Mission context

Mission and vision of Doctors of the World

Doctors of the World Belgium (MdM-BE) is an international medical development association and part of a global network. We provide medical assistance to vulnerable groups in Belgium, Southeast Europe, and North, West, and Central Africa. We advocate for universal health coverage where everyone has access to care without barriers (financial, cultural, geographical, etc.).

Our projects are aimed at all people who do not have or no longer have access to healthcare. In particular, they are structured around five areas: people on the margins of society (homeless people, undocumented immigrants, drug users, sex workers, etc.); children in vulnerable situations; women (supported in their fight for equality or against sexual violence, for example); migrants or displaced persons; and victims of crises or conflicts.

To successfully carry out our mission, we rely on three pillars:

  • Providing care: giving populations real access to healthcare.
  • Change: more than helping, we want to change things in the long term.
  • Bearing witness: we will not remain silent.

Thanks to our experience and our presence on the ground, we challenge authorities (local, regional and (inter)national) with facts, figures and realities. Our projects follow a set of values common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

Objective of the evaluation

The objective of this external evaluation is to independently assess the overall performance of the SRHR project by analyzing its effectiveness, efficiency, and impact through qualitative data collection and quantitative data analysis of the project’s indicators. The evaluation aims to measure whether the implemented interventions have met the needs of the target populations and contributed to improving access to and use of sexual and reproductive health and rights services.

Its aim is also to strengthen accountability to rights holders, health authorities, implementing partners, and the donor, while fostering institutional learning through the identification of good practices, challenges encountered, and lessons learned. The results will inform strategic decisions and improve the design, implementation, and sustainability of future SRHR programs.

Specific objectives of the evaluation

The evaluation should, in particular, allow us to:

  • Evaluate the degree to which the expected results and objectives set within the logical framework of the project have been achieved.
  • Examine the effectiveness of the implementation strategies, community approaches and coordination mechanisms deployed.
  • Analyze the efficiency of the use of the human, material and financial resources mobilized.
  • To assess the effects of the project on access, use and quality of SDSR services at the level of the intervention areas.
  • Evaluate the consideration of cross-cutting approaches, including gender, protection, inclusion, environmental impact, mental health activities and psycho-social support, community participation and accountability to populations.
  • Analyze the quantitative aspects and evaluate the evolution of contractual indicators on the achievement of results
  • Formulate strategic and operational recommendations to improve future SRHR interventions. These recommendations will be integrated into a managerial response plan and disseminated online, along with the final report (except for reasons of confidentiality), in accordance with DGD procedures.
