Context and Rationale:
DanChurchAid, in partnership with its national partner FVJD, is implementing a project aimed at the sustainable and inclusive reintegration of children and young people associated with armed groups, as well as at-risk youth, in the sub-prefectures of Bocaranga and Koui, Central African Republic.
The intervention is based on four interdependent pillars:
• Community cohesion,
• Socio-economic integration,
• Psychosocial support,
• Promotion of gender equality and prevention of gender-based violence (GBV).
In this context, community communication and social awareness-raising are essential tools for:
• Reducing the stigmatization of formerly associated youth,
• Improving community acceptance,
• Promoting peaceful coexistence,
• Supporting the transformation of discriminatory social norms.
The awareness-raising activities planned by the project (radio campaigns, participatory theater, sporting events, printed materials) require a coherent communication strategy, validated key messages, and culturally appropriate tools that are sensitive to conflict, gender, and protection.
DCA therefore wishes to recruit a consultant to structure and strengthen this system.
Overall objective of the consultancy:
To develop a community communication and awareness strategy and design relevant, inclusive and conflict and gender sensitive key messages and communication tools, in order to effectively support the project’s objectives in terms of social cohesion, community reintegration and violence prevention.
Specific objectives
• Analyze the social context, community perceptions and factors of stigmatization in the target areas;
• Define a community communication strategy aligned with the project objectives;
• Design key messages promoting:
o Tolerance and peaceful coexistence,
o Acceptance of ex-associated children and youth,
o Prevention of GBV,
o Promotion of gender equality and positive masculinity;
• Develop awareness-raising tools adapted to local channels (radio, theatre, printed materials, community events);
• Ensure compliance with the European Union’s visibility and communication guidelines.
Scope of Intervention / Mission Scope
: The consultant will be responsible for the following tasks:
1. Analysis and Framing:
o Document review of the project and existing tools;
o Discussions with the DCA and FVJD teams;
o Analysis of local dynamics, risks of stigmatization, and sensitivity to conflict.
2. Communication Strategy
: o Development of a comprehensive community communication strategy;
o Definition of target audiences, channels, messages, and differentiated approaches;
o Proposal of an operational dissemination plan.
3. Message Design
: o Development of key messages adapted to different audiences;
o Technical validation (protection, gender, Do No Harm) with DCA.
4. Tool Development:
o Radio scripts (French and local languages if applicable);
o Participatory theater scenarios;
o Content for sporting and community events;
o Content for leaflets, posters, and other printed materials.
5. Knowledge Management and Reporting:
o Development of a user guide for the messages and tools;
o Final consultancy report.

Methodology:
The consultant will adopt an approach that is:
• Participatory,
• Conflict-sensitive (Do No Harm),
• Gender- and protection-sensitive,
• Culturally adapted to the contexts of Bocaranga and Koui.
The methodology must include validation of messages with field teams and, where possible, community validation.
Consultant Profile
Qualifications
• University degree in communication, social sciences, journalism, development, or a related field.
Experience
• Minimum 5 years of experience in humanitarian, development, or peacebuilding communication;
• Proven experience in community communication in fragile or post-conflict contexts;
• Experience with social cohesion, gender/GBV, or protection issues is highly desirable;
• Experience with EU-funded projects is an asset.
Skills
• Excellent writing skills in French;
• Proficiency in using community-based communication tools (radio, theater, community mobilization);
• Good understanding of social dynamics in the Central African Republic or Central Africa;
• Ability to work with local teams and partners.
Reporting and supervision
The consultant will be supervised by the DCA Field Project Manager, in coordination with:
• The Social Cohesion Officer,
• The MHPSS Officer,
• The FVJD partner.
