Cybersecurity Architect At Development Aid

DevelopmentPeople is currently in the process of identifying a Cybersecurity Architect on behalf of our client, a global non-profit organization supporting cybersecurity and digital resilience initiatives across Europe and Eurasia.

As part of broader efforts to strengthen the protection of critical infrastructure globally, the organization is delivering initiatives across regions, including Ukraine and the Western Balkans.

The Cybersecurity Architect will serve as a hands-on technical lead, driving cybersecurity solutioning in support of ongoing and future programs. The role focuses on delivering practical cyber resilience measures across partner governments and critical infrastructure entities.

This position is part of a regional deployment team conducting rapid diagnostics, technical gap analyses, SOC maturity evaluations, and remediation planning aligned with frameworks such as NIST CSF 2.0, EU NIS2, and other international cybersecurity standards.

The ideal candidate is a technically strong cybersecurity professional with experience in executive-level engagement, cybersecurity assessments, vulnerability management, and security operations, capable of translating technical findings into actionable roadmaps for senior stakeholders.

Major Responsibilities

Program Design and Implementation

  • Provide technical leadership in the design, planning, and implementation of cybersecurity projects
  • Develop frameworks and tools for the design, implementation, and evaluation of technical components
  • Ensure solution design and implementation comply with relevant technical standards, regulatory requirements, and best practices

Mission Area and External Engagement

  • Contribute technical input to proposal development and new business opportunities
  • Build and maintain relationships with customer organizations, in-country partners (including CERTs and universities), and relevant government and international stakeholders
  • Represent the organization in technical discussions, conferences, and seminars
  • Operate effectively in complex and resource-constrained environments
  • Be available for international travel across Europe and Eurasia as required

Technical Execution

  • Lead cybersecurity assessments aligned with NIST CSF 2.0, ISO 27001, EU NIS2, and similar frameworks
  • Conduct vulnerability assessments using tools such as Nessus, Qualys, and other utilities
  • Assess SOC maturity, including SIEM configuration, alerting workflows, and incident response processes
  • Evaluate implementation of security controls (network segmentation, firewalls, endpoint security, IAM, MFA)
  • Produce structured reports including risk ratings, remediation plans, and prioritized action plans
  • Support remediation planning and technical hardening efforts
  • Contribute to or advise on incident response activities where required

Technical Coordination and Community of Practice

  • Coordinate with internal teams to ensure consistency, alignment, and integration of cybersecurity approaches
  • Contribute to knowledge sharing, methodology development, and cross-regional collaboration

Requirements

  • Strong understanding of cybersecurity fundamentals, including identity, endpoint, network security, and governance
  • Proven experience leading executive-level cybersecurity engagements and translating technical findings into actionable solutions
  • Relevant industry certifications (e.g., CISSP, CISA, CCSP, CEH, GIAC, AWS, Microsoft, Cisco)
  • Minimum 5 years of hands-on experience in cybersecurity solutioning, security operations, and risk management
  • Experience conducting cybersecurity assessments using recognized frameworks (e.g., NIST CSF)
  • Experience designing and operating security monitoring and response capabilities (SIEM, endpoint, network security)
  • Willingness to travel internationally
  • Fluency in English (written and spoken), Romanian, and/or Russian

Preferred

  • Experience leading incident response and recovery efforts related to advanced cyber threats
  • Experience working in foreign assistance or government-funded programs, particularly in Europe and Eurasia
  • Degree in cybersecurity or a related field
