PURPOSE OF THE ROLE:
The purpose of this role is to coordinate the comprehensive implementation of projects within the Program Unit (PU), ensuring the completion of all five stages of the project cycle with quality, timeliness, and alignment with the organizational strategy. This role involves leading the technical, financial, and administrative management of projects, strengthening the capacities of local partners, managing relationships with donors and key stakeholders, and representing Plan International in coordination, advocacy, and sectoral collaboration, thereby guaranteeing the organization’s strategic positioning at the local and state levels.
DIMENSIONS OF THE ROLE:
- Budget management : Responsibility for the total budget of assigned projects
- Personnel supervision : Direct management of the technical team assigned to the projects under your coordination
- Complete project cycle:Â Responsibility in all 5 phases (idea, design, planning, implementation, closure)
- Institutional representation:Â Participation in networks, interagency coordination spaces and sectoral articulations
- Accountability:Â Technical and financial reports to donors, National Offices and internal structures of Plan International
- Spokesperson:Â Official representation of Plan International before authorities, partners and strategic stakeholders
RESPONSIBILITIES:
- Resource Mobilization
- Collaborates in the active and intensive search for funding opportunities for the programs.
- Lead the idea and design of follow-up or subsequent phases of projects for donor fund management (grant funds) in accordance with our new Global Strategy, Gender Focus, regional frameworks and guidelines established in the country strategic plan.
- Lead the identification of strategic partners and/or allies for the co-management of programs and projects through the required technical support and maintenance of strategic relationships, and ensure the support and strengthening of partners, including the closing and sustainability phase.
- Responsible for the complete management of projects throughout the entire cycle.
Responsibilities according to the current project manual, including:
In the idea phase : Support in the development of the first concept note, its entry into the system, as well as the identification of local and/or international partners.
In the design phase: accompany the alignment of the concept note to the donor’s requirements.
- The development of a Detailed Implementation Plan (DIP)
- Preparation of due diligence with the partners.
- The preparation of the project budget
- Develop a procurement plan
- Managing risks and problems
- Responsible for developing the start-up plan (Developing a recruitment and staffing plan, preparing the baseline, donor compliance framework, engaging decision-makers, etc.)
In the planning phase : responsible for agreements with partners.
- Responsible for establishing project governance.
- Complete the DIP (100% of its sections) and ensure that it is correctly entered into the systems (SAP and PMERL)
In the implementation phase :
- Responsible for the correct implementation of all activities and the achievement of KPIs for the projects under their responsibility. Manages the monitoring of purchases, communications, and measurements with the various support departments.
- Approval of all expenses charged to the project budget based on the agreed delegation of authority
- Project budget management and monitoring, approval of financial and narrative reports.
- Monitoring compliance with results and programmatic quality.
- Responsible for the timely and high-quality delivery of all reports.
- Responsible for partner relations and support.
- It ensures that SAP and PMERL are fed with reliable, verifiable, and consistent information and guarantees the safeguarding of project documentation in its 5 phases.
In the closing phase.
- Responsible for transition plan and closure of activities
- Evaluation and audits
- Knowledge management products.
- Final reports, internal reports, reports to donors and in the SAP and PMERL systems
- System closure.
3. Administrative and Financial Management
Key actions related to responsibility:
- To comply with and ensure compliance with administrative processes and procedures (institutional policies), (manage with the different departments)
- Contribute to compliance with the recommendations of global assurance and audits carried out in the country in the relevant areas of programs, particularly in the areas of Gender and Inclusion, Safeguarding, and Protection.
- Coordinates with support departments the fulfillment of financial, supply chain, security, fleet, and other required KPIs.
- To be the focal point for at least one of the topics that Plan requires for compliance with internal policies, which could be related to Gender, Safeguarding, Protection, among others.
- Others that, according to the organization, the regional office, the Cluster and the country office require, as part of the normal processes of adapting to changes and continuous improvement.
- Security Management and Organizational Risk Reduction
Key actions related to responsibility:
- Ensure efficient management and prevention of organizational risk (compliance with policies and SOPs) in your area of ​​intervention and guarantee a risk analysis and its updating throughout the project.
- Develop situational analyses on national realities regarding the topics of influence, participation, sexual and reproductive rights, as well as proposing mitigation strategies on the Gender Equality agenda; application of the gender marker in the project cycles.
- Ensure compliance with safeguards and protection.
