Consultant – Ex-post Evaluation Of The Impacts Of Humanitarian Projects In The Far North Of Cameroon At mission inclusion

Context

The Far North region of Cameroon has been facing a complex humanitarian crisis for several years, marked by armed violence, massive population displacements, and increased vulnerability of host communities. In this context, Mission Inclusion, in partnership with the Maroua-Mokolo Diocesan Development Center-Caritas (CDD-Caritas), implemented two successive humanitarian projects aimed at meeting the urgent needs of the affected populations.

The project, “Responding to the Humanitarian Needs of Vulnerable, Displaced, and Local Populations Affected by the Crisis in the Far North of Cameroon,” was implemented in four phases between 2016 and 2024. All four phases were carried out in the same departments: Mayo-Tsanaga, Mayo-Sava, and Diamaré, which likely resulted in some overlap among beneficiaries. These interventions aimed to improve the living conditions of affected populations through actions related to protection, food security, health, access to water, and psychosocial support.

With a view to learning and accountability, Mission Inclusion now wishes to conduct an independent ex-post evaluation of this project. This evaluation aims to analyze the impacts, the sustainability of the results, and the project’s contribution to the changes observed in the targeted communities, adopting an inclusive, feminist, anti-racist, and decolonial approach.

Mandate

Mission Inclusion is seeking a consultant or evaluation team from Cameroon, preferably based in the region, to conduct an independent evaluation of the four phases of this humanitarian project. The final evaluation deliverables must be submitted no later than April 10, 2026.

The main objective of the mandate is to carry out an independent evaluation using quantitative and qualitative methods to identify the factors of success or failure, to assess the sustainability of the results and impacts, and to draw conclusions that can be generalized to other initiatives.

The evaluation must incorporate a participatory and inclusive approach, integrating feminist, anti-racist, and decolonial principles. The consulting team will be responsible for proposing an evaluation methodology that aligns with Mission Inclusion’s feminist and intersectional approach. This entails ensuring that the evaluation considers the diverse experiences and perspectives of individuals, particularly women and marginalized groups, while promoting social justice and equality through participatory and inclusive data collection and analysis practices.

Specific objectives

  1. Conduct a comprehensive impact analysis of the project in order to:
    • assess the attribution of the effects of immediate and intermediate results to the project;
    • to assess the project’s impact, with regard to its contribution to the intended change; and
    • examine the sustainability and long-term viability of the results achieved through the project in the targeted communities.
  2. To identify findings, conclusions and recommendations regarding humanitarian actions in order to draw lessons for future project design and implementation.
  3. Identify and document success stories.

  1. A technical proposal
  2. A budget proposal
  3. The Curriculum Vitae(s)
  4. In the case of a registered organization, the latest financial statements and the most recent audit report.
  5. References or recommendations from previous clients for similar work.
  6. Two (2) examples of reports illustrating the capacity to produce an evaluation, ideally feminist.
