In early 2025, the International Federation of Red Cross and Red Crescent Societies (IFRC) and GTS launched a joint project to improve accountability systems in humanitarian operations in Honduras. This will be achieved by developing an evidence-based tool to measure the quality, relevance, and effectiveness of humanitarian operations from the perspective of the community and the population’s priorities. The insights gained will not only be used to improve future operations but also to refine early action and emergency response strategies. As part of this project, GTS is seeking an independent service provider to conduct a quantitative survey and a series of community dialogues in two areas that have received humanitarian assistance in the past 12 months. The aim is to gather initial information on community perspectives regarding humanitarian assistance and to identify key issues and priorities to ensure and evaluate the quality of programs in the future.
