Founded in 1979, Action Against Hunger is an international non-governmental organization that fights against hunger worldwide. Its charter of humanitarian principles—independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency—has been its foundation for 45 years. Its mission is to save lives by eliminating hunger through the prevention, detection, and treatment of malnutrition, particularly during and after emergencies related to conflicts and natural disasters. Your position and responsibilities
Under the supervision of the Regional Director of Operations for the Central Africa Pool, your mission will be to define the Country Office strategy with your team. You will be responsible for implementing a reliable and relevant delegation system (with appropriate control mechanisms), allowing you to:
- Implement the strategy’s programmatic in accordance with the technical and cross-cutting policies of Action Against Hunger (ACF)
- Manage the preparation, updating and implementation of a country strategy, adapted to the country and the regional context, and respectful of ACF’s vision and mission
- Oversee the definition of ACF programs and projects on the mission with the aim of ensuring effective and efficient design, implementation, and evaluation
- Develop and improve relationships between the mission and representatives of donors, civil society, the private sector, government agencies and other organizations, so that ACF can maximize its impact on malnutrition and its prevention
- Oversee the management and development of the mission’s human resources and create a shared vision, among all staff, of ACF’s values and program objectives, as well as each person’s role in achieving them
- Manage between 10 and 12 employees
- Oversee and direct the appropriate mobilization, use and management of the mission’s financial and logistical resources, in accordance with ACF policies and donor requirements
- Guarantee the safety and well-being of your teams at work
- Manage the preparation, regular updating and implementation of the security plan in accordance with ACF standards and procedures
- Ensure that a staff care system is in place to support teams working in often difficult conditions
- Implement risk management with your team
- Identify risks and mitigation measures
- Represent Action Against Hunger with authorities, donors and partners
- Ensure good collaboration between the country team and the various Action Against Hunger contacts
- Maintain good working relationships with headquarters by responding to requests for information and seeking headquarters expertise to optimize the implementation of the country strategy
Your profile
You hold a Master’s degree (Bac+5) and you have at least 6 years of experience as a Field Coordinator, Deputy Country Director or Country Director in an international NGO.
Previous experience in the Democratic Republic of Congo is essential.
You have experience in representation and negotiations with authorities, donors and partners, in defining strategic plans as well as in managing security and access negotiations.
You have very good knowledge of project definition and management.
You are fluent in English, both spoken and written.

- Fixed-term contract under French law: 24 months
- Gross monthly salary: from €3,572 to €4,128 depending on experience, including 13th month
- Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
- Basic salary increase: 6% every 12 months of continuous contract
- Per diem and monthly living expenses: $1,032 net, paid on the land
- Monthly context allowance: €150
- Child allowance: €1,500 per year per child present in the country of origin (ceiling of €6,000/year)
- Transport and accommodation: Coverage of travel and collective accommodation
- Medical Coverage: 100% coverage of health and repatriation insurance contributions, your medical expenses (as well as those of your dependents if family item) up to 1 month after the end of your contract
- Salary maintenance arrangements (sickness, maternity, paternity)
- Holidays and RnR: 25 days per year of holiday leave and 20 RnR per year; cover for the ticket with a ceiling to go to the chosen break zone, and €215 fixed compensation per RnR
