COOPI is looking for a Project Administrator in Chad
COOPI has been implementing humanitarian and development activities in Chad since 1973. The first interventions were carried out in eastern and southern Chad. Following the Lake Chad crisis, population movements increased, and the indirect effects of Boko Haram’s presence in northern Cameroon, Niger, and Nigeria resulted in the displacement of populations who settled in Chadian territory. COOPI has been operating in the Lake Chad region since 2016, in coordination with other NGOs.
COOPI’s structure in Chad is composed of a national coordination office in N’Djamena, a base in Sila province in Goz Beida, and a base in Lac province in Bol. The main sectors of current intervention are: education and child protection, agriculture and rural development, support for pastoralism and natural resource management, as well as peacebuilding with a focus on “gender and peace”. In terms of donors, COOPI works mainly with the European Union delegation, ECHO, AFD, UNICEF, AICS, UN-PBF and FCDO-ISF .
Job Objective
The Project Administrator ensures the proper administrative and financial management of projects supported by COOPI, supervising the economic, financial, and human resources aspects in accordance with the legal provisions in force in the country. He actively participates in risk management (security, health, fraud/corruption, PSEA, etc.) for the projects and local partnerships he oversees.
Responsibilities
Administrative/financial management
- Ensure the correct management of project accounting in accordance with Coopi procedures and those of donors ;
- Ensure the correct management of the project’s cash flow (cash and bank) and monthly reconciliation (physical and with accounting software) in collaboration with the Project Manager;
- Ability to write technical and financial reports in a clear and concise manner.
- Ensure regular updating of project financial data in accordance with the financial data of the country administration;
- Check with the Project Manager and present to the Country Administrator the consolidated monthly expenditure forecast for the monthly fund request;
- Ensure regular updating of the project’s accounting and IT accounting instruments to enable monitoring and control of expenditure;
- Guarantee funding for the project through the financing forms, while respecting the expenditure forecast developed and requests those of the consortium partners;
- Supervise the payment of monthly tax and social security taxes;
- Ensure the transfer of administrative, accounting and financial instructions between Project Managers and between accounting assistants;
- Ensure budgetary modifications and amendments, in collaboration with the Project Manager, the Country Administrator, the Program Manager;
- Ensure the drafting of interim and final financial reports for the project in collaboration with the Project Manager, under the supervision of the Country Administrator;
- Ensure the electronic and physical archiving of administrative and accounting documents linked to the project;
Logistics management
- Ensure regular verification of purchasing and supply operations in close collaboration with the Country Logistics Coordinator , in accordance with the procurement plan in compliance with the procedures of the lessor and COOPI;
- Ensure control of supporting documents and contracts with suppliers;
- Verify compliance and observance of tax law.
HR management
- In collaboration with the HR administrator, ensure the administrative management of the national project staff in accordance with the Country Labor Code and the Coopi HR manual;
- Ensure, with the HR manager and the Project Manager, compliance with local staff recruitment procedures, preparation of ToRs and contracts, job descriptions, pay slips, monitoring of leave, absences, evaluations, disciplinary measures, individual requests;
- Supervise and train the national administrative staff assigned to the project in collaboration with the Project Manager;
- Participate in and supervise the selection of national accounting and administrative staff;
- Ensure the evaluation of its national administrative staff;
- Supervise the administrative management of the project’s national staff in accordance with the country’s Labor Code and the COOPI HR manual.
Candidate profile
Essential
- Higher education (bachelor’s degree) or equivalent with experience in the economic-financial field, development cooperation, international relations or the implementation of projects at the international level;
- At least two years of experience in economic and financial management of projects and in accounting within NGOs ;
- Perfect knowledge of French, both written and spoken ;
- Proficiency in common software (Word, Excel, Power Point);
- Experience in using accounting databases;
- Experience in financial reporting and internal control management;
- Organizational skills and ability to work in a team;
- Ability to work under pressure, independently and in often uncomfortable environments;
- Ability to work in a sensitive and complex political and security environment and in a multicultural environment;
- Interest and motivation to work in an NGO in accordance with its values and principles.
Desirable
- Professional experience in Africa and/or in conflict/post-conflict contexts is an advantage;
- Previous experience with COOPI and knowledge of its procedures;
- Previous experience with the ECHO lessor.
