DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with disabilities, information sessions for proof of identity (PoC), prevention of human trafficking, rehabilitation of health infrastructure, and food security.
Job description:
The Consortium Coordinator is the strategic and operational leader responsible for coordinating, harmonizing, and overseeing the program’s interventions implemented jointly by partner organizations, promoting a collaborative vision and strengthening local capacities. Reporting directly to the Field Manager, this role comprehensively manages the project cycle, ensuring strict compliance with institutional donors’ regulatory, financial, and logistical requirements, as well as proactively mitigating operational risks. Furthermore, the Consortium Coordinator plays a key role in the team’s technical leadership, institutional representation before key stakeholders, and mainstreaming high standards of accountability, quality, and safeguards to guarantee an effective and transparent impact for the benefit of participating communities.
Main responsibilities:
- Design, implement and adjust the consortium’s coordination strategy, promoting a shared vision, synergies and complementarity among the partners.
- Working together with the base manager and protection manager in institutional relations and coordination with local, regional, civil and military authorities to formally manage the required endorsements, permits or operational coordination, facilitating and safeguarding the humanitarian access of the consortium’s teams in the territory.
- Facilitate regular governance spaces (monthly operating committees, quarterly reviews and annual planning workshops) to monitor progress and adjust work plans.
- Maintain fluid and transparent communication with partner organizations, negotiating scopes of work and mediating in the resolution of operational conflicts.
- Lead the planning, design, and presentation of proposals and amendments to donors, ensuring programmatic coherence and alignment with the needs of the context.
- Ensure, in conjunction with the MEAL team, the existence of effective systems for monitoring indicators, impact assessments (internal/external) and systematizing lessons learned.
- Ensure the standardization of technical approaches, operating guidelines (SOPs) and methodological tools among all members of the consortium.
- Ensure strict compliance with the rules and regulations of institutional donors regarding contractual, financial and procurement matters.
- Oversee and consolidate the production of joint narrative and financial reports, ensuring their quality and timely delivery.
- Proactively identify, analyze, and manage the program’s risk matrix (financial, logistical, security, and safeguarding), escalating critical situations in a timely manner.
- Coordinate and oversee the updating of partners’ purchasing plans and bidding processes in accordance with donor guidelines.
- Promote and implement the Essential Humanitarian Standards (CHS) and the Code of Conduct at all stages of the project cycle, both within our own team and among partners
Personnel management:
- Design and lead the technical and strategic induction (onboarding) processes for all new staff joining the program (own or from partners), ensuring that they understand the consortium’s governance and the donor’s rules.
- Provide on-the-job training as needed and tailor the training to the specific needs of the staff.
- To foster a collaborative, inclusive and highly motivating work environment, mitigating burnout in high-pressure or emergency contexts.
Experience and technical skills
- Minimum 4 to 5 years in coordination or management positions for humanitarian or development projects funded by international donors.
- Demonstrable experience working under consortium models or direct management through local/national partners (localization approach).
- Previous work experience in complex crisis contexts, humanitarian emergencies, dynamic conflicts or natural disasters in Venezuela
- Fluent command of Spanish and English (a working level for reporting and relations with headquarters/donors is desirable).
- Solid knowledge of the complete project cycle, needs assessment methodologies, and logical frameworks.
Education
- University professional in Social Sciences, International Relations, Development, Humanitarian Aid, Social Work or related disciplines.
