Assignment:
The CCCM IM/CFM Enumerator plays a key role in supporting the CCCM/MSMC teams, including Officers and Assistants, by conducting demographic and vulnerability assessments within intervention sites and settlements. The responsibilities encompass a range of activities, such as:
- Assisting with various assessments, including tent visits, verification processes, and data collection.
- Receiving and addressing complaints through established feedback mechanisms.
- Facilitating effective communication and information sharing with the community.
- Engaging with the community to ensure their participation in assessments and other CCCM-related activities.
The Enumerator ensures all tasks are carried out in alignment with the objectives and standards of the CCCM program.
CHAIN OF COMMAND
Under the authority of:
- IM/CFM Officers.
- IM/CFM Assistant.
KEY RESPONSIBILITIES:
- Conduct demographic and vulnerability assessments.
- Coordinate with the CCCM-IMCFM team on how to carry out the assessments (including, but not limited to Knowledge, Attitudes, and Practices (KAP) surveys, focus group discussions, key informant interviews, baseline and end line surveys, assessment of shelter services and locations updates in camp as well as other types of assessments and data collection that are required) – (KIIs, site observations, safety audts).
- Check that material necessary to carry out the assessment is sufficient and appropriate.
- Ask questions clearly and kindly, and ask all the questions exactly as worded:
- Probe to clarify unclear answers.
- Write down the observations and answers in an ordinated and clear way, recording responses accurately.
- Record and forward all complaints and suggestions received while in the field to the appropriate Team leader or IMO.
- Conduct regular demographic verification
- Support CFM team when needed
- Receive complaints/feedbacks/request for inputs through dedicated CFM hotline (i.e. phone call and WhatsApp number), and the CFM boxes located in each sector of the camp.
- Receive complaints/feedbacks/request for inputs through CFM desk and the mobile tours.
- Treat urgent and/or sensitive complaints with the immediate attention they require, and ensure a fast resolution, in collaboration with the CFM Officer.
- Maintain confidential and detailed records of all complaints in the CFM database and other electronic and hard copy filing systems, as appropriate.
- Support in sharing information with the community about complaints Feedback mechanism in site and referral channels and monitor the complaints box
Including but not limited to tent-to-tent verification, verification for any type of support
provided to a segment of the camp population, verification of the new-born registration,
departure verification…
- Reporting
- Report monitoring findings and any other findings and observations that emerged during data collection activities frequently to the line managers to communicate the progress of assessment activities.
- Recognize and give an account of problems in obtaining data and provide useful feedback from field research activities.
- Cross-check the accuracy of data entry.
- Reporting directly to the Assessment Manager/Officers whenever requested.
- At least 1 year of experience working with NGOs/INGOs.
- A minimum of 6 months of experience in data collection, as an enumerator, or in the MEAL department within a humanitarian context.
- Proficient to excellent knowledge of data collection tools (e.g., KOBO).
- Fluency in written and spoken Arabic.
- Ability to travel to Daraa, Swedaa, Damascus.
- Able to read and speak in English to complete tasks.
- Skilled in Excel, Word, and PowerPoint.
- Strong capability in accurately recording and reporting data, ensuring precision in observations and survey responses.
- Effective in identifying and resolving challenges during assessments, data collection, and verification processes.

Camp Coordination and Camp Management Data Enumerator – Information Systems and Complaints and Feedback Mechanism (CCCM IM/CFM Enumerator)

- Receiving and processing complaints through approved feedback mechanisms.
- Facilitate effective communication and information sharing with the community.
- Engage with the community to ensure their participation in assessments and other camp management and coordination activities.
The enumerator ensures that all tasks are performed in line with the objectives and standards of the CCCM program.
Chain of Command:
Under the supervision of:
- IM/CFM Officers
- IM/CFM Assistant
Main responsibilities:
- Conduct demographic and vulnerability assessments, and coordinate with the CCCM-IM/CFM team on how to implement assessments (including, but not limited to, Knowledge, Behavior, and Practice (KAP) surveys, focus group discussions, key beneficiary interviews (KIIs), baseline and endpoint questionnaires, shelter services assessment and site updates in camps, as well as other types of assessments and data collection required).
- Ensure that the materials needed to conduct the assessment are available and appropriate.
- Ask questions clearly and kindly, follow the wording of the questions exactly as they are written, and ask questions to clarify unclear answers.
- Take notes and answers in an organized and clear manner, and record responses accurately.
- Record all complaints and observations received during field work and refer them to the team leader or the relevant IM/CFM officer.
- Conduct demographic verification periodically.
- Support the CFM team when needed.
- Receiving complaints/comments/contribution requests via the CFM hotline (phone calls or WhatsApp), and the CFM boxes located in each sector of the camp.
- Handle urgent or sensitive complaints promptly and ensure their rapid resolution in collaboration with the CFM Officer.
- Maintain confidentiality and detail of all complaints in the CFM database and in appropriate paper and electronic filing systems.
- Support community participation in the on-site complaints and feedback mechanism and referral channels, and monitor complaint boxes.

- Submit periodic reports on monitoring results and any other observations or findings that emerge during data collection to line managers, to demonstrate the progress of evaluation activities.

- Report directly to the Evaluation Manager/Officers upon request.
Basic qualifications:
- At least one year of experience working with Non-Governmental Organizations (NGOs/INGOs).
- At least 6 months experience in data collection, as an enumerator, or in the MEAL section within a humanitarian context.
- Good to excellent knowledge of data collection tools (e.g., KOBO).
- Fluency in Arabic, both written and spoken.
- Ability to travel and work in Daraa, Sweida, and Damascus.
Preferred Qualifications:
- Ability to read and speak English to complete tasks.
- Proficiency in Excel, Word and PowerPoint.
- High ability to accurately record data and prepare reports, ensuring accuracy in observations and questionnaire responses.
- Effectively identify and resolve challenges during assessments, data collection, and verification processes.
