Oxfam in Asia advocacy and campaign

  1. INTRODUCTION:

Oxfam in Asia seeks to engage a consultant to coordinate and support Asia advocacy and campaign team in various incoming advocacy related initiative related to climate justice and Inequality campaign.

Oxfam in Asia is pro-actively engaged with multiple stakeholders, country teams and southern affiliates to influence for the change in policies and practices of international financial institutions, multi-national corporation and national governments to achieve climate justice goals including just energy transition and grant based climate finance, address inequalities including public investment in essential services, fair taxation and protecting workers rights in global supply chains.

To pursue its advocacy goals, regional advocacy and campaign team works with diverse set of allies and coalitions including feminist organisations, youth groups, regional networks to convene and collaborate on key influencing opportunities. There are several influencing opportunities are coming up in 2026 and 2027 in which Oxfam in Asia and its allies would like to engage including WB/IMF Annuals meeting in Bangkok in October 2026, COP31 in November 2026 and G-20 meeting in Korea in 2028.

The consultant will provide coordination, logistical, and administrative support for a series of regional events and meetings as mentioned below.

2. OBJECTIVES:

The consultancy aims to:

  1. Coordinate and support the delivery of Oxfam’s climate justice and Inequality advocacy initiatives in Asia.
  2. Support documentation, procurement, contracting, logistics, and compliance processes related to the campaign activities.
  3. Lead the planning, coordination, facilitation, and follow-up of the all the activities.
  4. Support campaign communications, partner engagement, and reporting throughout the consultancy period.

3. SCOPE OF THE WORK

Climate Justice campaign

  • A regional Fossil Free Futures youth mobilization workshop.
  • Development and dissemination of The Disaster Divide in Asia briefing paper a head of COP31.
  • Youth mobilization and engagement during Bangkok Climate Action Week.
  • A regional social media campaign on climate justice.
  • A webinar to launch the Disaster Divide in Asia briefing.
  • Engage and coordinate with partners such as Fossil Fuel Treaty and CANSEA to plan joint actions on climate justice

B. Inequality campaign

  • Support in organizing international conference on public services and inequality at at Chulalongkorn University Bangkok.
  • Coordination with regional digital media consultant to design a public campaign targeting IMF/WB annual meetings on public services together with allies
  • Together with digital media consultant, design Davos 2027 engagement plan including coordination with country team and partners/allies

C. G-20 Korea Preparatory meeting

  • Facilitate in organizing CSOs preparatory meeting in October 2026 leading up to the G-20 in Korea 2028.
  • Prepare the list of active Asia regional CSOs, movement, allies and partners to be invited for G-20 preparatory meeting
  • Coordinate with regional allies, partners organizations, global Oxfam G-20 coordination group to prepare meeting agenda
  • Manage logistics for preparatory meeting

The consultant will be responsible for, but not limited to, the following:

Campaign Coordination

  • Coordinate the implementation of Oxfam’s climate justice campaign activities across the region.
  • Develop detailed workplans and coordinate timelines to ensure timely delivery of campaign outputs.
  • Liaise with internal Oxfam teams and external partners to ensure effective collaboration.

Partnership Management

  • Coordinate with CANSEA and other campaign partners on planning, communications, and partnership processes.
  • Support engagement with youth climate justice networks and campaign partners across Asia.

Event Coordination

  • Lead the planning and coordination of the Fossil Free Futures youth workshop, including facilitation support and post-event documentation.
  • Coordinate with Oxfam Thailand and external service providers for the FCCT media event and other campaign activities.
  • Support logistics and coordination for Bangkok Climate Action Week, the World Bank Annual Meetings, webinars, and other advocacy events.

Campaign Communications

  • Coordinate implementation of the climate justice social media campaign with digital media consultant.
  • Support campaign messaging and coordination of communications materials where required.

Administration and Compliance

  • Support contracting, procurement, consultant management, payments, and compliance processes in accordance with Oxfam procedures.
  • Maintain organized documentation of campaign activities and key outputs.

Reporting

  • Prepare concise reports documenting campaign activities, outcomes, and lessons learned.

4. KEY DELIVERABLES

The consultant will be expected to deliver:

  1. A workshop report documenting the youth climate mobilization camp which includes Fossil Free Futures toolkit socialization.
  2. A final campaign report summarizing Oxfam’s climate justice and inequality campaign activities, including COP31, youth mobilization, Davos 2027 mobilization etc with focus on key achievements, outcomes, lessons learned, and recommendations.
  3. A short action plan emerging from the G-20 preparatory meeting
  4. Coordination and logistical support for campaign activities, including BangkokClimate Action Week and the World Bank Annual Meetings, completed within agreed timelines.

5. TIMELINE

The consultancy will be undertaken over a period of five (5) months, from mid-August 2026 to mid-January 2027, with all deliverables completed by the end of December 2026.

6. KEY COMPETENCIES / REQUIREMENTS

The consultant should demonstrate:

  • Strong project coordination and event management experience.
  • Experience coordinating regional campaigns, advocacy initiatives, or policy events.
  • Excellent organisational and communication skills.
  • Familiarity with Oxfam systems and administrative processes is highly desirable.
  • Good understanding of climate justice, inequality, and Oxfam’s policy positions.
  • Ability to work independently while coordinating multiple stakeholders across different countries.

7. IMPORTANT NOTES

  • The selected consultant will report to the Policy and campaign lead-Asia
  • All deliverables must be approved by Oxfam before finalization.
  • Oxfam retains full ownership of all content produced, with appropriate credit to the agency where necessary.
  • Feedback from Oxfam must be incorporated into all drafts and deliverables.
  • Content cannot be used for commercial purposes without Oxfam’s written consent.

8. Proposal Submission

Interested consultants should submit:

  • Cover letter and Curriculum Vitae (CV), including relevant experience in coordinating regional events and campaigns.
  • A financial proposal (all-inclusive).
  • At least two references from previous clients.

Shortlisted applicants will be invited for a discussion with the Oxfam team to further explore their proposed approach and to receive additional information regarding the assignment.
