- Context
The Norwegian Refugee Council (NRC) is an independent international humanitarian non-governmental organization providing assistance, protection and durable solutions to refugees and internally displaced persons around the world.
In the course of its operations in Burkina Faso, Cameroon, Mali, Niger, the Central African Republic, the Democratic Republic of Congo, Senegal, and Chad— eight countries in total— NRC is required to comply with its internal financial policies as well as applicable national legal and accounting frameworks. In accordance with local regulatory requirements, NRC is required to produce annual financial statements in accordance with the Accounting System for Non-Profit Entities (SYCEBNL) .
NRC maintains its daily accounts in the Norwegian accounting system and will continue to do so. NRC has already prepared its annual accounts in SYCEBNL format in the respective countries for the years 2024 and 2025.
To this end, the NRC wishes to recruit an independent and qualified accounting firm to support the preparation of its SYCEBNL annual financial statements.
2. Mission Objective
The objective of the mission is to ensure the preparation of reliable, complete statutory financial statements in accordance with SYCEBNL , faithfully reflecting the financial situation and activities of the NRC for the 8 countries concerned , and to support our countries during the annual certification audit of the accounts.
The first exercise will cover the year 2026 and the mission is planned until the 2028 exercise, i.e. 3 accounting years.
3. Scope of the mission
Under the supervision of the Country Finance Manager / Finance Coordinator of each country, the selected firm will be responsible for:
- Create the general ledger in SYCEBNL format, and the year-end general balance, based on the NRC general ledger, and accounts in SYCEBNL format for 2025.
- Evaluate the compliance of accounting records with SYCEBNL for the annual closing.
- Transpose the NRC accounting codes into SYCEBNL accounting codes, based on the existing Mapping table for 2025, while suggesting improvements.
- Identify and post the adjustment and closing entries necessary for the preparation of financial statements in SYCEBNL.
- Examine the main accounting items, including:
- Donor subsidies and funding
- Fixed assets and depreciation
- Wages, social security contributions and taxes
- Cash and bank accounts
- Debts, expenses to be paid and provisions
- Donor subsidies and funding
- Prepare the SYCEBNL statutory financial statements, including:
- With
- Income Statement
- Cash Flow Statement
- Table of Resources and Uses
- Notes to the financial statements!
- Prepare a reconciliation note between the SYCEBNL financial statements and the NRC’s internal financial reports, if applicable.
After preparing the SYCEBNL financial statements, the firm will then have to:
- Provide support during the SYCEBNL financial statement certification audit in each country, in case of specific questions from the auditors regarding the preparation of the financial statements.
4. Expected Deliverables
The firm will need to provide:
- The General Ledger and balances in SYCEBNL format.
- SYCEBNL Annual Financial Statements (signed version)
- Detailed supplementary notes
- SYCEBNL reconciliation note / NRC reporting
- A management report including findings and any recommendations
- Closing entries and working files (Excel or accounting software)
5. Reporting and coordination procedures
The firm will work under the direct supervision of the Country Finance Manager / Finance Controller.
All deliverables will be subject to validation by the NRC.
Follow-up meetings will be scheduled during the mission.
6. Mission duration
The mission is planned for an initial phase of approximately 5 days (days) per country, between 15/02 and 31/03 for the preparation of the General Ledger and SYCEBNL financial statements**.** As each country has different sizes, submission deadlines and complexities, the work schedule will be adjusted prior to the annual missions.
For the 2nd phase of support to NRC in responding to questions or requests for corrections from the Auditors where applicable, a mission of an indicative duration of 2 days (hd) per country is planned.
Final deliverables must be submitted no later than 31/03 in year n+1 of each annual closing and in accordance with the NRC financial closing schedule.
Physical presence in the countries of intervention is not required.
7. Payment terms
Payment will be made after receipt and satisfactory validation of deliverables, in accordance with NRC payment procedures and the terms of the signed contract.
8. Eligibility and qualifications
The firm will need to:
- Be registered with the National Order of Chartered Accountants or equivalent and be registered in a country where the SYCEBNL standard is in effect.
- Candidates must have at least 5 years of experience in accounting.
- Have proven experience with international NGOs
- Demonstrate proficiency in SYCEBNL
- Having a qualified team including at least one chartered accountant9. Criteria for evaluating bids

- Relevance of the technical approach/methodology (15%)
- Consulting firm experience (INGO of similar size to NRC, SYSCOHADA, multi-country): (25%)
- Proposed team (CVs of consulting team members highlighting the qualifications and relevant experience of the firm or service provider): 10%
