About SIHA: The Strategic Initiative for Women in the Horn of Africa (SIHA) Network is a regional feminist network dedicated to promoting women’s rights and gender justice throughout the Horn of Africa. Through grassroots advocacy, capacity strengthening, and movement building, SIHA supports women and girls in some of the region’s most fragile and conflict-affected contexts. SIHA operates in Sudan, South Sudan, Somalia/Somaliland, Ethiopia, and Uganda, amplifying the voices of marginalized women and challenging systems of oppression through collective action.

Background of the Consultancy

In South Sudan, women-led organizations are at the forefront of advancing gender equality, supporting survivors of gender-based violence, and contributing to peacebuilding and humanitarian response efforts. Despite their essential role, many of these organizations face institutional constraints, including the lack of core governance documents such as strategic plans. Strategic plans are crucial tools that enable organizations to articulate their vision, enhance internal systems, improve programmatic effectiveness, and ensure long-term sustainability.

SIHA is currently implementing “Solidarity in Action: Building More Inclusive Feminist Movements to End Violence Against Women and Girls in the Greater Horn of Africa” under the UN Women ACT (Advocacy, Coalition Building, and Transformative Feminist Action) Programmed to End Violence against Women. This initiative aims to strengthen feminist coalitions, enhance access to flexible funding, and amplify collective action to counter anti-gender backlash and advance gender justice.

As part of this initiative, SIHA South Sudan is convening a two-day capacity-building training on strategic planning for 15 women-led organizations from Central Equatoria (Juba) and Western Bahr el Ghazal (Wau). These organizations are already engaged in impactful advocacy and service delivery, but, as identified in a capacity assessment conducted in late 2024, require targeted support to develop or strengthen their strategic plans. This training will help lay the foundation for more coordinated, impactful, and sustainable women-led movements across South Sudan.

Objectives of the Consultancy

The main objectives of this consultancy are to:

  1. Facilitate a two-day participatory training session on strategic planning tailored to the context and needs of grassroots women-led organizations in South Sudan.
  2. Equip participating organizations with practical tools and guidance to initiate or update their strategic plans.
  3. Strengthen the capacity of women-led organizations to align their visions, goals, and programming with long-term sustainability and impact.
  4. Provide follow-up recommendations or templates that participants can use post-training to complete their organizational strategies.

Scope of Work for the Consultant

The selected consultant will:

  1. Pre-Training Preparation
    • Review draft strategic plans submitted by participating organizations at least 7 days before the training.
    • Identify gaps, strengths, and areas for improvement in each plan.
    • Develop training materials, case studies, and tailored exercises based on the needs identified in the submitted documents.
    • Develop a tailored training agenda and materials for the two-day session, incorporating feminist, context-specific, and movement-building approaches to strategic planning.
  2. Training Delivery
  • Facilitate a two-day in-person workshop using participatory and inclusive methodologies, including introducing frameworks and tools for mission and vision alignment, environmental/context analysis (e.g., SWOT), goal setting, outcome formulation, and implementation planning.
    • Encourage peer feedback and group learning sessions.
    • Provide hands-on support to each organization in improving or drafting their strategic plan.

3. Post-Training Follow-up

  • Submit a brief training report (3–5 pages) summarizing key outcomes, participant feedback, and recommendations for follow-up support.
  • Provide brief written feedback to each organization on their revised strategic plan (optional/additional based on agreement).

4. Deliverables

The assignment will be carried out over a total of 6 working days in July 2025, including preparation, facilitation, and reporting. The training will take place in person in Juba, South Sudan.

  • Reviewed and annotated draft strategic plans (pre-training) – 11July 2025
  • Draft training agenda and materials submitted to SIHA for review – 15 July 2025
  • Facilitation of two-day training workshop in Juba – 17–18July 2025
  • Strategic planning toolkit/template for participants – 22 July 2025
  • Final consultancy report – 25 July 2025

Consultant Qualifications

  • Proven expertise in organizational development and strategic planning, particularly for grassroots or women-led organizations
  • Experience facilitating participatory training workshops in fragile or humanitarian settings
  • Strong understanding of the women’s rights movement and civil society space in South Sudan or the Horn of Africa region
  • Excellent facilitation, communication, and documentation skills
