Location: Los Angeles area, with preference for proximity to Altadena/Pasadena area.

Compensation: $80,000 – $90,000 /yr

Organization & Operation

Founded in 2017, Global Emergency Relief, Recovery & Reconstruction (GER3) is a non-profit organization that supports crisis-affected communities to build back better. GER3 is committed to using sustainable, culturally appropriate and community-led interventions.

The January 2025 Los Angeles wildfires claimed the lives of at least 17 people and charred over 45,000 acres of land. Over 10,000 structures are reported to have been destroyed by the Eaton fire. Over 130,000 individuals have evacuated the area and face an uncertain return to their communities. More than 1.2 million people were directly impacted by the wildfires, with thousands losing their homes, farms, and businesses. Approximately 85,000 individuals sought refuge in temporary shelters, while many more were forced to relocate with relatives or friends. Many community centers, which served as gathering places and resource hubs, were either destroyed or rendered inoperable, leaving residents without critical support systems.

California’s wildfires have increasingly shifted from being rural to urban events that devastate entire residential and commercial neighborhoods, highlighting the urgent need to implement robust community emergency preparedness planning, environmental regeneration, and fire mitigation techniques. Due to the vast devastation left in the wake of the Eaton Fire, GER3 is committed to addressing these challenges by implementing technical, evidence-based strategies to adapt and strengthen community resilience to fire events, incorporating fire resistant building techniques, public education, and nature-based solutions.

Position Overview

The Construction Manager supports GER3’s Home Hardening and Defensible Space initiatives by overseeing construction quality and project progress through regular site check-ins and coordination with contractors and homeowners. This role ensures compliance with safety, building, and wildfire mitigation standards while managing schedules, documentation, and communication across project teams. The ideal candidate has strong technical knowledge of residential construction and wildfire resilience, excellent organizational skills, and a collaborative approach to delivering safe, high-quality restoration and mitigation projects.

Key Responsibilities

Construction Oversight & Quality Assurance

  • Conduct periodic site check-ins to review contractor progress, verify quality of workmanship, and confirm adherence to GER3’s standards and protocols.
  • Evaluate completed and in-progress work for compliance with wildfire safety codes, environmental standards, contractual requirements, and homeowner specifications.
  • Identify quality or compliance issues, document findings, and coordinate with contractors and the Project Manager to ensure timely resolution.
  • Review and approve completed milestones for contractor invoicing and project tracking.

Project Planning & Coordination

  • Collaborate with the Project Manager, Technical Assistance Coordinator, and GER3 teams to develop and maintain work schedules and sequencing for construction and defensible space activities.
  • Coordinate timelines with contractors and homeowners to minimize delays and ensure smooth execution.
  • Track project deliverables, materials usage, and delivery schedules, flagging any risks to timelines or budgets.
  • Maintain regular communication with contractors to anticipate needs, resolve challenges, and align on expectations.

Health, Safety, & Compliance Monitoring

  • Confirm that site activities observed during check-ins meet OSHA safety standards, wildfire mitigation guidelines, and GER3 safety protocols.
  • Review contractor safety plans and PPE practices during visits, reporting any deficiencies to project leadership.
  • Monitor compliance with environmental and regulatory requirements related to construction and defensible space work.

Community & Stakeholder Engagement

  • Serve as a point of contact for homeowners regarding construction timelines, scope, and progress updates.
  • Coordinate with community partners, local officials, and other stakeholders as needed to ensure alignment and resolve questions.
  • Represent GER3 in the field with professionalism, empathy, and cultural sensitivity.

Documentation & Reporting

  • Maintain organized project documentation including site visit notes, quality control checklists, and photographic evidence of work.
  • Provide timely updates on progress, issues, and corrective actions to the Project Manager and technical team.
  • Contribute to reporting requirements by compiling data, photos, and narratives for internal use and partner/donor submissions.

Qualifications & Requirements

Required:

  • 3–5 years of experience in residential construction, retrofits, or disaster recovery projects, with a focus on project coordination or quality assurance.
  • Solid understanding of local building codes, wildfire zoning, and California defensible space requirements (e.g., AB 38, PRC §4291).
  • Ability to create, read, and interpret construction scopes of work.
  • Strong organizational and project management skills, with the ability to track multiple projects and timelines simultaneously.
  • Excellent communication and interpersonal skills; able to engage respectfully with contractors, homeowners, and community stakeholders.
  • Proficiency in using digital tools for project tracking, documentation, and reporting (e.g., Microsoft Office, SharePoint, Monday.com, mobile field apps).
  • Valid driver’s license, clean driving record, and ability to travel within the Los Angeles area for periodic site visits.

Preferred:

  • Demonstrated expertise in wildfire resilience measures such as home hardening, defensible space planning, and fire-resistant materials.
  • Experience in quality control or construction inspection, particularly in residential contexts.
  • Familiarity with nonprofit program delivery or post-disaster recovery operations.
  • Certifications in fire mitigation, construction management, or safety (e.g., Wildfire Mitigation Specialist, OSHA 10/30, contractor’s license).
  • Bilingual (English/Spanish).
  • Wildfire survivor or resident/former resident of the Altadena/Pasadena area.

Work Conditions

  • Primarily field-based position with frequent travel to residential sites in fire-affected neighborhoods.
  • Flexible hours, including some evenings and weekends, based on homeowner availability and program needs.

Reporting Lines

This position will report directly to the Home Hardening Project Manager, and work closely with the Program Lead, Technical Assistance Coordinator, and Community Coordinator.

This is a full-time, fixed-term position until December 31, 2025, with the possibility for extension depending on project scope and funding.
