Mission

The Country Coordinator has overall responsibility for the Doctors of the World mission in Sierra Leone.

The incumbent will lead the MdM strategy and closely monitor and coordinate with all departments to ensure the smooth and timely implementation of programs and appropriate operational support in accordance with the context, standards, and requirements of MdM and donors. This includes ensuring alignment with and compliance with the MdM Strategic Plan. The incumbent will also be responsible for the safety of MdM teams in the field.

Geographical scope of intervention

The country coordination team will work in Kabala with regular visits to MDM’s intervention areas in the Koinadougou district as well as in the country’s capital, Freetown.

Organization chart

Reports hierarchically to the Head of the Africa Unit at Headquarters (or the International Programs Coordinator) and works closely with the project and finance technicians at headquarters in Madrid.

Responsibilities and functions

Representation, communication and positioning

· Represent MdM and maintain contact with the country’s authorities, working closely with the Ministries of Health and Gender of Sierra Leone, with other NGOs, international and national agencies and organizations, with donors present in the country and civil society authorities/counterparts.

To ensure that our actions are consistent with the policies, mission, principles, and ethical values ​​of Doctors of the World. To update and implement the mission’s operational strategy and guarantee its organizational performance.

Negotiate collaboration agreements and agreements between local authorities and Doctors of the World and with other associated organizations and/or actors.

Promote and participate in health coordination meetings with other humanitarian actors in the country

• External communication with the press and other national and international media and counterparts.

• Analyze the political and humanitarian situation to better guide the projects

· Execute and lead political advocacy activities in the country in collaboration with its associative and operational references.

• Participate in existing platforms and networks in the country that support MdM’s mission.

· To provide the association with documents and information for decision-making regarding the organization’s political positions in the country.

• Actively collaborate with the associative sector of Doctors of the World (political leadership, working groups, volunteers) and with its operational reference in the definition of a global country strategy.

Definition and planning of MdM’s actions in Sierra Leone

· Lead the design of the country strategy taking into account the organization’s vision and its cross-cutting themes, as well as the needs and problems of violation of the right to health previously identified.

· Lead the definition of MdM’s lines of intervention in SIERRA LEONA within the framework of MdM’s strategic plan.

· Propose and coordinate exploratory missions according to the needs identified and within the organization’s resource capacity.

• Support the Program Coordination in the preparation and presentation of proposals for new projects by defining the strategies, objectives, characteristics, etc. and ensuring the strategic vision of MdM and in line with its Strategic Plan.

Project management

· Ensure the achievement of the objectives and results of all MdM projects in the country.

• Monitor the annual planning of projects in accordance with the organization’s annual operational plan.

• Monitor and evaluate the overall implementation and management of projects by regularly visiting intervention areas and establishing reorientation strategies if necessary.

– Identify operational problems and risks by adapting the structure according to specific needs.

• Seek out funders on the ground and establish contacts with existing funders already present in the country.

· Plan the precise human and material resource needs for the correct implementation of the activities.

· Ensure the delivery of all internal monitoring reports, in addition to the supporting reports (monitoring and final) for financial entities.

• Coordinate and support audits and/or evaluations of projects according to needs

· Evaluate, together with the emergency unit, the Africa unit and the head of international programs, the emergency situations that may arise and propose, in coordination with the team on the ground, possible interventions or support to the Ministry of Health and/or civil society.

Team management and coordination

· Manage, supervise and lead field teams.

Lead the country operation coordinators and ensure that each position has clearly defined and achievable objectives. This responsibility includes training and developing staff and fostering frequent and constructive coordination between departments and teams.

To exercise overall leadership of the operation in the country by demonstrating integrity and promoting a culture of responsibility and respect. This involves frequent and regular interactions with staff, beneficiaries, and other key stakeholders.

· Supervise the national staff management policy in coordination with the people development department and the Sierra Leone manager to achieve maximum integration and involvement of staff into the MdM team and work.

· Promote and implement the MdM volunteer program on the ground.

Finance/Administration/Logistics

• Oversee the standardization of finance, administration, and logistics procedures in the country.

• Supervise the correct planning and budget execution of projects and mission

· Contact and negotiate with potentially accessible international financial institutions on the ground.

· Identify needs for reorienting the intervention based on legal or regulatory requirements, with a strategic vision.

· Ensure compliance with administrative, financial and logistical procedures in the mission, in accordance with the requirements of MdM and the donors.

Security

• Ensure the security of MdM’s equipment, material and financial resources in the country

• Ensure the design and/or updating of the country security plan, and other security management documents and tools in accordance with the organization’s general security policy

• Monitor compliance with the organization’s internal regulations regarding security measures.

· Monitor the application of the country’s security criteria, track the alert levels of all personnel, monitor the evolution of the security context in the region and in Mauritania, and adjust security measures accordingly.

. Maintain contact with the country’s security forums to ensure up-to-date knowledge of the political climate and security risks.

Update the headquarters security team on all relevant security information and activate the headquarters security management team in case of emergency.

Training

University degree or diploma. Preferably a background in health sciences, social sciences, politics and/or international cooperation.

Desirable: Master’s degree in International Cooperation, Human Rights and/or Humanitarian Aid, public health and/or social sciences related to health (gender, anthropology and/or health economics).

Requirements

Languages: English C1 required, Spanish (B2) and/or French (B2) desirable

Computer skills: user level of the Office suite.

Minimum requirements

Experience

• Essential field experience in international cooperation, preferably with health organizations.

• Must have prior experience in team coordination and management positions of at least 3 to 5 years.

• Previous experience in security management.

• Experience in coordinating International Cooperation and/or Humanitarian Aid programs.

• Demonstrable experience in the identification, formulation, monitoring, and evaluation of the project cycle, as well as in budgetary and financial monitoring and coordination. Preferably with Spanish donors.

• Experience in team management.

• Desirable experience in similar contexts, and/or humanitarian aid.
