Consultant Or Firm For Analysis And Administrative Support At Diakonie Disaster Relief

  2. Diakonie Katastrophenhilfe (DKH) is a diaconal service organization of the Evangelical Church in Germany. Since 1954, DKH has been assisting people affected by conflicts and disasters around the world, regardless of their religion, race, and nationality. Human dignity is at the heart of its work. Its headquarters are currently in Berlin. It has regional offices in several parts of the world and approximately 15 country offices, where it conducts emergency relief, reconstruction, and prevention activities primarily. Working with local partner organizations, its mission is to “give people hope and restore a life of dignity, strengthen its national and local partner organizations, and invest in disaster prevention, response capacity, and resilience.”
  3. Present in Haiti since 2005, Diakonie Katastrophenhilfe now has seven (7) local organizations which are implementing partners spread across the West: ORRAH, OFAVA, CONCERT ACTION, in the South-East: ACDED, ATEPASE, Grand Anse (FNGA) and the North-West (GADEL).
  4. During a process of assessing the partners’ capacities and referring to comments and recommendations made in the financial reports, either by external auditors or based on internal findings, needs for strengthening the administrative and financial capacities of certain partners were deemed necessary. DKH intends to support them in strengthening their management systems.
  5. To achieve this, DKH is seeking to recruit a consultant or firm to provide tailored support to three (3) of these organizations: ORRAH, ATEPASE and ACDEDThe purpose of the consultation mission

Enable partners to strengthen their administrative and financial systems to ensure effective and efficient management of resources.

  1. Specific objectives
  • Evaluate the administrative and financial management system of each partner by seeking to understand their financial environment and highlighting a strengthening plan on a case-by-case basis;
  • Analyze the accounting software used by partners and guide them to optimize their use;
  • Strengthen the capacities of partners in relation to the identified weaknesses and recommendations of the latest audits and help them develop appropriate tools;
  • Formulate recommendations with action points for each of them

The steps consist of:

  1. Know the partner’s financial environment: Understand the different requirements of lessor contracts.
  2. Review of the administrative and financial manual, understand the findings and recommendations of the latest available audits
  3. Application of the manual and correction of findings
  4. Verification of accounting software and proposal in case of non-existence
  5. Training of financial staff
  6. Location where the mission will be carried out

The mission will be conducted in the commune of Jacmel at the ATEPASE and ACDED offices and in Port-au-Prince at the ORRAH office. However, for needs, meetings can also be held at the DKH office in Port-au-Prince.

  1. Duration and timetable for carrying out the consultation mission

The consultation mission will be conducted over a period of 30 days and will run from September 18 to October 12, 2025. For information purposes, the following schedule is proposed:

Framework meetings with partners and DKH

A detailed work schedule must be submitted by the selected consultant or consulting firm.

2: Review of procedure manuals, management tools and other documents (audit reports, financial reports, etc.)

Activity to be done for the 3 partners separately

Support for partners (training/coaching) in relation to identified weaknesses

The same

3: meetings including 1 with each partner

4: Submission of the mission report with a monitoring plan for each of the partners

The report will have a section for each partner

5 Meetings with DKH and partners for the presentation of the mission report and monitoring plan

Expected results

At the end of the mission: The three partner organizations must be able to:

  • Follow the instructions and apply their respective administrative and financial manual in the daily management of resources;
  • Better prepare financial reports by applying their procedures or those required by financial partners;
  • To respect the separation of duties in the administrative and financial management of their respective institutions;
  • To properly use the management tools developed;

How to apply

The independent consultant or lead consultant of the consulting firm must:

  • Have prior experience in evaluating the financial system of institutions
  • Have a good command of French and Haitian Creole;
  • Not have any relationship with any parties involved that could create a conflict of interest situation;
  • Know the ACPACC and QuickBooks software
  • Be in good standing with the Haitian tax authorities (updated legal documents must be provided). NB: Any person or firm contracted for services in the context of the projects in question by DKH or its partners is ineligible.

Persons (individuals or legal entities) interested in this consultation will submit the following documents:

  • A letter of submission
  • CV of the consultant and those of the members of his/her team or CVs of the members of the consulting firm who will participate in the study;
  • A technical proposal including, among other things, an understanding of the mandate and a detailed methodology;
  • A financial proposal highlighting, among other things, consultant fees and associated logistical costs;
  • A detailed provisional timetable for carrying out the study
