Mission :

Under the supervision of the Regional Director of Operations of the Central Africa Pool, your mission will be to define the country office strategy with your team. You will be responsible for establishing a reliable and relevant delegation system (with appropriate control mechanisms), allowing you to:
Implement the strategy’s programmatic in accordance with Action Against Hunger’s (ACF) technical and cross-functional policies Manage the preparation, updating and implementation of a country strategy, adapted to the country and the regional context, and respectful of ACF’s vision and mission
Oversee the definition of ACF’s programs and projects on the mission with the aim of ensuring their effective and efficient design, implementation, and evaluation
Develop and improve relationships between the mission and representatives of donors, civil society, the private sector, government agencies and other organizations, so that ACF can maximize its impact on malnutrition and its prevention
Oversee the management and development of the mission’s human resources and create a shared vision, by all staff, of ACF’s values ​​and program objectives, as well as the role of each person in achieving them Manage between 10 and 12 employees Supervise
and direct the appropriate mobilization, use and management of the mission’s financial and logistical resources, in accordance with ACF policies and donor requirements
Guarantee the safety and well-being at work of your teams Manage the preparation, regular updating and implementation of the security plan in accordance with ACF standards and procedures
Ensure that a staff care system is in place to support teams working in often difficult conditions
Implement risk management with your team Identify risks and mitigation measures
Represent Action Against Hunger with authorities, donors and partners
Ensure the good collaboration of the country team with the various Action Against Hunger interlocutors Maintain good working relations with headquarters by responding to requests for information, and by requesting headquarters expertise to optimize the implementation of the country strategy

Profile :

You hold a Master’s degree (Bac+5) and have at least 6 years of experience as a Field Coordinator, Deputy Country Director or Country Director in an international NGO.
Previous experience in the Democratic Republic of Congo is essential.
You have experience in representation and negotiations with authorities, donors and partners, in defining strategic plans as well as in managing security and access negotiations.
You have a very good knowledge of project definition and management.
You are fluent in English, both spoken and written.

Conditions of employment

Vaccination against MPOX is recommended for employees traveling to this country.
Fixed-term contract under French law: 24 months
Gross monthly salary: from 3572 to 4128 euros depending on experience, including 13th month
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Increase in basic salary: 6% every 12 months of continuous contract
Per diem and monthly living expenses: $1032 net, paid in the field
Monthly context allowance: 150 euros
Child allowance: 1500 euros per year and per child present in the country of origin (ceiling of 6000 euros/year)
Transport and accommodation: Coverage of travel and collective accommodation
Medical coverage: 100% of the coverage of health contributions and repatriation insurance, your medical expenses (as well as that of your dependents if family position) until 1 month after the end of your contract
Salary maintenance arrangements (illness, maternity, paternity)
Holidays and RnR: 25 days per year of CP and 20 RnR per year; cover of the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed allowance per RnR

Field trips: North Kivu, Ituri, Mai Ndombe, Kasai Oriental and other provinces if necessary
