Acted Central African Republic

Since 2013, the Central African Republic has faced regular episodes of violence due to clashes between numerous armed groups that pit communities against each other.

The Central African Republic is currently caught between emergency and development needs. While some regions and major cities, including the capital Bangui, are now engaged in a stabilization process, renewed cycles of violence have forced many people to flee their homes: by the end of 2017, more than one in five people in the Central African Republic were internally displaced or refugees. These mass displacements have weakened the resilience of the population and generated significant needs in terms of access to essential services, such as water, sanitation, education, food, and healthcare, as well as access to employment. Furthermore, the government’s administrative and institutional capacity to intervene, or even establish a presence throughout the country, has been severely undermined by the many years of conflict and its repercussions.

Acted’s positioning/strategy in the country

Since its establishment in the country in 2007, Acted has been a major player in supporting the Central African population and is one of the country’s largest NGOs in terms of financial resources, geographic coverage, and its central role within the humanitarian coordination system. The organization implements nearly 25 projects annually thanks to the work of a team of almost 400 people, including more than 30 expatriates, spread across 12 bases covering most of the country. Acted is one of the 10 NGOs elected to the Executive Committee of the International NGO Coordination Body (CCO) and, as such, participates in the Country Humanitarian Team.

Acted’s activities in the Central African Republic (CAR) cover the entire humanitarian spectrum, ranging from mobile emergency interventions within the framework of the Rapid Response Mechanism to ambitious development projects through economic recovery or support for civil society and governance. Despite a context of reduced funding, Acted’s mission in the CAR is currently experiencing rapid growth thanks to its capacity to provide innovative and ambitious solutions to humanitarian needs and the current crisis. In particular, Acted CAR’s activities focus on the following sectors:

  • Support for communities through the construction of infrastructure (markets, bridges, community spaces, etc.)
  • Vocational training for ex-combatants to ensure their reintegration
  • Water and Sanitation support, following the “Wash and Nut” approach (consisting of combining nutritional support with WASH assistance: construction and rehabilitation of wells, rehabilitation of Nutritional Therapy Units, hygiene training, training of healthcare personnel)
  • Rapid Emergency Response (RER) Programme for post-shock support in Essential Household Items (EHI), Water and Sanitation and Food Security
  • Emergency education for displaced children
  • Cross-border responses to population movements
  • Supporting vulnerable populations through monetary approaches
  • Reconstruction of housing to allow displaced people to return to their area of ​​origin
  • Economic recovery and support for the private sector
  • Reconstruction of road infrastructure (bridges and roads)

Main role and responsibilities

The Project Development Volunteer (PDV) ensures the proper management of grants by developing reports on the qualitative progress of projects, in accordance with donor regulations. The PDV facilitates smooth internal communication and coordination between relevant departments and contributes to Acted’s external communication strategy. The PDV contributes to fundraising efforts by participating in the development of project proposals aligned with Acted’s overall strategy and the country program strategy.

Qualifications and skills required

  • Master’s level training in a relevant field such as international relations, development or political science;
  • Previous professional experience in a related field, with knowledge of proposal writing and report preparation;
  • Familiarity with the project cycle;
  • Excellent writing and communication skills;
  • Ability to work effectively under pressure and manage multiple tasks;
  • Good team spirit and ability to work with diverse profiles.

Conditions

Status: volunteer (internship agreement not mandatory)

  • Living allowance de 300 USD
  • Guesthouse accommodation and meals provided by Acted
  • Social security, supplementary health insurance (MSH) and repatriation assistance (SOS International) are covered by Acted.
  • Transportation to the mission and return ticket fully covered (to the address specified on the employment contract)

  • A week of pre-departure preparation including 4 days of immersive safety training

  • This position is classified as an international position in Acted’s recruitment framework. Eligibility for an international contract is therefore required.
