WHO ARE WE ?
Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world. We strive for universal health coverage where everyone has access to care, without barriers.
In Belgium and around the world, our projects are aimed at all those who do not have or no longer have access to healthcare. In particular, they are structured around five areas: people on the margins of society, vulnerable children, women, migrants or displaced persons, and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:

- Change : more than helping, we want to change things in the long term.
- Bearing witness : We don’t stay silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional, and (inter)national) with facts, figures, and realities.

CONTEXT
Niger is facing several emergencies that challenge the authorities’ response capacity. The ongoing humanitarian crisis is worsening, particularly due to the security crisis. The latter is exacerbated by pre-existing socioeconomic vulnerabilities and growing instability in neighboring countries (Mali, Burkina Faso, etc.), leading to an influx of thousands of refugees, migrants, and internally displaced persons, as well as a deterioration of the already limited access to basic social services. The population—primarily children and women—is facing malnutrition, food insecurity, recurring epidemics, and forced displacement.
It is in this context that Médecins du Monde has been operating in Niger since 2014 in several regions, including the Agadez region, to provide medical assistance to vulnerable migrant and host populations. MDM is also present in the tri-border area of ​​Tillabéri (SDSR) and Torodi (VBG), and a new project opened in Tahoua (VBG) at the beginning of this year.
The coordination team is based in Niamey, and the mission employs around 100 staff. The annual budget for our activities is €4 million.
The main donors are the DGD, ECHO, and the EU.
THE ESSENTIAL
Under the supervision of the Sahel Regional Director, you are responsible for designing, managing, adapting, and evaluating the MdM Belgium (MdM-BE) program in Niger. You will propose and implement, in line with internal and external developments and constraints, the definition of strategies, objectives, and action plans for the Niger program. You will also be responsible for the facilitation, security management, and team management.
The position ensures the supervision of a group of: 5 to 9 employees (indicative range) as well as coordination and collaboration with various national partners.
DUTIES AND RESPONSIBILITIES
Management of country operational strategy:
- Responsible for defining and deploying the country institutional strategy for the program in Niger.
- Participates in the definition of the strategy and logical framework of the regional program in conjunction with the Sahel Regional Director and the Sahel technical coordinators
- Responsible for planning, coordinating the implementation of activities and setting up appropriate monitoring tools.
- Supervises the collection and analysis of data and guarantees its quality, ensures the monitoring of activities and the tracking of indicators.
- Responsible for implementing MdM-be’s localization approach in Niger in conjunction with state actors and local associations.
Program management:
- Supervises accounting management and ensures budget monitoring.
- Ensures the operationalization of the Country Institutional Strategy (SIP) and action plans by department.
- Develops and maintains the partner network and represents the organization to contacts and partners of ongoing projects/programs in the country on political, strategic and advocacy aspects.
- Validates and contributes to the drafting of internal project documents, positioning documents (reference documents, activity reports, diagnostic reports, advocacy notes and documents, logical frameworks, etc.) and donor documents (grant applications, reports, etc.).
- Leads project evaluations and monitors the resulting recommendations.
- Ensures the follow-up of recommendations resulting from the budget monitoring of projects, and issued during project reviews or during audits.
- Ensures the quality, reliability and regularity of information exchanges between the Niger program and the Sahel region of the organization.
- Monitors the health, political, security, and humanitarian context. Supervises the drafting and updating of the country context analysis according to MdM-BE’s internal models.
- Oversees the rational and compliant use of the organization’s resources
- Ensures that the project management tool is updated and used in accordance with the MdM-BE process by the project coordinators.
Human Resources Management:
- Applies and guarantees compliance with the management charter and protection policies.
- Design the team with regard to the needs, challenges, resources and objectives of the program.
- Participates in the recruitment and management of positions directly linked to his function and indirectly, supports those of other positions on the program.
- Supervises and leads the program team (coordinators/heads/managers/program/project managers): setting objectives, managing leave, recruitment and training.
- Coach, referee and take necessary measures in case of difficulty or malfunction.
- Strengthens the cross-functional skills of the people in his team.
- Ensures compliance with the organization’s integrity standards, including PSEAH, prevention of fraud, corruption and abusive behavior
Search for funding:
- Supervises and/or updates the mapping of the various health stakeholders (donors, institutions and civil society) and their short, medium or long-term strategic priorities.
- Develops and monitors the local fundraising strategy.
- Identifies international and national consortium and partnership opportunities.
- Monitor potential calls for proposals concerning MdM-BE’s priority themes in Niger and the Sahel region.
Representation:
- Represent MdM-BE with authorities, partners, donors and the media.
- Monitor collaboration agreements with partners and donors, seek and develop new partnerships and carry out or supervise the search for funding.
- Represent the organization to external and internal bodies, analyze, communicate and make the necessary improvements to enable the optimal execution of programs.
- Participate in working sessions at Cluster level, international NGO working group among others
These responsibilities will be implemented in a specific and cross-functional manner based on the annual individual action plan, established in collaboration between the manager and the holder of the position in question.
YOUR PROFILE
Education / Training and Experience
- University degree in political science, management, law, health or equivalent
- You have a minimum of 5 years of experience in project management, ideally in the humanitarian and development field.
- Experience in consortia management
- Experience in migration-related projects
- Advocacy experience or skills
Required skills and qualities
- Knowledge of the Sahelian context and initial experience in the area.
- Knowledge of the main donors present in the Sahel zone
- Knowledge of the development domain with proven experience in managing development projects
- Perfect command of French and good knowledge of English
- Analytical and synthesis skills
- Excellent personal organizational skills

- Fixed-term expatriate contract (single posting) of 12 months, renewable ;

- Expatriate status: gross salary of €4,378.25 for 10 years of experience; a gross salary of €4,601.58 for 15 years of experience; Per diem €580
Depending on your tax residence, a withholding tax may be deducted. - National Status: Fixed-term contract under Nigerien law, salary conditions according to the salary scale and conditions offered locally.
