Deputy Coordinator, EHA Manager (M/F) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, or even exclusion from healthcare.

Provide support to the Logistics Coordinator or the Water, Hygiene and Sanitation (WASH) Coordinator in delegated tasks and responsibilities, and replace him/her in his/her absence in the coordination of WASH activities and participate and collaborate in the implementation of strategies and support of field actions, in accordance with **MSF** standards and protocols in order to enable the development of the mission and the maximum effectiveness of medical projects.

Context :

The climate of violence in Haiti continues to affect the lives of residents of the capital and some provincial towns such as Artibonite. Since the end of 2022, the health situation has seriously deteriorated, leading to the reduction of services in some hospitals and even closures, as well as the flight of medical staff. MSF has been present in Haiti for more than 30 years; the instability of the Haitian context is forcing MSF to adapt its operational objectives to respond to constantly evolving needs, including ad hoc emergencies.

MSF France’s coordination is located in Port-au-Prince with a transit base in Cap-Haïtien and Santo Domingo (entry point to the country).

To date we have two Projects:

Tabarre Surgery: The objective of this project is to provide emergency care (24/7) for victims of severe trauma (violence or accidents) as well as for victims of serious burns.

Tabarre Hospital is a purely MSF structure integrated into the country’s healthcare pyramid. It has a shared emergency department and two separate circuits: one for trauma and one for burns. In case of emergency, its capacity can increase (75 trauma beds and 30 burn beds). An outpatient care service completes the system for surgical follow-up, dressings, physiotherapy and rehabilitation, and psychosocial care.

Cité soleil OPD (+ mini IDP): The objective of this project is to provide a dynamic package of primary and secondary care adapted to the needs of a population in a situation of armed conflict. The project provides day care in general medicine, with a 12-bed emergency room and 25 hospitalization beds (children/adults), a service for victims of sexual violence and external activities (OPD Brooklyn, chlorination point, HP, etc.)

MSF is committed to developing water, hygiene and sanitation activities for the population of Port-au-Prince .

Various ad hoc and targeted assessments have taken place and specific actions have been carried out (chlorination point, water trucking, distribution of NFI Kits, etc.). We wish to recruit an assistant EHA coordinator to carry out a broader assessment and propose a sustainable intervention strategy based on local communities and the stakeholders present.

Mission

Reporting to the Logistics Coordinator, you will coordinate WASH activities and contribute to the definition and implementation of strategies, as well as support field operations, in compliance with MSF standards and protocols, in order to promote the development of the mission and optimize the impact of projects.

Main responsibilities

  • Actively participate in the development and monitoring of the project’s annual planning and budgets as well as the Emergency Preparedness Plan, define strategies and advise the Logistics or EHA Coordinator (if he/she is present on the mission) in order to translate the identified needs into objectives, priorities and resources necessary for the intervention.
  • Define, monitor, evaluate and ensure the implementation of overall WASH strategies and activities in the mission and make adjustments as necessary, in accordance with MSF standards, protocols and procedures. This includes the following:
    • Carry out initial assessments and exploratory missions in collaboration with the medical team, identify the country’s WASH needs, design and manage appropriate responses in collaboration with CMT members (including in the event of an emergency scenario).
    • Develop strategies to involve communities in improving WASH practices, involve local authorities and civil society actors in order to advance cooperation, the involvement of local actors as well as the environmental aspects of projects on the ground.
    • Ensure the availability, collection and analysis of multidisciplinary data on all activities impacting the health of the populations concerned. Undertake and coordinate operational research work concerning WASH issues in the field, contribute to the expertise of the entire Organization on aspects relating to responses in emergency situations and other environmental health issues (under the direction of the WASH representative at HQ).
    • Ensure the availability of EHA materials and equipment required for the mission in collaboration with the Logistics Coordinator and the EHA Referent at HQ.
    • In collaboration with other CMT members, implement the centralized EHA reporting system as well as the standards and indicators (both qualitative and financial) of the project, in order to guarantee quality, conditions and costs.
  • Plan, supervise and implement, in close collaboration with the HR coordinator, all HR procedures (recruitment, training, briefing/debriefing, performance evaluation, potential detection, skills development and internal communication) which concern the staff under your responsibility, in order to ensure both the adequacy and the level of knowledge required.
  • Provide technical support to your team as well as to other teams on the mission.
  • Represent MSF at meetings with Authorities and other NGOs at the request of the Logistics Coordinator or EHA

Mission-specific responsibility:

  • Development of a new WASH project in Port-au-Prince: assess needs (analysis of the humanitarian and health context, identification of population needs, assessment of existing resources and GAPs, etc.), target an area and propose an intervention strategy, implement activities and ensure monitoring (partnership to be considered, etc.)
  • Work on a more sustainable response plan to take over watertrucking activities (installation of miniwata, water network connection in collaboration with DINEPA, drilling, Brooklyn desalination plant project – based on the proposals made by previous teams, etc.)
  • Evaluate possible partnerships with solidarity, UNICEF, DINEPA, etc.
  • If necessary, creation of a project and dedicated specific teams.
  • Define, implement and monitor the Water, Hygiene and Sanitation (WASH) policy at the national level; update WASH maintenance plans in projects.
  • Define and monitor WASH activities for MSF structures and specific projects:
  • Tabarre: replacement of tanks, installation of the new booster (followed by the order of specific parts), installation of the reverse osmosis system, installation of the new incinerator (as soon as possible).
  • Cité Soleil: improvement of the operation of ZAD/UTC, external activities, relocation of Tabarre incinerators (after installation of the new one).
  • National: preparation of proposals for 2026, verification of the adequacy of international orders for 2025 (emergency equipment, spare parts, EPREP, etc.), recycling and waste management (lower priority), monitoring of water analysis laboratories.
  • Participate in EHA coordination meetings (Cluster Wash) with stakeholders present in Haiti.
  • Establish monitoring of WASH needs among displaced populations.
  • Develop the integration of EHA activity data collection into the DHIS tool.

Profile sought:

Education/Experience

  • University education in engineering or comparable training
  • Essential: At least 2 years of professional experience in the field of WASH, preferably with MSF.
  • Experience or familiarity with implementing and promoting two or more of the following activities (water supply, excreta disposal, waste and sewage management, vector control, dead body management) in at least one or more different settings (conflicts, natural disasters, refugees/displaced persons camps, etc.).
  • Experience or training in public health desired.

Job specifics

Status : 6-month full-time fixed-term contract. Field position, remuneration level 12 according to the MSF field salary scale and based on seniority and relevant experience for this position. Accommodation, travel, and per diem are covered during visits and stays at headquarters.

Conditions : Position based in Haiti. Health insurance, transportation, accommodation and subsistence expenses (per diem) covered by MSF. Leave according to the MSF break policy (every 3 months).
