COOPI is seeking a Consultant to conduct a comparative analysis of the value chains in the GEFZ-Aouk-Manda macro-landscape and to prioritize them for support by the PARCOURS project in Chad.
Context and Justification
COOPI – Cooperazione Internazionale, in consortium with the national NGOs ACORD – Chad and RAPS Développement, is implementing the PARCOURS project, which aims to strengthen inclusive and gender-sensitive production systems and value chains in pastoral, agricultural, and other sectors within the communities and territories of the GEFZ-Aouk-Manda macro-landscape. The Greater Zakouma Functional Ecosystem (GEFZ) in Chad, which also includes the Aouk-Manda functional ecosystem, is jointly managed by the Government of the Republic of Chad (through the Ministry of the Environment) and the NGO African Parks Network (APN). The Greater Zakouma Functional Ecosystem (GEFZ) spans the provinces of Guéra, Salamat, and Moyen-Chari.
In this context, the study planned within the PARCOURS framework will build upon existing knowledge and analyses to ensure their consolidation and avoid duplication. It will aim to complement this work by deepening the analysis of priority sectors and identifying market opportunities, marketing channels, constraints, and development levers that are still insufficiently documented in the intervention area.
Job objective
The overall objective of the study is to analyze and conduct a comparative study of the different pastoral, agricultural and other sectors present in the GEFZ-Aouk-Manda macro-landscape and to prioritize among them, on specific criteria (to be defined by the consultant in collaboration with COOPI and the Delegation of the European Union) the most relevant in terms of potential for exploitation, attractiveness for foreign investors, job creation in the sector in Chad, inclusion (youth, women) in the sector and protection of Protected Areas.
Expected results
- A structural map with quantification of flows and volumes is produced for each value chain analyzed according to the principles and standards of the chosen approach (ValueLinks or VCA4D);
- The actors in the selected value chains and their roles are identified;
- The strengths, weaknesses, opportunities and external threats of each sector (climate, security and economic) are documented in a SWOT analysis;
- Analysis of major risks and mitigation measures in each link of the value chain;
- Identifying market opportunities and bottlenecks ;
- Margins and added value per link are estimated;
- Defining upgrade objectives ; improving quality, local transformation, strengthening business links or improving support services;
- A market analysis is carried out for each sector , making it possible to characterize demand, marketing channels, main competitors and development opportunities in local, sub-regional and export markets;
- Ranking/prioritization of sectors for project support according to clear criteria (established by the consultant) aligned with the strategic priorities of Global Gateway and “Chad Connection 2030”.
Candidate Profile
The consultant or design office will need to:
- Have a university degree (BAC +4/5) in the field of agricultural production, livestock farming, agro-economic development, or any other related discipline ;
- Training / certification on a recognized methodology for agri-food value chain analysis (certificate required);
- Having conducted at least two (2) consultancy missions per year during the last 5 years , on behalf of NGOs, United Nations agencies, development projects or other technical and financial partners;
- Having carried out at least 3 agropastoral value chain analyses in the last 7 years on behalf of NGOs, United Nations agencies, development projects or other technical and financial partners;
- Having an excellent knowledge of the French language (language of the report), knowledge of Arabic (local language) is desirable ;
- Having carried out at least two (2) consultancy missions in Chad during the last 7 years;
- Having himself (or through another person from his team / firm) good knowledge of and regular access to export support services and foreign direct investment promotion (CCIAMA, ANIE, etc.) related to agropastoral sectors in Chad ;
- A varied international experience in different contexts is a plus;
- Also have good listening, communication, facilitation and leadership skills , as well as writing and summarizing skills;
- Groups combining several profiles will be appreciated.
Submission file
Interested candidates must submit a well-organized application including the following three sections:
1. “Administrative documents”
- An offer, letter of expression of interest or letter of submission, dated and signed;
- A copy of the identity document of team members and the company’s legal documents, if applicable;
- Proof of registration with the tax authorities in the country of origin (e.g., NIF in Chad, SIREN in France, etc.);
- Registration with a professional body (Experts and Consultants) in the country of origin;
- Administrative authorization allowing operation in the country of origin.
2. “Technical Offer”
It should include, in particular:
- A note of understanding of the terms of reference, and of the mission;
- The proposed methodology is detailed (ValueLinks or VCA4), clear and adapted to the objectives and expected results of the consultancy;
- A detailed timeline for the completion of the mission;
- Detailed curriculum vitae (CV) of the lead consultant and the team of consultants;
- Copies of relevant diplomas and training certificates;
- References for similar missions carried out, specifying in particular the title of the mission, the client, the period of completion and, where relevant, the main activities, a provisional schedule; contact details of a reference person.
3. “Financial Offer “
It will consist in particular of the following elements:
- A financial proposal that must show the details of the quantities and unit costs for the fees and all other costs related to the service.
- Total amount, indicated excluding tax (HT) and including all taxes (TTC) , specifying the taxes applicable in Chad.

The detailed curriculum vitae must be complete, legible, and clearly organized, with a clear separation between administrative documents, the technical proposal, and the financial proposal. Study duration
The study will be carried out from October 1, 2026 , over an overall period not exceeding ten (10) weeks from the signing of the contract and which must, in any event, be completed no later than December 15, 2026 , including working meetings, field missions, workshops to present the results and the finalization of the study report.
