General context of the project
The Central African Republic has been facing complex and recurring crises for more than two decades, characterized by security, health and climate dynamics.
Although positive developments are observed in some areas, the situation remains fragile, with pockets of persistent insecurity on certain roads and localities, affecting access to essential services and the living conditions of the population.
Furthermore, the country faces recurring humanitarian shocks, including epidemics (such as cholera), as well as climatic hazards such as floods, which exacerbate the vulnerability of communities.
In this context, humanitarian needs remain high, particularly in the areas of access to water, sanitation, health and protection.
INTERSOS has been present in CAR since 2014 and implements humanitarian interventions aimed at meeting the needs of affected populations, in compliance with the principles of humanity, neutrality, impartiality and independence.
The organization has a coordination office in Bangui and an operational presence in several prefectures, including Kémo, Bamingui-Bangoran, Nana-Gribizi, Haute-Kotto, Ouham and Ouham-Pendé.
General objective of the position
The project manager ensures consistent communication between the various support services to guarantee timely support for the project team.
The project manager is responsible for the overall grant/project budget and closely oversees/monitors financial planning, cash flow planning, and budget utilization/monitoring.
Financial/budgetary management is the project manager’s ultimate responsibility for the specific project, and they must ensure adherence to a strict logical framework and adherence to the work plan.
Main responsibilities and tasks
Main responsibilities
- Ensure the planning, implementation, and monitoring/evaluation of objectives as outlined in the project description. Report any significant deviations from the program implementation plan and estimated expenditures; alert relevant staff.
- Ensure effective financial management as the main holder of the project budget, in accordance with the INTERSOS model and donor regulations.
- Team and human resources management (staff and volunteers)
- Provide high-quality reports on project activities, including findings regarding impact and changes in beneficiaries achieved through the project, in accordance with INTERSOS and donor requirements, in collaboration with the Headquarters Grants Unit.
- Develop a clear understanding of the INTERSOS program and country strategy within the project team – also ensure that the team provides timely input and feedback on strategic issues.
- Supporting the program coordinator in the development of programs or projects.
- Ensure that program delivery meets INTERSOS and donor minimum technical standards, and seek advice and tools from the technical section and the MEAL department.
- To ensure a clear overview of actors and services in the intervention area, enabling the development and implementation of partnerships and guidance pathways.
- Administrative and office support activities (agreements, amendments, signed reports, communications, etc.), ensuring that the documentation cycle is up to date and that the requirements of all departments are harmonized and addressed.
Detailed Responsibilities and Tasks
- Ensure the full and timely implementation of the approved project proposal, proactively respecting reporting deadlines:
- Project launch and presentation/sharing with the teams
- Review and prepare a detailed activity plan with the team
- Verification of beneficiary targeting
Financial management and procurement
- Prepare, monitor and implement the financial and supply plan
- Prepare the financial plan
- Approval of all purchases/contracts and budget line allocations
- Verify the accounting entries in the INTERSOS accounting spreadsheets (JOURNAL): check the allocations of budget lines, the status of budget expenditures against actual delivery, and the financial plan for the remaining project implementation period.
- Ensure that for all purchases/contracts of goods/services/supplies, the correct INTERSOS procurement guidelines are applied and properly documented, in coordination with the finance and logistics departments.
- Review the list of expenses before finalizing the interim and final financial reports.
- Assumes final responsibility for verifying the completeness and accuracy of all supporting documentation.
Personnel management
- Agree on and establish clear reporting and communication channels.
- Recruiting the team, liaising with the HR department to ensure HR files are up-to-date.
- Ongoing coaching of field teams to work on the quality of delivery.
- Manages and evaluates the performance of project staff.
- Organize weekly and monthly meetings with the team to review the plan and discuss key concerns to focus on for the coming period.
- Continuous/rapid verification of the quality of data collected and received from field staff.
- Ensure that teams respect INTERSOS’ mission rules and guidelines and adhere to INTERSOS’ code of conduct and values ​​charter.
Monitoring and evaluation
- Ensure the monitoring and verification of beneficiary targeting.
- By applying a results-based management approach, monitor project results, in addition to outputs and activities, including changes at the household and community levels achieved within the project.
- Conduct (if security conditions permit) field visits to provide technical advice and supervision to the team and to monitor the progress and quality of the various project activities.
Reports
- Ensure quality reporting on achievements through brief daily briefings, monthly and weekly planning presented in relation to weekly and monthly performance reports containing clear quantitative and qualitative information related to activities.
- Obtain regular team reports and compile, review and analyze the reports on a monthly basis which will be reflected in the INTERSOS project evaluation tool.
- Prepare ad hoc progress reports for donors and interim and final project reports as required by officials; Prepare timely and qualitatively interim and final narrative reports for the donor, reviewing achievements against results and outputs, and clearly reflecting lessons learned in recommendations for future programs.
- Assumes final responsibility for all supporting documents (verification methods) and general project documents.
- Regularly provides communication materials (including photos) on the project for use by INTERSOS’s communication department at various points of sale.
Coordination and representation
- Assist the program coordinator and technical coordinators in attending group meetings and ensure that highlights and information relevant to the intervention area are reported in a timely manner.
- Participate in regular meetings with donor representatives and facilitate field visits by donor missions (when security conditions permit), in coordination with the program coordinator.
- Ensure the systematic sharing of information and updates with the program coordinator

Required profile
- University degree at business level in social sciences, political science, international relations, humanitarian aid, or a related field
- Minimum of 3 years of professional experience in managing humanitarian projects/programs, including financial management and logistical responsibilities.
- Minimum 1 year of experience in the implementation of multi-sectoral humanitarian programs and in security context analysis
- Experience in establishing and maintaining collaborative relationships with donors and government counterparts, as well as in compliance and reporting to funders.
