Consultant Or Group Of External Consultants For The Final Evaluation Of The Net’aïchou (Living Together) Project At Action Against Hunger

Action Against Hunger Mauritania is seeking to recruit an external consultant or group of external consultants for the final evaluation of the Net’Aïchou (Living Together) project.

In a context of strong social, land and environmental pressures, marked by crucial issues of social cohesion, local governance, sustainable management of natural resources and adaptation to climate change, the Net-Aïchou project was designed and implemented by Action against Hunger and ADICOR with the support of the European Union.

The final evaluation of this project aims to provide an independent, rigorous and factual analysis of the overall performance of the Net-Aïchou project, examining the extent to which the actions implemented have contributed to the realization of the theory of change and the expected effects in terms of social cohesion, reduction of tensions and strengthening of the livelihoods of the targeted communities.

The consultant or firm must meet the following criteria:

1. Academic and professional qualifications: ✓ Advanced university degree (Master’s or equivalent) in one of the following fields: development studies, sociology, political science, development economics, peacebuilding, natural resource management, or related fields. ✓ Demonstrated specialization in conflict analysis, social cohesion, local governance, or resilience.

2. Relevant Experience ✓ At least 7 to 10 years of experience in evaluating development or humanitarian projects. ✓ Proven experience in fragile contexts, pastoral areas, or areas affected by forced displacement. ✓ Strong experience in evaluation based on the theory of change, particularly in integrated projects (social cohesion/livelihoods/RNG). ✓ Familiarity with participatory approaches, community-based resource management, and local governance dynamics.

3. Technical Skills ✓ Proficiency in mixed methodologies: qualitative, quantitative, comparative analysis, and triangulation. ✓ Ability to conduct analyses sensitive to gender, conflict, and intercommunity dynamics. ✓ Excellent writing, critical analysis, and synthesis skills. ✓ Fluency in French; knowledge of Hassaniya or local languages ​​is an asset.

4. Contextual knowledge ✓ Knowledge of the Sahel, particularly Mauritania or areas with similar dynamics. ✓ Understanding of pastoral systems, climate issues, and traditional mediation mechanisms.

5. Personal skills ✓ Ability to work in sensitive environments; ✓ Neutrality, impartiality, respect for ethics and confidentiality; ✓ Strong adaptability and autonomy in the field.

The consultant will submit a financial proposal detailing the unit costs related to the various expense categories associated with the consultation (travel expenses, consultant’s fees, travel expenses for the data collection team, etc.).
