JOB DESCRIPTION: CASH EXPERT
Purpose of the position
The Cash Expert will provide over-all country-level guidance, support strategic direction and decision-making for DCA South Sudan CVA Programme.
The holder of this position will be responsible for internal and external stakeholder coordination, ensuring that the cash programme is implemented in line with the set standards and objectives. He/she will spearhead capacity development within DCA and partners to deliver a high-quality cash programme that meets donor and global standards.
He/she will also be responsible for championing sectoral growth, through active engagement with donors and the private sector, whilst promoting a culture of information-sharing and collaboration with cluster mechanisms and strategic partners.
Summary of responsibilities
- Provide technical support to partners in the development and implementation of sectoral and multi-purpose cash as well as e-voucher programs to effectively address the basic needs of affected communities and promote financial inclusion when feasible.
- Liaise with the Head of Meal to design and oversee robust monitoring, evaluation, and learning frameworks for the cash programme, ensuring data-driven programme adaptation and impact measurement
- Collaborate with the Finance team to oversee coordination and foster relationships with financial service providers and the private sector, ensuring effective delivery of cash-based assistance.
- Represent DCA in the relevant working groups, such as the Cash Working Group, response mechanism, and support advisory and advocacy initiatives for the broader humanitarian sector in South Sudan.
Key outputs and responsibilities
Technical Leadership and Coordination
- Ensure the overall DCA cash response is mainstreamed, avoids duplication, and leverages opportunities to increase effectiveness, including coordinating with relevant clusters/sectors and actors.
- Lead the strategic direction and decision-making for the Country Programme’s Cash and Voucher Assistance programme, ensuring alignment with DCA priorities, donor requirements, and global humanitarian standards.
- Lead Cash and Voucher Assistance proposal development, internal and donor reporting, ensuring accuracy, timeliness, and compliance with donor standards.
- Oversee the development, curation, and dissemination of knowledge management products to strengthen evidence-based programming, institutional learning, and sector-wide influence
Programme Quality and Accountability
- Support the establishment of robust accountability and tracking systems for DCA and partners, guaranteeing compliance with best practices.
- Provide leadership and technical guidance to DCA staff and partners to drive innovative, high-quality, and accountable cash-based programming.
- Promote learning and knowledge-sharing by identifying best practices and disseminating evidence-based ways of work to enhance sector impact.
- Ensure that the cash programme quality meets standards and that results are fully aligned with the project and donor objectives
- Collaborate with internal teams and external stakeholders to ensure integrated, coherent, and contextually appropriate Cash and Voucher programming.
- Support strategic donor engagement and portfolio growth in coordination with Country Office leadership and HQ teams, maintaining donor confidence and promoting sectoral integration.
Capacity strengthening
- Lead capacity strengthening for the cash programme team and partner staff to meet established standards through on-the-job training, workshops, mentoring, and any other appropriate methods.
- Ensure professional development of cash assistance team members by identifying training opportunities and contributing to their career growth.
- Identify capacity needs of the partner staff members, communities, and develop and implement capacity building plans to support quality, accountable outcomes
- Orient new staff members on DCA cash programme standards and the relevant guidelines
Qualifications required
Education: A minimum of a Master’s Degree in Social Sciences, Economic Development, International Development, Agricultural Sciences, and any related field from a recognized University.
Working experience: A minimum of 7 years’ working experience in complex humanitarian emergencies with reputable humanitarian organisations. At least 5 years of working experience should be focused on cash programming.
- International experience, leading staff from multiple backgrounds and contexts
- Extensive conceptual understanding of and demonstrated practical command for implementing program design, management, and evaluation principles
- Result-oriented leader who can manage and satisfy multiple and at times conflicting organizational, donor, and other stakeholder demands
- Excellent proposal development skills
- Proven networking and donor engagement skills, and strong team player
- Analytical, innovative, and self-managed leader
- Fluency in English.
6. Duration of Consultancy.
The Duration of the consultancy is 3 months, including actual training days, report writing, and field travel.
7. Supervision and reporting.
The successful Consultant will be supervised and report to the DCA Programme Team (Head of Programme, Programme Manager, and Area Manager).
8. Payment Terms.
30% Payment will be made upon signature of the agreement,30% upon submission of the draft report, and 60% upon submission of all deliverables. The payment will be subject to local or national tax laws.
