Project background

The DEPARE II project , implemented by SOS Children’s Villages Haiti with the support of SOS Children’s Villages France and funding from the French Development Agency (AFD) , aims to strengthen a protective family and community framework to guarantee the rights and equal opportunities of children and young people in 8 localities in the North department of Haiti.

In a context of multidimensional crisis (political, social, economic), the project acts at three levels – community, family, child – through prevention actions, strengthening of parental capacities, educational support, economic development and community advocacy.

Objectives of the consultancy

The consultancy mission has two main objectives:

  1. Establish a baseline and data collection system adapted to the Haitian context , based on the final evaluation of phase 1 of the project and the logical framework of phase 2.
    • Development of a reference table of project indicators.
    • Carrying out a SWOT analysis.
    • Development and configuration of a data collection tool adapted to local constraints (connectivity, security, etc.).
  2. Carry out the interim evaluation of the first phase of the DEPARE II project , using the OECD DAC criteria (relevance, effectiveness, efficiency, impact, sustainability), with particular attention to gender mainstreaming and the child rights-based approach.

Expected methodology

  • Participatory approach including the perceptions of children, families, community and institutional partners.
  • Field data collection in Cap-Haïtien (interviews, focus groups, questionnaires).
  • In-depth documentary analysis.
  • Interim and final feedback to stakeholders.

Expected deliverables

  • Methodological framework note.
  • Basic status report of indicators + SWOT analysis.
  • Interim evaluation report (with executive summary).
  • Final report incorporating feedback from partners.
  • Operational data collection tool.

Profile sought

  • Proven experience in external evaluation of development projects.
  • Expertise in children’s rights, parenting, community development and gender.
  • Knowledge of the Haitian context strongly desired.
  • Mastery of participatory approaches, including with children.
  • Ability to work in Haitian Creole.
  • Mixed teams (international and Haitian consultants) strongly encouraged.
