Consultation For An Analysis Based On The Type Of Municipal Development Plans (Pdc) Of The 10 Municipalities Concerned By The Project (Northeast And South) At Christian Aid

1. Context and justification

A project approved and funded by the United Nations Peacebuilding Fund (UNPBF), submitted by Christian Aid Ireland (CAI) in collaboration with four national human rights and women’s rights organizations (MOUFHED, JILAP, Haiti Survie, SJM-Haiti), united in a consortium, is currently underway. It aims to empower women in political discourse and political spaces—by working beyond the project’s lifecycle, expanding its reach, and strengthening women’s networks to better address the needs of women and youth in rural areas, who are most likely to be left behind, and shaping gender-transformative development processes.

It is also about training them, strengthening their capacity to participate in the activities of their areas, particularly with regard to the management of public resources, and defending their rights before the relevant authorities.

The project is being implemented in the departments, North-East (4 Communes): Capotille, Ferrier, Fort-Liberté and Ouanaminthe, the department of the South (6 Communes): Aquin, Cavaillon, Camp-Perrin, Torbeck, Côteaux, Chardonnières.

It will directly reach 17,154 people (90% of whom are women), with 55% in the Northeast and 45% in the South. Of this total, 15,438 are women (9,880 of whom are young women, or 64%); 1,716 are men (10%); 2,144 are women over 65; 1,115 are people with disabilities (80% of whom are women); 1,544 are internally displaced women; 1,201 are migrant women; and 172 are other vulnerable minorities. Indirectly, the project will reach 135,470 participants through radio campaigns, collaboration with courts, policymakers, and other means.

The project will primarily target women and young people aspiring to become leaders, who present vital opportunities as catalysts for peace, as well as vulnerable rural women and youth most at risk of being left behind.

As part of the capacity building activities for development actors, particularly women and young people in rural areas of two departments targeted by the project, for the benefit of both associations and their members as well as state officials in these departments, it is planned to involve them in taking into account the needs of women in public policies concerning these municipalities.

Based on the “Methodological Guide for Municipal Development Plans” developed by the Ministry of Planning and External Cooperation (MPCE) in 2012 and other existing methodological documents, an expert will conduct a gender-sensitive analysis of natural resource management (NRM) on existing municipal development plans. This analysis will be carried out jointly with local authorities in the project’s target areas, the Ministry of Planning and External Cooperation (MPCE), and other ministries and state agencies. The aim is to produce recommendations on gender-sensitive land access policies and budgeting, with the participation of 106 engaged citizens from the municipalities. The expert will analyze the municipal development plans of the project’s target municipalities using a participatory, inclusive, and non-discriminatory approach. They will share their observations with members of the targeted communities in these municipalities regarding the consideration of gender specificities, gather their opinions and comments on the subject, and formulate a proposal for improving these plans. This proposal will be shared with national authorities so that future elected officials have access to more gender-inclusive documents. The results obtained can serve as a pilot model for other plans in other departments.

2. Objectives of the consultation

General objective

The consultation will have the general objective of conducting a gender sensitivity analysis in the management of natural resources (RNR) on existing municipal development plans, in coordination with local authorities, the Ministry of Planning and External Cooperation (MPCE), the Ministry for the Status of Women and Women’s Rights (MCFDF), the Ministry of the Interior and Territorial Communities (MICT), the Ministry of Youth, Sports, Civic Action (MJSAC), the Interministerial Committee for Territorial Development (CIAT), in order to produce recommendations on a gender-sensitive policy and budgeting in the area of ​​access to land and management of natural resources, with the participation of engaged citizens of the said municipalities.

Specific objectives

The specific objectives of the mission are as follows:

  1. Review the national framework for the development of municipal development plans (PCDs)
  2. Retrieve the PCDs of the 10 targeted municipalities that have them.
  3. Conduct a thorough analysis of the consideration of gender, access to land and natural resource management in the PCDs.
  4. Conduct participatory consultations with officials from decentralized state services, local authorities, representatives of organized groups, particularly women and young people, as well as local leaders, etc.;
  5. To propose recommendations for better consideration of gender and natural resource management in municipal development plans (PCD) in Haiti.

This exercise should enable active members of these municipalities to understand gender analysis mechanisms and extend them to all other documents or topics under discussion. It will also allow the results of these discussions to be disseminated to all other municipalities in the Republic, taking into account regional specificities, given that the municipalities targeted by the project constitute two different zones located at opposite ends of the country.

3. Responsibilities of the selected consultant:

  • Search for and obtain a copy of the development plan of the municipalities concerned by the project, if they have one;
  • Conduct a thorough analysis of how gender is taken into account in these plans;
  • Share with consortium partners once the plans have been analyzed;
  • Participate in a virtual meeting in these two departments to share with stakeholders (Consortium, Departmental Heads of the Ministries of Planning, the Interior, Women’s Affairs and Justice, Heads of local authorities in the target areas of the project, community leaders representing women’s and youth associations in these areas) the preliminary version of a model municipal plan following the analysis carried out;
  • Take into account their contributions, comments and experience in the final drafting of this proposed model plan;
  • Share with consortium partners the pre-final version of the model plan (which takes into account the proposed suggestions and additions, including at least an executive summary, an analysis table, indicators and recommendations)
  • Participate in two feedback meetings, one in each of the two departments of the project, to share with stakeholders (Consortium, Departmental Managers of the Ministries of Planning, the Interior, Women’s Affairs and Justice and local authorities of the areas targeted by the project, community leaders representing women’s and youth associations of these areas) the version of the proposed model plan;
  • Share with the project manager the difficulties encountered in finding appropriate solutions;
  • Submit to MOUFHED a final version of the recommendations of the analyzed municipal development plans and the proposed standard plan.

4. Main deliverables and deadlines

Deliverable 1: A detailed methodological note, adjusted according to the client’s recommendations. Deadline: 1 week after contract signing.

Deliverable 2: A version of the gender-specific analysis of these municipal development plans (MDPs) and the development of a model plan. Deadline: 7 weeks after contract signing; online presentation of the plan analysis and the proposed model plan.

Deliverable 3: The pre-final version of the standard municipal development plan. Deadline: 2 weeks after the presentation of the standard plan, taking into account comments following a working session and approval by the consortium.

Deliverable 4: The final version of the recommendations and the standard plan. Deadline: 1 week after consortium approval.

5. MOUFHED’s Responsibility

  • Receive candidate proposals;
  • Review the proposals and submit them to the selection committee made up of consortium members;
  • Invitation of candidates selected by the selection committee;
  • Designation of the candidate selected by the consortium;
  • Signing of the contract with the selected candidate;
  • To be available whenever the consultant expresses the need for a working session or liaison with either the members of the Consortium or any other identified stakeholder;
  • Schedule any meeting between the consultant and members of the Consortium when requested by either party, in accordance with the submitted schedule;
  • Make available to the consultant any document he/she holds relating to the project;
  • Facilitate, if possible, any contact between the consultant and all stakeholders interested in the project (national and departmental officials from the Ministries of Planning, the Interior, Women’s Affairs and Justice, local authorities, community leaders, officials from women’s and youth associations or any other personality from the project’s targeted areas);
  • Organize the sessions to be carried out in the departments, on the dates which will have been previously agreed with the consultant;
  • Payment of installments within the agreed timeframe and after approval of deliverables.

6. Payment of the scheduled installments

Tranche 1

Payment terms: After validation of the work plan and signing of the contract. Amount: 40% of the total amount of the service contract.

Tranche 2

Payment terms: Upon submission of the initial drafts of the collected feedback and the preliminary version of the standard PCD plan during departmental presentations and approval by the consortium. Amount: 30% of the total service contract amount.

Tranche 3

Payment terms: Upon final delivery and approval of the final documents, incorporating all requested modifications. Amount: 30% of the total service contract amount.

7. Consultant Profile

  • Qualification technique:
    • have a university degree in the field of social sciences, communication or law;
    • have a solid understanding of the issues surrounding women’s rights, land rights, and community development**;**
    • Having skills in participatory facilitation and institutional advocacy;
    • have at least 5 years of experience in gender analysis or local planning.
  • General experience
    • Ability to work in a team and with the capacity to be flexible and available to work with any interlocutor.
  • Language proficiency
    • Good command of spoken and written French and Creole

NB. EVALUATION

The bidders’ proposal will include a technical offer which accounts for seventy percent (70%) of the overall weighting and a financial offer which contributes thirty percent (30%).
