Objectives of the evaluation
General Objective : To assess the quality of the response, the quality of the processes and the technical quality of the approaches of the armed violence reduction project in Senegal.
Specific Objective : Assess the performance of the project by evaluating the relevance, quality and efficiency of the activities implemented, the mobilization of stakeholders (beneficiaries, partners, actors) as well as the management mechanisms, in order to identify the results obtained, key lessons and good practices for future interventions.
Expected results
An overall assessment of the intervention is made by analyzing the results, evaluating the quality and reliability of the intervention (if possible from the first phase);
The mobilization and involvement of partners, stakeholders linked to the project and beneficiaries is appreciated and shared;
Points of attention, recommendations and best practices identified and shared.
Methodology
This final evaluation will be based on a methodology combining qualitative and quantitative methods. The consultant in charge of the evaluation will be responsible for developing a detailed methodology and an action plan in their proposal. This methodology must be reviewed and validated by the consultant’s supervisory team.
– Document review (project implementation plan, activity reports, activity plans, external reports, any document considered relevant by the team supervising the evaluation);*
– An analysis of the project indicators in relation to the logical framework (including counting methods);
– Interviews with project stakeholders (project manager, specialists, operational team, MEAL, management), partners (consortium partners, authorities – CNAMS, governorate, ANRAC – HD) and project beneficiaries (in areas identified jointly with the project team – the methodology of these interviews will be defined with the project team).

The project quality framework defines what a quality project is for HI. It is structured around seven quality criteria: Changes, Relevance, Effectiveness, Efficiency, Compliance, Accountability to the population, and Partnership. The HI project quality framework will be shared with the consultant. As part of this evaluation, four quality criteria were selected by the Senegal program— Changes, Effectiveness, Accountability to the population, and Partnership —from which one or more evaluation questions were developed.
Consultant’s mandate
Under the supervision of the Operations Manager, the Armed Violence Reduction Specialist and in collaboration with the RVA project manager, the project MEAL referents and the project team, in accordance with HI policies, standards and procedures, and in connection with the overall project planning, the consultant will have to implement the following tasks:
- Documentary review:
- Review project documentation and other reference materials shared by the project team.
- Read the documentation of HI, the country’s government, the UnionEuropean and other national and international players in the field
- Finalization of the methodology, deliverables and timeline for the final evaluation
- Development and proposal of evaluation questionnaires based on the evaluation questions proposed in the ToR and validation of the questionnaires in conjunction with the Operations Manager, the Armed Violence Reduction Specialist and the RVA project manager
- Recruitment and training of investigators and facilitators if necessary; interviews, data collection, analysis;
- Drafting of the preliminary data analysis report according to a plan validated with the project team;
- Facilitation of a data restitution and validation workshop with the project teams;
- Finalization and submission of the final report incorporating the observations made during the restitution workshopThe consultant will be able to benefit from the facilities of the HI office in Ziguinchor throughout the mandate.Expected deliverables and indicative scheduleExpected deliverablesTerms of Reference, methodology and evaluation action plan finalized and validatedA detailed framework note at the end of the documentary analysis phaseAn interim evaluation report including a summaryA PowerPoint presentation of the data and resultsA final version of the evaluation report (the provisional report, possibly amended, to which will be attached as an appendix the minutes and comments of the restitution meeting and the comments of the monitoring committee on the provisional report) as well as a summary.Database of interviews and people surveyed.Indicative timetable = refer to page 9 of the ToR (link at the top)Profile sought, submission and method of evaluating filesThe consultant and/or design office for this evaluation must demonstrate the following qualifications:- Postgraduate degree in social sciences, sociology, statistics or any other equivalent field;- Proven professional experience of at least 5 years on projects and programs for the reduction of armed violence and/or demining **(**in the field would be a plus);– At least 3 years of relevant experience in project evaluation and conducting field surveys in the field of mine action and/or armed violence reduction (risk education, victim assistance, economic inclusion, demining);- Excellent mastery and proven experience of qualitative research methods;- Excellent mastery of IT tools and the Office suite (particularly Excel for data analysis);- Excellent analytical, synthesis and writing skills in French;- Good understanding of the socio-economic and cultural context of Senegal.Its strengths will be as follows:– Technical diploma related to demining or quality management in the field of mine action (EOD 2 or 3, QA/QC, NTS, IMSMA)- Prior work experience in Senegal or West Africa;- Mastery of one or more of the local languages of southern Senegal (Wolof, Diola)- Autonomy, ability to work in a team, flexibility, initiative;- Ability to adapt to a multicultural work environment, demonstrated skills in taking cultural diversity into account;- Ability to work under pressure, sense of rigor and respect for deadlines.File evaluation method => refer to the grid in the attached ToR (pages 11 & 12)The main criteria for awarding the contract are as follows (the criteria are not ranked, non-exhaustive list):- Understanding of the mandate and the Training/Qualifications issues- Experience and references of the candidate in the field and area of intervention, proposed methodology- Value for money- Oral interviewSubmission of filesThe consultant will be paid solely on the basis of the amount defined and agreed upon in their contract with HI. No other fees will be paid to the consultant beyond those agreed upon on the basis of their financial offer, which will have been negotiated and validated. The consultant will not be able to benefit from HI employee benefits (transportation, meal allowance, computer access, badge or entry key, equipment, etc.). Payment for their services will be made in several installments, namely:
- 30% upon signing the contract;
- 30% after validation of the framework note (including data collection tools)
- 40% upon validation of the final study reportBids must include the bidder’s proven experience as well as an administrative, technical and financial offer, namely the following documents:Administrative offer:
- Letter of submission signed by the legal representative or his agent and specifying the
- HI reference, market name and offer validity date ( eliminatory* )
- Copy of proof of legal registration as a consultant in his/her country
- original ( eliminatory* )
- Copy of a valid tax certificate less than 3 months old ( eliminatory* )
- Copy of civil liability insurance (mandatory but not eliminatory)
- The company’s RIB (mandatory but not eliminatory)
- Passport or national identity card of the legal representative ( eliminatory* )
- In the case of a mandate, the official power of attorney between the legal representative and the agent and the copy of the agent’s identity document or passport ( eliminatory* )
- HI Good Commercial Practices completed, dated, signed by the legal representative or his agent and with the company stamp if applicable (mandatory but not eliminatory)
- HI General Conditions of Purchase completed, dated, signed by the legal representative or his agent and with the company stamp if applicable (mandatory but not eliminatory)*In case of non-presentation of an eliminatory document mentioned above, the consultant’s offer will be rejected during the administrative analysis and consequently the technical & financial offers will not be opened and will not be analyzed by the Selection Committee.Please note that the name of the legal representative must appear on at least one official document (excluding bank details and national identity card or passport).Technical Offer:
- Curriculum vitae of the consultant, independent professional or design office
- References from the independent professional consultant or design office (experience in similar studies, etc.) and at least three (03) proofs of past contracts (contracts, service certificates, etc.);
- Technical/methodological proposal for carrying out this consultancy, including at least:
- An update of the terms of reference;
- Proposal of a methodology;
- Intervention schedule;
- Highlighting the skills and added value of the proposal.
Financial offer:
- A financial proposal written in XOF including at least details on the consulting fees and operational costs of the consultancy such as travel expenses if necessary. The financial proposal must be separated into “fees” and “costs”.
The offers will be analyzed by a Selection Committee composed of 5 members of HI’s Program and Logistics teams who will carry out the administrative, then technical, and finally financial analysis. An offer may be rejected at each stage of the various analysis stages. The selection of the bidder will take into account, in particular, its experience, the quality of its proposal, its technical expertise, the proposed schedule, and its financial proposal.
