Mission context
Doctors of the World Belgium (MdM-BE) is an international medical development NGO and part of a global network. The organization provides medical assistance to vulnerable groups in Belgium and around the world. It advocates for universal health coverage where everyone has access to care without barriers (financial, cultural, geographical, etc.). To fulfill its mission, it is based on three pillars: Treating, Supporting, and Bearing Witness.

In the Democratic Republic of Congo (DRC), women’s health is a societal issue. Beyond the general lack of access to healthcare due to insufficient infrastructure, qualified personnel, and the distances they must travel, women and girls are also victims of the normalization of rape in society. This is why Doctors of the World has been present there for several years.
Today, Doctors of the World implements development and humanitarian projects in the South Kivu province to help ensure access to healthcare for the most vulnerable populations, particularly those affected by armed conflict. To achieve this, our teams work hand in hand with health authorities, civil society, and communities using a nexus and localized approach.
In the current humanitarian crisis conditions in the DRC, Doctors of the World teams are focusing particularly on access to quality health services for internally displaced persons, women, children and survivors of gender-based violence, including sexual violence, in Bukavu, Uvira, Lemera, the Fizi Highlands and Kalehe.
As part of the implementation of the vital and rapid humanitarian assistance project targeting health zones with high severity of needs in 2026, funded by the Humanitarian Fund, the DRC mission of Doctors of the World Belgium is seeking a Protection Coordinator Consultant for a 3-month mission .
Mission description
The main objective of the consultancy mission;
The Protection Consultant is responsible for the technical quality and consistency of protection approaches within MdM’s interventions in the DRC.
He/She ensures compliance with humanitarian protection standards (IASC standards) in all interventions, guaranteeing their cross-cutting integration into health programs.
This position has a functional link with field teams (including the Protection Officer and community supervisors) at the mission, project, and program levels. It works closely with the Health Coordinator, the MEAL Coordinator, and the Programs Coordinator/Deputy General Coordinator to ensure an interdisciplinary, holistic approach aligned with international standards (Sphere, IASC, WHO), Theories of Change (ToC), and MdM’s internal methodologies.
He/She ensures the integration of person-centered, gender and intersectionality approaches, as well as the rights-based approach, into all operations.
He/She contributes to the continuous adaptation of interventions based on the analysis of contextual dynamics and factors of sensitivity to conflict, in a “Do No Harm” logic.
Based in Bukavu , the Protection Consultant must be able to travel frequently within the province of South Kivu or elsewhere, including to areas with difficult access or volatile security contexts, in order to provide technical support to teams, strengthen the quality of interventions and support their adaptation to contextual dynamics.
The essential tasks and responsibilities of the consultancy mission consist of:
- Strategic vision and management
- Supporting the evolution of MdM’s intervention model towards strengthening local leadership and a gradual transfer of capacities;
- Ensuring the application of humanitarian standards and principles, with a focus on conflict sensitivity and “Do No Harm”;
- Ensure the continuous adaptation of interventions based on contextual analyses and vulnerabilities;
- Identify individuals and groups excluded from needs assessments and define appropriate strategies to meet their specific needs.
- Technical support and quality of interventions
- Supporting (coaching) teams in identifying and analyzing risks related to protection;
- Coordinate the development and implementation of prevention and mitigation strategies;
- Ensure the quality of community protection and early warning mechanisms;
- Ensuring the quality, functionality and accessibility of referral and support mechanisms for beneficiaries, particularly for survivors of gender-based violence;
- Ensure compliance with the principles of confidentiality, security and data protection;
- Supporting the integration of participatory and community-based approaches into interventions.
- Management, learning and adaptation
- Contribute to the strategic and operational planning of activities;
- Supporting the collection, analysis and use of data in a logic of learning and adaptation of interventions;
- Produce and validate technical reports and ensure the quality of reporting tools (e.g., 5W/6W matrix);
- Supporting teams in monitoring indicators and making decisions.
- Coordination and representation
- Representing MdM in coordination mechanisms (Protection clusters, GBV, SMSPS);
- Ensure close collaboration with partners, local authorities and civil society actors;
- To contribute to strengthening operational synergies between stakeholders.
- Mapping, networks and access to services
- Supporting the mapping of protection services (particularly GBV and SMSPS), including institutional actors, civil society and community mechanisms;
- Analyze gaps in access to services and contribute to the improvement of existing systems;
- Ensure the functionality and quality of the referral and support networks;
- Supporting the strengthening of links between health structures, protection actors and community mechanisms.
- Capacity building and localization
- Develop and deliver training courses and provide ongoing technical support to teams and partners;
- Supporting teams to design and implement interventions under local leadership, including in crisis situations;
- Support the development and implementation of exit strategies from the outset of interventions;
- Promote an approach that empowers local actors and ensures the sustainability of actions.
To successfully carry out this mission, MdM-BE is seeking candidates with the following profiles and experience:
- Education and professional experience
- University degree (minimum Bachelor’s degree) in Psychology, Social Sciences, Public Health or related field;
- Minimum 5 years of experience in protection, GBV and/or SMSPS;
- Proven experience in community mobilization and local leadership in crisis situations;
- Proven experience in the person-centered approach;
- Experience in international NGOs and project coordination.
- Professional skills
- Excellent command of humanitarian standards (IASC, Sphere);
- Solid understanding of conflict sensitivity and “Do No Harm” approaches;
- Demonstrated ability in coaching and supporting teams;
- Analytical, synthesis and strategic adaptation skills;
- Excellent coordination, representation and networking skills;
- Proficiency in tools for collecting, analyzing and using data.

- Proficiency in French;
- Good command of English (an asset).

The bidder’s CV will clearly and in detail indicate (organization, type of services and period of services), his similar experiences.
The bidder’s attention is drawn to the fact that the total lump sum price relates to one mission, and includes fees and expenses inherent to missions (travel and accommodation expenses).
The candidate’s offer, the documents attached to it, and the documents exchanged are written in French .
The application must also include the following administrative information:

- A copy of the passport
- A copy of the basic diploma and qualification related to the consultant’s mission
By submitting its bid, the bidder accepts all the clauses of the Specifications and waives all other conditions. If, during the analysis of the bids, the contracting authority finds that the bidder has added conditions that render the bid imprecise, or if the bidder expresses reservations regarding the conditions of the Specifications, the contracting authority reserves the right to consider the bid as substantially irregular.
