Acted Tchad
Present in Chad, Acted works to support vulnerable populations in the Lake and Ouaddai Provinces, as well as in N’Djamena. In 2025, the organization implemented 11 projects with a budget of €10.5 million. Its operations are coordinated from N’Djamena and implemented through four field offices: Bol and Daboua in the Lake Province, and Adré and Chokoyan in the Ouaddai Province.
In the Lake Chad region, Acted supports internally displaced persons following attacks by armed groups through the RRM mechanism, which it co-leads, and provides food security assistance. It also participates in strengthening the resilience of populations through education, water, sanitation and hygiene (WASH) projects, and livelihoods initiatives.
In Ouaddai, Acted redeployed in April 2023 to respond to the unprecedented influx of Sudanese refugees and Chadian returnees fleeing the fighting in Sudan. Through a multi-sectoral emergency approach encompassing shelter/NFI, CCCM, and protection, Acted addresses the vital needs of displaced persons in informal settlements and reception camps. Since 2025, Acted has been working to strengthen the economic resilience of Sudanese refugees with the support of host communities in the Chokoyan prefecture.
Acted’s actions in Chad are based on recognized multi-sectoral technical expertise, rapid deployment capacity, a data-driven approach, strong local acceptance, and increased community participation.
In Ouaddai, Acted redeployed in April 2023 to respond to the unprecedented influx of Sudanese refugees and Chadian returnees fleeing the fighting in Sudan. Through a multi-sectoral emergency approach encompassing shelter/NFI, CCCM, and protection, Acted addresses the vital needs of displaced persons in informal settlements and reception camps.
Finally, Acted regularly intervenes in response to cyclical shocks, such as welding and floods, which are particularly devastating.
Acted’s actions in Chad are based on recognized multi-sectoral technical expertise, rapid deployment capacity, a data-driven approach, strong local acceptance, and increased community participation.
Main role and responsibilities
The Climate and Environment Project Director provides strategic, technical and operational leadership to the SCALE project, funded by the Green Climate Fund (GCF), implemented by Acted in Chad.
He/she is responsible for the proper implementation of the project, in accordance with the GCF funding proposal, Acted’s internal standards and the national priorities of the Government of Chad.
The Climate and Environment Project Director will be responsible for the project coordination team, and will ensure governance, fiduciary oversight and coordination between Acted (GCF accredited entity, acting as implementing entity through its office in Chad), the Special Fund for the Environment (SFE, co-implementing entity), ministries and local authorities, as well as other stakeholders.
The role is central to ensuring compliance with GCF requirements, scaling up adaptation objectives, and the sustainability and national ownership of project results.
Responsibilities and tasks
- Strategic direction and implementation of high-quality projects
- Acting as Acted’s main representative for the SCALE project with national authorities, the GCF (via Acted HQ, the accredited entity), and technical and operational partners.
- Provide overall strategic direction to the SCALE project, ensuring alignment with the GCF financing proposal, Acted’s 3Zero vision, and the national climate priorities of the Government of Chad.
- Ensure that all project activities are implemented in accordance with the GCF Funding Agreement (FAA), the Operations Manual, GCF standards and policies, Acted standards, contractual obligations, and national regulations.
- Ensure high technical quality and consistency of all project elements: institutional strengthening, ecosystem-based adaptation, and livelihood diversification.
- Lead the development, validation, and periodic review of implementation strategies and budgets.
- Efficient functioning of project governance and the project coordination team
- Lead and supervise the project coordination team, ensuring that it functions as the central mechanism for project coordination, management, and supervision.
- Clearly define the rules, responsibilities, reporting lines and decision-making processes within the team, in accordance with government agreements.
- Identify, assess and escalate strategic, operational and legal risks through project governance mechanisms.
- Ensure the preparation and follow-up of project steering committees, including the documentation and implementation of proposed actions.
- Strengthening national ownership and institutional capacities
- Encourage collaborative partnerships with the Special Fund for the Environment (FSE) as a co-executing entity and with relevant ministries at the national and sub-national level.
- Supporting the ESF and government counterparts to strengthen institutional capacity in climate finance, project implementation, fiduciary oversight, and learning.
- Ensure that the project’s approaches, tools and results contribute to national systems, including adaptation processes and learning platforms such as Agora30.
- Ensure systematic documentation and capitalization of project results and lessons learned.
- Promote the sustainability and scalability of project results beyond the project lifecycle, including positioning for future climate finance opportunities.
- Coordination with other climate finance actors and identification of new opportunities
- Contribute to strengthening the links between SCALE and other climate initiatives and financing mechanisms in Chad (including the GCF, bilateral donors, multilateral funds, and regional programs), ensuring their complementarity and coherence.
- Supporting Acted headquarters and country teams, through project data and learning, to identify opportunities to scale up or replicate relevant approaches for future funding opportunities.
- Others
- Promptly escalate key issues, risks and results to Acted’s country director and relevant headquarters departments.
- Supporting the organization of events organized by Acted, as needed.
- Assist on cross-functional projects at the request of Acted management.
Qualifications and skills required
- Experience related to the type of project required, in an emergency and/or development context
- Experience working with institutional donors
- Experience in budget management
- Ability to coordinate and manage a team
- Ability to work independently and creatively in the field and in the capital
- Excellent oral and written communication skills
- Strong ability to work in an intercultural context

Conditions
- Salary is determined by the Acted salary scale based on education level, expertise, security level, and experience level.
