MISSION
Conduct a Participatory Community Diagnosis (PCD) on gender-based violence, community prevention mechanisms and protection dynamics in community and school settings**,** in the six target communes of the South department (Les Cayes).
CONTEXT
As part of the prevention of gender-based violence (GBV) and the promotion of gender equality, Doctors of the World Switzerland (MdM Switzerland) is implementing the project entitled “Women, men and communities, together to prevent gender-based violence and promote equality in the Southern Department, in Haiti”.
The Southern Department of Haiti operates within a context marked by significant socio-economic vulnerability, weakened basic services, a large influx of internally displaced persons (IDPs), and persistent unequal social norms that exacerbate the risks of gender-based violence (GBV). While the security situation there is relatively more stable than in other parts of the country, the South is severely impacted by the indirect effects of the national crisis, particularly through population displacement, increased pressure on community resources, and the weakening of local protection mechanisms.
In September 2025, the South Department hosted the second-largest number of internally displaced persons (IDPs) after the West Department, with 200,907. The majority of these individuals are hosted by local families, exacerbating the pressure on communities already affected by poverty, limited access to essential services, and scarce economic opportunities. In this context, women and girls face heightened vulnerabilities, particularly regarding protection, access to services, and participation in community life.
Several converging factors indicate a high level of risk: increased displacement, intense pressure on community resources, women’s economic dependence, weak specialized services, inadequate structured protection mechanisms, and the persistence of patriarchal norms that trivialize or render invisible certain forms of violence. Women, particularly those engaged in the informal economy, such as the Madan Sara, are exposed to multiple forms of violence, while simultaneously playing a central role in the economic survival of households and community cohesion.
Furthermore, communities in the Global South face significant challenges in preventing and responding to gender-based violence (GBV). These include the absence or weakness of functional community mechanisms, a lack of awareness of rights and available resources, and poor coordination among community, educational, health, and institutional actors. In many municipalities, there are no sufficiently structured local systems to provide early warning, prevention, guidance, and referral services for survivors. This situation contributes to the underreporting of cases and limits access to appropriate support.
PROJECT PRESENTATION
As part of its efforts to prevent gender-based violence (GBV) and promote gender equality, Doctors of the World Switzerland (MdM CH) is implementing the project entitled “Women, Men, and Communities: Working Together to Prevent Gender-Based Violence and Promote Equality in the Southern Department of Haiti.” This project builds on MdM CH’s ongoing work in Haiti in the areas of GBV prevention, community mobilization, and local capacity building. It is based on an integrated approach that combines community-based prevention, institutional and local capacity building, promotion of gender equality, and active community participation. In the Southern Department, the intervention specifically aims to strengthen the role of civil society organizations (CSOs), community-based organizations (CBOs), women, boys, educators, and community leaders in GBV prevention and the transformation of the social norms that perpetuate it.
The project aims to contribute to the reduction of gender-based violence through a community-based and inclusive approach. It is based on three main pillars:
• Strengthening women’s CSOs and CBOs to sustainably influence social norms and community practices;
• Strengthening the role and leadership of “Madan Sara” as prevention actors and Ambassadors in the fight against GBV;
• The mobilization of men and boys as well as schools around a positive masculinity approach and the promotion of behaviors favorable to gender equality.
The project includes the establishment and support of action committees, the dissemination of the charter of good practices in schools, the organization of community awareness activities, and the development of local initiatives led by grassroots organizations.
The Participatory Community Diagnosis is a key step in this approach, enabling communities themselves to identify risks, priorities and local solutions, in order to inform action plans rooted in the reality on the ground, to prevent GBV and promote gender equality in the targeted municipalities of Aquin, Cavaillon, Torbeck, Roche-à-Bateau, Chantal and Port-Salut.
OBJECTIVES AND TARGET POPULATION
Conduct a Participatory Community Diagnosis to identify, with the communities, the main risk factors, manifestations, consequences and prevention mechanisms of gender-based violence in the project’s intervention areas.
Specific objectives
Identify, with community stakeholders, the main forms of GBV observed in the targeted areas;
- Analyze the root causes, aggravating factors and consequences of GBV at the individual, family and community level;
- Identify existing community resources, initiatives and mechanisms for prevention, referral and protection;
- Gather the perceptions and priorities of women, men, boys and other community stakeholders on the solutions to be implemented;
- Formulate 6 operational plans to guide community actions for the project.
Perimeter
The study will be conducted in the six target municipalities of the South Department, namely Aquin, Cavaillon, Torbeck, Roche-à-Bateau, Chantal, and Port-Salut. It will focus on the communities targeted by the project, in particular women’s community organizations, “Madan Sara” groups, community leaders, men and boys, as well as other relevant local actors involved in preventing gender-based violence and promoting gender equality.
Particular attention will also be paid to the school environment, in connection with the activities planned in the schools targeted by the project. As such, the study will consider partner schools, students, teachers, parents, and other relevant educational stakeholders, in order to better understand the dynamics of GBV prevention in schools, existing needs, and levers for action to promote safer, more inclusive, and more equitable educational environments.

The study’s findings will be used by MdM CH and its local partners to adapt, strengthen, and guide project implementation. They will also inform the development of local action plans, support community-based prevention strategies, including in schools, and may be shared with donors and relevant stakeholders for coordination, accountability, and learning purposes.
RESPONSIBILITIES AND TASKS OF THE CONSULTANT

- Facilitate the participatory identification of priority solutions for the prevention of GBV in targeted communities and school spaces.
- Supporting the development of local community action plans adapted to the realities of the six municipalities of intervention.
- Formulate operational recommendations to guide the implementation of the project and strengthen community and school strategies for the prevention of GBV.

LOGISTICS ORGANIZATION
The consultant or team of consultants is responsible for organizing the logistics and resources necessary to carry out the mission (computer, means of communication, travel/accommodation, production of collection tools, etc.).
BUDGET
The consultant or team of consultants will submit a detailed budget proposal (including potential travel and accommodation expenses), with a breakdown of costs by item. The budget proposal must be presented inclusive of all taxes (TTC) in the format indicated in the attached full proposal.
REQUIRED PROFILE
The service provider will be responsible for proposing an appropriate approach and methodology, supporting and conducting the diagnostic process, collecting and analyzing the necessary data, and producing and delivering the expected results within the scope of the mission.
The ideal candidate will meet the following criteria:
- Hold at least a university degree in socio-anthropology, sociology, social sciences, gender studies, community development, public health or in a relevant field.
- Demonstrate at least 3 years of professional experience in conducting studies, community diagnostics, participatory research or similar missions, preferably related to GBV prevention.
- Have proven experience working with communities, community organizations, and in school settings.
- Having successfully conducted similar missions involving qualitative data collection, participatory analysis and the development of recommendations or action plans.
- Demonstrate a good ability to work with a multidisciplinary team and to interact with a variety of stakeholders, including community, institutional and educational stakeholders.
- Having a good understanding of the issues related to GBV prevention, community protection, gender equality and local prevention dynamics
- Fluency in French is required; knowledge of Haitian Creole is a significant asset.
