About the Basel Institute on Governance
The Basel Institute on Governance is an independent, non-profit organization working across diverse sectors to combat corruption and related financial crime and improve the quality of governance. Registered as a Swiss foundation headquartered in Basel, the Institute operates globally and maintains field operations around the world. The Basel Institute is an associate institute of the University of Basel.
The Basel Institute on Governance’s Green Corruption program focuses on applying our in-house expertise in corruption prevention and the implementation of anti-corruption and anti-money laundering standards to the environmental sector. The program covers corruption and financial crimes related to the illegal trade in wildlife, forest and timber products, fisheries, and mining.
Project: Preventing Green Corruption
The primary approach to corruption prevention encompasses corruption risk assessments, internal control reviews, and the implementation of mitigation measures, working in close collaboration with national partner authorities and other stakeholders. It includes both the independent implementation of these activities and a learning-by-doing approach, through training and mentoring, in close collaboration with our government counterparts.
Assignment
The Green Corruption Program has been providing technical assistance to the San MartÃn Regional Government (GRSM), through the Regional Environmental Authority (ARA), to prevent corruption risks related to satellite monitoring by the Directorate of Forest and Wildlife Management (DGFFS) and the Headquarters of the Cordillera Escalera Regional Conservation Areas (ACR CE) and the Shunté and Mishollo Forest (ACR BOSHUMI), which are part of the ARA. In this context, the ARA, the DGFFS, and the ACRs have defined the need to approve a directive regulating satellite monitoring of forests in the San MartÃn region.
Therefore, in coordination with the Green Corruption Program team in Latin America, the ARA, the DGFFS, and the ACRs, the objective of this consultancy is to provide technical assistance to prepare a draft on the aforementioned directive.
Activities and execution period
Under the supervision of the Senior Corruption Prevention Specialist, the consultant will carry out the following activities within sixty (60) calendar days from the start of the contract, which we expect to begin in early October 2025:
- Develop a work plan with a schedule, within the framework of the planned activities.
- Formulate the indicated regulatory proposal, considering the following:
- Its application or scope will be for the ACR CE, the ACR BOSHUMI and the DGFFS of the ARA.
- Collect, systematize, and analyze relevant information, such as regulations (national and regional), research documents, information provided by the heads of both ACR and the DGFFS, among others, that allow for the identification and analysis of problems and difficulties associated with the purpose of the regulatory proposal, and support it.
- Detail the procedure, requirements, responsibilities, coordination mechanisms, flowcharts, formats, and other aspects, as appropriate, required for the understanding and proper implementation of the regulatory proposal.
- Include indicators that allow measuring the impact of the regulatory proposal, as well as mechanisms aimed at strengthening the integrity of the personnel in charge of implementing the regulatory proposal, through transparency, accountability, among others.
- Share the regulatory proposal with the technical staff designated by the ARA, the heads of both ACRs, and the DGFFS until it is validated.
- Adjust the regulatory proposal based on the contributions and comments received.
- Prepare the legal technical report supporting the regulatory proposal.
- Promote and conduct coordination meetings with the relevant GRSM departments, as required to achieve objectives and previously agreed upon with the Senior Corruption Prevention Specialist of the Green Corruption program.
- Promote and facilitate coordination with the National Service of State Protected Natural Areas (SERNANP) and the National Forestry and Wildlife Service (SERFOR) in their capacity as governing bodies, in case questions regarding the applicable regulatory framework are required.
- Within the term of the consultancy, provide support for the approval of the regulatory proposal.
- Other activities that contribute to the consultancy’s objective and to the activities carried out by the Green Corruption Program in San MartÃn, previously agreed upon with the Senior Corruption Prevention Specialist.
- Prepare a PowerPoint presentation to present and train staff on the directive.Deliverables
The consultant is expected to submit an activity report at the end of the service that includes the following:
- Work plan with schedule.
- Final validated version of the proposed directive to regulate satellite monitoring of forests in the San MartÃn region.
- Final validated version of the proposed legal technical report supporting the proposed directive.
- Details of the coordination, socialization meetings, and validation actions carried out.
All consulting products will be delivered digitally and must be approved by the Senior Corruption Prevention Specialist for the Green Corruption program in Latin America. The team will provide access to a shared folder for the consultant to upload all relevant reference and background materials.
Supervision
The consultant will work under the supervision of the Senior Corruption Prevention Specialist for Latin America. He or she will work closely with the Basel Institute’s Latin America Corruption Prevention team.
Requirements
- University degree in engineering or other related fields with the use of geographic information systems.
- Specialized studies in geographic information systems and/or remote sensing.
- Training courses in a field relevant to the position.
- At least 5 years of relevant experience in the Peruvian public sector.
- Experience in formulating regulatory proposals (guidelines, directives, protocols, etc.) in forestry, conservation, or similar matters.
- Knowledge of software (Argis, QGIS, GEE, Phyton, Envi) and/or photogrammetry (drone image processing).
- Knowledge of Spatial Data Infrastructure, especially that corresponding to the San MartÃn Region (IDERSAM), will be valued.
- A RPAS (drone) operator license will be valued.
- Demonstrable knowledge of the regulations related to the proposed legislation, such as those related to the control and monitoring of protected natural areas. Knowledge of Regional Conservation Areas will be an asset.
- Knowledge of the organization, regulations, and functioning of regional governments in matters of control and oversight, with specific knowledge of the GRSM being an asset.
- Experience with Geobosques, Global Forest Watch and/or similar platforms.
- Previous experience participating in inter-institutional coordination spaces, which include the ARA and prioritized competent authorities, will be valued.
- The consultant must be based in Peru and be available to travel within the San MartÃn region to coordinate with the relevant entities. If necessary, travel to San MartÃn will be funded by the Basel Institute.
- Personal: Leadership, initiative, assertiveness, synthesis skills, oral and written communication with different audiences.
- Functional: Results-orientation, work planning and organization, service vocation.
- Others: Knowledge of Office Automation.
