The Basel Institute on Governance is a practical center of expertise dedicated to promoting good governance and combating corruption for a more peaceful, just, and sustainable world. The Basel Institute on Governance’s Green Corruption Program focuses on applying our knowledge and experience in corruption prevention and the enforcement of anti-corruption and anti-money laundering regulations in the environmental sector. The program covers corruption and financial crimes related to the illegal trade in wildlife, forest products and timber, fisheries, and mining.

Project: Green Corruption Prevention

The primary approach to corruption prevention encompasses corruption risk assessments, internal control reviews, and the implementation of mitigation measures. We work closely at every step with partner national authorities and other relevant stakeholders. This includes both the independent implementation of these activities and a learning-by-doing approach through training and mentoring in conjunction with our government counterparts.

Assignment

The Green Corruption Program has been providing technical assistance to the National Forest and Wildlife Service (SERFOR), through the Directorate of Forest and Wildlife Asset Management Control (DCGPFFS), to prevent corruption risks related to forest control exercised by the Regional Forest and Wildlife Authorities.

In this context, the DCGPFFS has defined the need to update the “Forest Timber Control Protocol in Land Transport” (hereinafter, the protocol), approved by Executive Directorate Resolution No. D000031-2021-MIDAGRI-SERFOR-DE.

It should be noted that the DCGPFFS already has a proposal to update the protocol, which must be technically strengthened, including field evaluations to specify wood measurement tolerances, and from an integrity perspective.

Therefore, in coordination with the Green Corruption Program Prevention team in Latin America and the DCGPFFS, the objective of this consultancy is to provide technical assistance for the preparation of the aforementioned update proposal.

Activities and execution period

Under the supervision of the Senior Corruption Prevention Specialist, the consultant will carry out the following activities within seventy-five (75) calendar days from the start of the contract, which is expected to begin in mid-November 2025:

  1. Develop a work plan with a schedule, within the framework of the planned activities.
  2. Formulate the indicated update proposal, considering the following:
    1. Collect, systematize, and analyze relevant information, such as regulations (national and international), research documents, information provided by the DCGPFFS, among others, that allow for the identification and analysis of problems associated with the implementation of the protocol, and support its update.
    2. Based on field evaluations in Iquitos (Loreto), Pucallpa (Ucayali) and Puerto Maldonado (Madre de Dios), determine the tolerances in the cubic capacity of transformed wood within the framework of the proposed protocol update.
    3. Include indicators that measure the impact of the regulatory proposal, as well as mechanisms aimed at strengthening the integrity of the personnel responsible for implementing the regulatory proposal, through transparency, accountability, and other measures.
    4. Share the proposed protocol update with the technical staff designated by the DCGPFFS.
    5. Adjust the proposed protocol update based on the input and comments received.
    6. Prepare the supporting technical report corresponding to the proposal to update the validated protocol.
  3. Promote and conduct coordination meetings with the relevant SERFOR departments as required to achieve the objectives previously agreed upon with the Senior Corruption Prevention Specialist.
  4. Within the consultancy period, provide support for the approval of the protocol update proposal.
  5. Other activities that contribute to the consultancy’s objective, previously agreed upon with the Senior Corruption Prevention Specialist.
  6. Prepare a PowerPoint presentation and train staff on the proposed protocol update.

Deliverables

The consultant is expected to present the following products:

Product 1:

An activity report that includes:

  • Work plan with the consultancy’s activity schedule.
  • Results of field evaluations conducted to determine tolerances for the cubic capacity of processed wood within the framework of the proposed protocol update.
  • Proposal to update the protocol (preliminary version).
  • Progress and achievement report on the activities described in this document, accompanied by their respective evidence.

Product 2:

An activity report that includes:

  • Proposal to update the protocol (final version).
  • Proposal for a technical report supporting the proposal to update the protocol (final version)
  • PowerPoint presentation.
  • Progress and achievement report on the activities described in this document, accompanied by their respective evidence.

All consulting products must be delivered digitally via email and approved by the Senior Corruption Prevention Specialist for Latin America, subject to technical approval from the DCGPFFS. The Basel Institute team will provide access to a shared folder so the consultant can upload all relevant reference materials and background information.

Supervision

The consultant will carry out his/her activities under the supervision of the Senior Corruption Prevention Specialist for Latin America.

Requirements

  • University degree in forestry engineering, natural resources, or other related fields.
  • At least 5 years of relevant experience in the public and/or private sector in the forestry industry.
  • Experience in preparing technical and regulatory documents, such as manuals, directives, protocols, or similar.
  • Experience in statistical data processing and use of statistical programs or software.
  • Demonstrable knowledge of the wood production chain, with an emphasis on wood processing and activities related to forest management and control.
  • Knowledge of regulations regarding control and surveillance, including the powers and functions of the Regional Forestry and Wildlife Authorities.
  • Willingness to travel to Loreto, Ucayali, and Madre de Dios for the purpose of gathering information. Internal travel will be funded by the Basel Institute.
  • Excellent command of spoken and written Spanish.
