Description of the area to which the position is limited

This position reports to the Operations Area of ​​the FLM – Colombia Program, which is led by the Operations Manager. The position reports directly to the Chocó (Western) Field Leader and will maintain close coordination with the Financial and Administrative Area, as well as the project and regional teams.

Coordinate your work with:

  • Operational, Programmatic and Financial Project Team
  • Support team of the Quibdó and Bogotá DC Regional
  • Administrative, financial and accounting staff of the FLM/SM COL-VEN

Location

Based in the Quibdó office , however, you must be available to travel to the departments where FLM/SM COL VEN has work, in the country or abroad, and where it is necessary to carry out the functions inherent to your position.

Job Objective

Provide case management services in accordance with international standards and local operating procedures, ensuring the identification, documentation, monitoring, and referral of gender-based violence cases in coordination with local and community stakeholders. The technician will also facilitate community dialogue processes focused on prevention, resilience, and reducing isolation among vulnerable populations.

Description of activities:

LEADERSHIP

  • Lead the protection case management process, ensuring that people at risk of GBV have access to available specialized services, under an approach of informed consent, confidentiality and respect for their dignity.
  • Ensure the timely identification of people at risk of protection, including survivors of sexual and gender-based violence, promoting their access to services in close collaboration with the protection team and other relevant actors.
  • Promote protection and response actions that integrate the gender perspective, the differential approach and humanitarian principles, ensuring sensitive attention to the specific needs of each population.
  • Leading strategies that strengthen the resilience of communities, including prevention and awareness activities on sexual and gender violence, promoting safe and respectful spaces for women, girls and other vulnerable groups.
  • Represent the Lutheran World Federation (LWF) in the beneficiary communities, fostering trust and coordinating efforts among beneficiaries, local authorities and other organizations for the effective implementation of the project.
  • Representing the FLM in coordination spaces with local and national entities, facilitating joint work and the effective implementation of the response.

MANAGEMENT

  • Manage cases of survivors or those at risk of GBV, identifying protection risks, establishing objectives and action plans, and making referrals to specialized entities.
  • Apply a survivor-centered approach, ensuring informed consent, confidentiality, and a differential approach to case management.
  • Ensure that the case management services provided are carried out in accordance with the principles and approaches established by the FLM: Survivor-centered approach, Do no harm, differential approach, informed consent and confidentiality, appropriate data handling, competence and capacity, impartiality and coordination
  • Conduct community-level awareness campaigns on women’s rights, sexual and gender-based violence, reporting mechanisms and referral services.
  • To coordinate with the protection team and local actors to ensure that cases are managed comprehensively and according to the needs of people at risk.
  • To raise awareness in communities about issues of gender violence, sexual and reproductive rights, gender roles, and women’s empowerment.
  • Promote positive masculinity and gender promotion workshops for men and boys, fostering respect for rights and preventing violence.
  • Lead the identification of service provider organizations and update the care pathway, ensuring that GBV cases are handled appropriately.
  • Maintain accurate documentation of cases, complying with international and local standards for data management, always respecting confidentiality.
  • Contribute to the collection of baseline and final data, and support the continuous evaluation of the project through regular monitoring and tracking of established indicators.
  • Support the creation of safe spaces for women and girls, ensuring that environments are inclusive and respectful, promoting the protection, well-being and resilience of participants.
  • Maintain accurate and complete records respecting confidentiality standards for interventions performed, services provided and results obtained according to established formats.
  • To contribute to the expansion of information on protection issues, human rights and audiovisual material that allows raising awareness and strengthening communities.
  • Responsible for the systematization of experiences, the means of verification and reports established in the project.
  • Perform context analysis and contribute to adapting the response accordingly.

GENERAL RESPONSIBILITIES

  • To ensure the effective implementation of the FLM’s security policy and to oversee the implementation of the Codes of Conduct and other FLM institutional policies within the framework of the project
  • Strictly comply with FLM/SM-CO procedures, manuals, and policies.
  • Responsible for the proper handling of cash for travel advances related to activities. Prepare travel expense reports that meet donor requirements and FLM administrative procedures.
  • To ensure compliance with the corresponding administrative and control procedures, within the development of their activities within the framework of the particular project and the policies of the FLM.
  • Comply with FLM procedures, manuals, and policies, including the Codes of Conduct, Safety and Security Policy, Safety Manual, Child Protection, and others as determined by FLM.
  • The FLM has zero tolerance for sexual exploitation and abuse, and all staff have a duty to comply with and promote the FLM’s Protection Against Sexual Exploitation and Abuse Policy (PEAS); in the performance of all duties and responsibilities.

Professional Requirements

Level of Education

  • Technical or technological studies or undergraduate studies in social work, psychology, law and/or related fields are required.

Work Experience

  • Minimum experience one (1) year in serving vulnerable populations in protection issues with a gender focus and working with Afro and Indigenous populations.
  • Demonstrate solid knowledge and experience of the institutional structure of comprehensive support for survivors of Gender-Based Violence.
  • Desirable experience and knowledge of case management issues, especially with a focus on women and conflict, children, indigenous populations, and psychosocial or legal care.
  • Experience in Chocó is desirable.

Languages ​​and office automation

  • It is essential that you read, speak and write in Spanish, either as your native language or with proven advanced fluency.
