychosocial support to those who are socially marginalized and/or lack independence.

Main responsibilities:

  • Providing direct service:
  • Providing direct emotional and psychosocial support to people with special needs through individual case management services, including needs assessment, creation of a case action plan, and identifying/facilitating access to relevant services.
  • Collaborating with other IRC sectors and NGOs to ensure a coordinated and collaborative response to provide services and assistance to those benefiting from case management.
  • Providing information to people with special needs about available multi-sectoral services and how to access them
  • Conduct comprehensive assessments
  • Providing psychological and social support to caregivers
  • Providing group sessions for men and young people according to a curriculum focused on security.
  • Participation in technical training provided by the IRC and ongoing technical skills support sessions on protection, counseling skills, trauma, and case management.
  • Attend weekly case review meetings with the “Case Management Officer” to ensure adherence to standards of care and quality case management.
  • Monitoring and reporting:
  • Maintaining complete, accurate, and confidential case files detailing customer interactions and interventions using IRC tools
  • Contributing to weekly psychosocial work plans and reports
  • Format:
  • • Developing and maintaining effective working relationships with all relevant stakeholders, including other NGOs, civil society groups, authorities, and UN agencies
  • • Continuous development and updating of the service map system, which details the available services and assistance in our operational areas.
  • • Ensuring that other IRC sectors efficiently and confidentially refer cases to the team based on selected criteria

Required experience, qualifications, and skills:

  • Academic qualifications: A university degree in psychology, classroom education, sociology, social work, or other related fields.

Practical experience:

• At least two years of experience in case management.

• Previous experience in community outreach and working with those affected by conflicts.

Skills and competencies:

  • Adherence to the IRC’s mission, vision, values ​​and approach – Professional Code of Conduct.
  • Excellent written, verbal, and presentation communication skills. Ability to convey information effectively and strong experience in providing training and staff development.
  • A clear sense of professional commitment, integrity, and the ability to handle complex situations diplomatically and find effective solutions.
  • Excellent management and interpersonal skills and a strong ability to promote harmonious/cohesive teamwork, in a multicultural context.
  • Assessing the ability to plan for the long term, prioritize tasks, and work under managerial and programmatic pressures with detailed guidance and professional patience.
  • Highly cooperative and resourceful. Able to establish positive working relationships with senior management and all other partners to maximize collaboration and productivity.
  • A desire to learn and develop continuously and a good morale are essential.
  • The analytical ability to find effective solutions to complex problems while adhering to labor laws and internal policies.

Language / Travel:

• Arabic and English are an advantage. • The work is entirely field-based, but requires travel for training to Al-Hasakah, Deir ez-Zor, or Raqqa, depending on the training location.
